Agreement on Kingdom Act St Maarten, Aruba, Curaçao And The Netherlands
This agreement forms the guideline for the 2021-2025 government period of the cabinet MFK / PNP that is yet to take office. Pisas spoke of “a historic moment when the world is beginning to realize that the new government is going to change the course of the country.”
The leaders of MFK and PNP this week sent a letter to the parliaments of the Netherlands, Aruba and St. Maarten in which they announce their plans and state that they want to engage the International Monetary Fund (IMF). The IMF should “create, guide and monitor” a reform program for Curaçao.
The ministers and members of Parliament cannot simply reverse the reduction on their salary that has been applied as a result of the liquidity support from the Netherlands.
The moment of expiry must in any case be after June 30, 2023, as stated in two Memorandum of Amendment (NvW) with the same purport to the National Ordinances on Financial Provision of Ministers and States. The NvW sets several conditions for the possible reversal of the salary discount.
The tender for the next three schools is in preparation. The remaining 13 schools will follow the restructuring of the agreement between the World Bank and Sint Maarten. Additional funding is also required for this. This is an example of a project that has taken far too long. There was a long run-up and a long preparation. It was in the Ministry of Vromi.
You’re going to have to invest in that. As part of the Envelope region, we have made 7.2 million available for the implementation of the coral restoration plan. Another part that is currently running, also with tourism organizations, is certifying destinations and tourist locations as Blue Destination destination.
State Secretary Knops:
I do not think it helps in the relationship between two countries the charges just mentioned, namely elements such as doubting the intentions and placing things in the perspective of postcolonial et cetera. That makes it all complicated. Sometimes you have to maneuver around something to get to the target. In a relationship in which there are only two countries in the Kingdom, one of which has a problem as a result of a natural disaster, you hope to be able to organize it differently.
But we saw, for example, at the airport that there was a lack of political will; Let me put it this way. With the dump, it is also an issue that the knowledge and expertise are hardly available and that there was no follow-up. The ministries responsible, the Ministry of VROMI in this case, did not have sufficient execution power to be able to do so themselves. So you can have a very capable World Bank with all the technical expertise, but if on the other side of the partnership one is insufficiently receptive or does not have enough knowledge to be able to respond to it, then it does not work. That balance has to be sought. We may have thought too easily
We have currently deposited €352m into the trust fund. Nine projects are in progress and two are in preparation, worth $419 million. We have successfully completed an income support and training project with 2,000 participants, who are therefore more employable in the labour market. More than 1,300 roofs have been repaired. More than 100 shipwrecks in the Simpson Bay Lagoon have been cleared. The new building of the hospital has started. The tender for the reconstruction of the airport is currently underway. The tenders have just been received and are currently being assessed.
Letter to Parliament on implementation agendas Aruba, Curaçao and Sint Maarten, 2nd quarter 2021: State Secretary Knops will inform the House of Representatives about the implementation agendas with Aruba, Curaçao and Sint Maarten for the 2nd quarter of 2021. The Senate has received the same letter.

Jacobs said that in a follow-up meeting held on Tuesday arranged by the Dutch Representation Office in St. Maarten, Chairperson of Parliament Rolando Brison joined the conversation and was able to convey the intentions of the petition submitted to the UN Rapporteur. “The State Secretary still expects to receive such in writing and if it satisfies him and his colleagues who have been mandated by the RMR to decide such, we can proceed.”
PHILIPSBURG–The United Democrats (UD) and Party For Progress (PFP) have requested that an urgent meeting of Parliament be called to discuss “the relations between the Netherlands and St. Maarten.”
5a) I might be visually impaired, I need new glasses, but I’m the ONLY one who seems to notice a pattern with Mafia Boss Francesco Corallo and the political cohorts that he purchases… Corallo HIMSELF: Arrested/Prison, Schotte: Arrested/Prison, Theo: Arrested/Prison, Silvio: Arrested/Prison, Chanel: Arrested/Sentenced, Frans, Arrested/ Awaiting Trial…. Do you see a pattern? Yet Your independence Petition leader believes it’s okay to beg the Mafia for money. Rolando believes St Maarten can become independent from Holland, by becoming more dependent on the Mafia. Rolando Brison is going to jail. Desperate people do stupid things which can imperil and endanger others. If Knops and staff, and the RMR don’t know how to do a basic search, send them this link.
do the Jacobs government and especially the States still support the approved National Package and the Coho process, or are they sticking to the opposed petition to the UN? The correct answer to the question can immediately yield 39 million guilders, the liquidity needs of the island for the second quarter of 2021. But first, there is sufficient clarity about the position of the States, according to the RMR in The Hague.
With regard to Aruba, it can expect 237 million florins for the coming months, but not just like that. Provided and after Aruba has signed the second Implementation Agenda (for the second quarter).
Curaçao also has homework.
Is Coho Act in conflict with the Statute of the Kingdom or not?
Is the draft governmental law for the establishment of the Caribbean body for reform and development contrary to the Statute of the Kingdom or not?
After studying the advice of the Council of State, many come to the conclusion that the far-reaching power that the Minister of the Interior and Kingdom Relations allocates to the body and himself touches the heart of the autonomy of Curaçao, Aruba and Sint Maarten. The creator of the bill, State Secretary Knops, is one of the few, if not the only one who thinks otherwise. This is evident from the letter he sent to the Lower House on Friday:
“I do not consider it pure in this letter to dwell in detail on the content of th
The Advisory Board (RvA) of Curaçao Judges that the correct procedural path has been taken to arrive at the Kingdom Act on the Caribbean Body for Reform and Development (Coho). But, it is also judged: “Strictly speaking, the powers of the government and Parliament will also be limited in this amended proposal (with respect to the CHE, ed.).” This is evident from the recently made public judgment of the RvA of 21 December 2020. Although there has been little room for negotiation with the Netherlands, the RvA itself concludes, it appears from the amended bill of law (which was previously CHE) , but also from the way in which the Explanatory Memorandum (Explanatory
The State Secretary indicates that this further report “and a Coho proposal amended on the basis thereof” requires approval from all four countries. “As soon as agreement has been reached on this in the Council of Ministers of the Kingdom, the further report, together with the legislative proposal that accompanies it, will be sent to the States of Aruba, Curaçao and Sint Maarten and the House of Representatives. The aim is to do this before the summer recess. ”
Once agreement has been reached on the further report, the parliamentary debate on the proposal will commence. In the run-up to this, Knops would like to point out “that the core of the legislative proposal remains intact” in the advice of the Council of State.
“The Council of State
