Commemoration of 37 Anniversary of Flag Day St Maarten

A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

Washington, DC: Curaçao is recovering from the pandemic but faces multiple challenges, including strong inflation pressures stemming from the war in Ukraine. Policies need to be calibrated to support the inclusive recovery while achieving sustainability. Implementing the structural agenda embodied in the country package (landspakket) would be key for addressing many of long-standing structural challenges. Prioritization in line with capacity will be key for achieving the objectives.

Context and recent developments

Curaçao is recovering from the pandemic while facing inflation pressures fueled by the war in Ukraine. Following a protracted recession, positive growth is estimated to have returned at 4 percent in 2021, supported by a strong recovery in stayover tourism in the last quarter of 2021. Relatively high vaccination rates helped to soften the economic consequences from the wave of Covid-19 in early 2022.

Stayover arrivals in April exceeded pre-pandemic levels, suggesting no long-term scarring from the pandemic or the war in Ukraine. Formal private sector employment declined in 2021, in part driven by supply-side factors and emigration, although there was some nascent positive dynamics in the second half of the year. Inflation increased to 3.8 percent in 2021 and likely accelerated further in 2022.

Outlook and risks

Growth is likely to strengthen this year, although the outlook is clouded by the war in Ukraine. Continued recovery in the hospitality sector in conjunction with higher private investment and favorable employment dynamics this year would support growth of about 6.5 percent. Higher import prices, in particular in fuel and food categories, are projected to push inflation to 6.8 percent in 2022, significantly higher than expected.

This could disproportionally affect the vulnerable groups not covered by the existing social safety net and create a drag on the recovery as it erodes disposable income and increases costs of doing business. The outlook is subject to significant uncertainty and risks. A protracted war in Ukraine could keep energy and food prices elevated for an extended period, slowing growth and eroding purchasing power. Further supply chain disruptions and commodity price shocks could delay the recovery in investment.

Policies included in the draft 2022 Budget Amendment imply strong fiscal consolidation in 2022-23. Tight wage policies, in combination with stronger-than-expected inflation, will lead to significant reduction in labor compensation in real terms and support an adjustment of the overall fiscal deficit from 6 percent in 2021 to 0.9 percent in 2023. This adjustment, in combination with the recovery, would contribute to a reduction of public debt from about 90 percent of GDP in 2021 to about 76 percent of GDP next year.

Calibrating fiscal policy to foster recovery while achieving sustainability

Fiscal policies need better calibration to improve the quality of consolidation and avoid negative effects on growth. Budgeting adequate resources for structural reform implementation, protection of the vulnerable, and other critical areas will be key for improving quality of adjustment. Raising public investment from the currently low levels would increase employment, incentivize private investment, and support broad-based economic recovery and potential growth. A somewhat more gradual fiscal adjustment would be growth-friendly while still consistent with sustainability.

The authorities’ strong efforts to improve revenue administration have brought tangible results and need to be continued. Expanding tax administration’s resources and improving its business practices contributed to a significant pickup in revenue. Proceeding with the planned reorganization of the three revenue departments will further improve the capacity of tax administration. The authorities should subsequently consider introducing a fully-fledged VAT in place of the sales tax which would reduce distortions.

The inflation pressures stemming from the war in Ukraine warrant targeted support. Recently implemented reductions in fuel taxes require clear sunset clauses, while enhancing the social safety net to better target and more effectively protect the vulnerable. In view of higher food prices, the authorities could consider the continuation of the food program that was in place during the pandemic or other well-targeted measures.

Structural reform to modernize Curaçao’s civil service would work better than the current attrition and wage freeze policies. The 3-to-1 attrition policy was useful to reduce the overall government wage bill, but it has significant drawbacks as it is counterproductive in critical areas and reversible in non-critical areas.

Both level and skill composition of government employment needs to be consistent with the effective delivery of public services. Implementing functional reviews under the landspakket would help achieve that objective. A benchmark study of employment benefits in the public sector entities, already envisaged under the landspakket, is needed to calibrate compensation to retain the required talent and incentivize performance.

Reforms of the health care and social security systems are needed to alleviate pressure on public finances and reduce fiscal risks. The cost of healthcare has been steadily rising in recent years, exerting pressure on the social security fund (SVB) and requiring higher budget transfers. Given the complexity of the health reform, prompt design and stakeholder consultations are the immediate priority. It will be important to provide the health sector with adequate resources to ensure health care continuity, especially in view of the inflation shock.

Strengthening medium-term fiscal framework

Incorporating a medium-term perspective into the fiscal framework would be key for securing fiscal sustainability. The authorities could consider moving towards a fiscal responsibility framework guided by a medium-term fiscal anchor and supported by operational rules for overall or primary fiscal deficits. In view of Curaçao’s high vulnerability to shocks, the debt objective should minimize the risk of debt distress. The fiscal responsibility framework would need support from an across-the-board strengthening of public financial management.

A significant improvement of public investment strategy institutions and management is needed. The investment framework requires a clear planning and decision-making process, adequate project appraisal, and monitoring and assessment schemes. Climate risk assessment and adaptation measures would be an important part of a well-designed framework.

Finding a new growth model and improving data

Curaçao is transitioning toward a more tourism-based economy. With a strong pipeline of new hotels, the hospitality sector is well-positioned to become the leading engine of growth. In addition, the authorities could explore options for developing other sectors, especially in the field of green energy production. This requires a substantial investment by both public and private sectors, which, in turn, needs better business climate and an improvement in the functioning of the labor market. Planned initiatives in the energy sector (e.g., establishing LNG plant) are promising, but require careful analysis. Deploying a guaranteed lending facility for viable SMEs in Curaçao would support the recovery.

It is necessary to provide adequate resources for data and information frameworks to enable taking more informed decisions. Current data gaps hamper effective macroeconomic analysis and policymaking. Improving data availability and timeliness requires adequate resources for the CBS and other data-related entities. Increasing information sharing across the public sector would improve policy effectiveness.

The Monetary Union of Curaçao and St. Maarten

Context and recent developments

The current account deficit (CAD) of the union eased to an estimated 24.1 percent of GDP in 2021. Despite the double-digit CADs, the stock of international reserves increased from US$1.3 in 2019 to US$1.8 billion, supported by significant financing from the Netherlands and financial account net inflows. The Central Bank of Curaçao and Sint Maarten (CBCS) has appropriately lifted Covid-19-related restrictions on foreign exchange transfers in January 2022.

Strengthening external and financial sector resilience.

Monetary policy continues to support the peg to the US dollar. It is important to continue to strengthen the transmission mechanism of monetary policy. The CBCS should continue to stand ready to absorb the excess liquidity if necessary. The planned review of the 60/40 investment rule should include a comprehensive review of the effects on the economy, including efficiency, pro-cyclicality, and the stability of international reserves, and a risk assessment at the level of institutional investors.

The financial system weathered the pandemic well, although financial vulnerabilities and risks remain elevated. The banking sector remains well-capitalized and liquid, but the longer-term effects of the pandemic on the asset quality are yet to be determined. Low profitability of the banking sector is a concern as it limits banks’ ability to build up buffers. Despite significant excess liquidity, credit growth remains close to zero given the uncertain macro environment, perceived lending risks and structural impediments such as weak information frameworks. Continued careful monitoring of banking system access to a sufficient number of correspondent banks will remain important for the healthy functioning of the system.

The CBCS has made significant progress in advancing its financial reform agenda. It invested significant efforts into transitioning to risk-based supervision, including in the AML/CFT area, improved its enforcement policy, increased its capacity to monitor liquidity, and carried out asset quality reviews in four financial institutions. The publication of the first Financial Stability Report is a substantial step forward. In cooperation with the government, the CBCS should promptly finalize the supervisory enforcement legislation.

It would be important to continue strengthening the AML/CFT framework. The National Risk Assessment (NRA) for Curaçao should analyze cross-border financial flows, including links to international financial centers and needs to be finalized and published soon. Sint Maarten needs to ensure appropriate resources for the upcoming NRA including fully funding and staffing the Financial Intelligence Unit and related law enforcement agencies.

PHILIPSBURG – The people and the Government of Sint Maarten will be commemorating the 37th Anniversary of “Flag Day”, on June 13th, 2022. The annual commemoration of “Sint Maarten Flag Day” will take place from 8:00 am to 11:00 am, on the premises of the Government Administration Building in Philipsburg.

It has been 37 years since the Sint Maarten flag was presented by Dr. Claude Wathey, approved and established by the then sitting members of Island Council on June 13th 1985., Today, the Sint Maarten Flag that was designed by Roselle Richardson remains an intricate part of the fabric of our Historical-Cultural Heritage and the cornerstone of our Patriotism. nd The Honorable Minister of Education Culture Youth and Sport drs. Rodolphe Samuel along with special cultural performances by King Beau Beau, Ilismo, Melissa Fleming, and DJ Pauly.

Prime Minister Silveria Jacobs in an invited comment said, “I welcome this opportunity for us as a people to recognize what a flag means to us and the pride we feel when it is flown whether at home, abroad or wherever St. Maarten is represented. I encourage persons to visit our Government website (www.sintmaartengov/culture Special Projects Tab) and other media sources for more information on our National Flag.”

The Government of Sint Maarten will do its part also as the Government Administration Building has been decorated reflecting the flag colors red white and blue. Persons are also reminded to follow proper protocol and etiquette of how the flag should be displayed.

On Friday June 3rd, the Minister of VSA, Honorable Omar Ottley, joined Dr. Felix Holiday, Director of St. Maarten Medical Center (SMMC) and Ms. Erika Van der Horst St. Maarten General Hospital (SMGH) Operations Contract Manager to witness the 530 cubic meters pour of concrete for sections 4 and 5 of the foundation. The pour represented a significant step for the progress of the SMGH project.

Over the past six years, there have been concerns about the lack of progress on the project. Minister Ottley recently took to the media and informed the public that while he completely understands their grievances with the SMGH project over the recent years, he can only account for the time that he has been the Minister of VSA. The Minister provided the public with a progress report of the project from his time of oath taking on April 21st 2021 to present. “I will be the first to admit that the project is not moving at the pace that I would like it to, but I am doing the best with the hand I was dealt. I can confidently say that in my year and two months in office, the project has seen far more progress than all the previous years combined.”Ottley stated.

Minister Ottley has scheduled mandatory quarterly meetings with SMGH stakeholders, where deadlines are established and expected to be met. In a previous article the Minister announced that the pouring of sections 4 and 5 would take place in the beginning of June 2022. Although the pour was 3 days later than originally predicted, the Minister was happy that it took place.

The next pour for sections 6 and 7, is scheduled to take place the last week of July 2022. This will be the final pour to complete the foundation and is expected to surpass the recent pour of 530 cubic meters, which totaled over 60 trucks of concrete.

Since the 2017 hurricane, the Community Development, Family & Humanitarian Affairs (CDFHA) has implemented two successful minor home repair projects as one of the recovery activities within the Ministry of Public Health, Social Development and Labor (VSA).

However, there were still some registered members of the community who were unable to receive assistance owing to various obstacles.

20 Million Euros For Construction New Prison St Maarten

Consequently, after much discussion, Minister Ottley deemed it necessary to assist these individuals, and on May 25, 2022, CDFHA launched the Home Repair program.

The initiative targeted Seniors, the disabled, single parents, and unemployed parents. The program is expected to last three months.

“Upon entering office, this project caught my attention and was immediately placed on my priority list. I found it of great importance, and I am ecstatic that the project can be carried out just in time for the hurricane season,” said Ottley.

Around the world June is celebrated as Pride Month for the LGBT+ community. The annual celebration commemorates the Stonewall Riots that marked the beginning of the international gay rights movement. The social and political movement advocates for equality, including legal rights and opportunities for lesbians, gays, bisexuals, transgenders and other sexual minorities,” stated Miguel Mansur, Member of Parliament (Aruba), Faction Leader ACCION 21 on Sunday in a media statement.
“Aruba’s gay rights movement began in 2006 when Oduber-Lammers, an Aruban-Dutch lesbian couple married in the Netherlands, took legal action to have their marriage registered locally. In 2007 a judge ruled that the Civil Registry would have to register the Dutch marriage of the local residents but the victory remained symbolic as it did not confer any rights.
“In 2016 ex-Member of Parliament Desiree Croes proposed an amendment to introduce civil unions (geregistreerd partnerschap) with the same rights as marriage for both homosexual and heterosexual couples. The Parliament of Aruba, with 11 votes in favor, passed a consensus amendment that created civil unions but without rights equal to those of marriage. Aruba’s Parliament was the first legislative body in the Caribbean to approve civil unions for same-sex couples.
“In 2021, the Parliament of Aruba with 17 votes in favor, approved implementation of changes to the civil code (burgerlijk wetboek) including the introduction of civil unions. Since 1 September 2021 both same-sex and heterosexual couples can enter into a civil union at the Civil Registry albeit without the same rights and privileges as those legally married. On 14 October 2021, the lesbian couple van der Biezen-Cordoba, made history by being the first same-sex couple to enter into a civil union in Aruba, the official ceremony was celebrated at the Town Hall (Stadhuis).
“At present heterosexual couples have the option of entering into a civil union or opting for marriage if they want all the rights and privileges the latter confers. However, same-sex couples are relegated to a lesser union without equal rights as their only option which is a form of entrenched discrimination. Benefits such as fiscal affairs (tax), social services and many others remain unavailable to couples in a civil union and inheritance rights can only be established through notarial acts.
“During June 2022 as part of the Pride Month celebrations, a draft law to introduce same-sex marriage will be presented. The initiating Members of Parliament will sign and officially hand in the proposed legislation to the President and Secretary General of Parliament. At such time the legal trajectory commences and the draft law will be sent to Raad van Advies who will most likely take around six weeks to review and issue their recommendations. PHILIPSBURG, On Wednesday June 1st, Minister Ottley planned a surprise visit to the airport reconstruction project. The Minister was accompanied by CEO Brian Mingo of the Princess Juliana International Airport, the project’s manager, management and staff of Ballastnedam, and his support staff.

Minister Ottley was elated to see that the dry wall frame design and placement has already started for the office areas.

The airport explained that this crisis had allowed them to redesign an airport that not only is attractive but also takes into consideration all the aspects of being an international airport by increasing customer friendly accommodations.
Phase 1 and 2 is expected to be completed by the end of January 2023 which is still in the high season.

The Minister expressed his appreciation to all the stakeholders in the PJIAE reconstruction project and encouraged them to keep on their trajectory. “St. Maarten needs the airport completion, as it is our railroad to resiliency. Today I can truly say that I see the light at the end of the tunnel. Besides the building and it’s progress I am most proud of the faces that I see on site. Over 40 legal citizens are working on this project which equates to over 40 families being assisted locally.” Said Ottley.

Cooperation arrangement guaranteeing plans for tackling national tasks Curaçao and Sint Maarten (hereinafter: Cooperation arrangement) in force. This stipulates that for the national tasks that Curaçao and Sint Maarten were not yet able to properly perform at the time of the constitutional reform, there is an action plan to work towards independent implementation of the national task.

The Cooperation Arrangement gives the option to extend the arrangement by two years if not all plans have been completed within the term. Extension by Royal Decree has previously taken place in 2012, 2014, 2016, 2018 and 2020. The current period of validity of the Cooperation Regulation runs until October 10, 2022. In consultation with Sint Maarten, the intention was expressed during a Ministerial Consultation on March 23, Cooperation arrangement to be extended again.

State of affairs Curaçao
The Curaçao Progress Committee noted in February 2017 that all action plans for the country’s tasks in Curaçao have been implemented. The Curaçao Progress Committee has ended its activities on June 1, 2017. Since then, the Cooperation Arrangement no longer has any meaning for Curaçao.

State of affairs Sint Maarten
Sint Maarten has completed three of the original five action plans for the implementation of national tasks. Only the action plans for the prison system and the police are still being implemented.

Since the previous extension of the Cooperation Arrangement, the Netherlands and Sint Maarten have collaborated intensively on the remaining action plans. As explained in the letter of the written consultation Sint Maarten on 11 February.
and indicated during the committee debate on May 26, 2021 and the budget discussion on October 14, 2021, the Netherlands contributed to the detention file, among other things, by offering short-term support through the funding of a program manager and HR advisor, as well as training staff and structural improvements. In its most recent report3, the Sint Maarten Progress Committee notes that for the first time since the reconstruction phase, significant progress is visible in the implementation of the action plans. Despite this, the Progress Committee has concluded that both the prison system action plan and the police action plan will not be completed before October 10, 2022.

The advice of the Progress Committee and the progress of the action plans were discussed in the Ministerial Consultation between Sint Maarten and
The Netherlands on March 23, 2022, at which the Prime Minister and Minister of Justice from Sint Maarten, as well as myself and the Minister for Legal Protection were present. During this consultation, all those present endorsed the importance and urgency of completing the remaining action plans. Both the Netherlands and Sint Maarten have expressed their commitment to continue the current cooperation, aid and assistance, where desired and possible.

I would emphasize once again that the extension of the Cooperation Regulation from the Netherlands provides an important basis for sustainable cooperation to strengthen the prison system and the police force on Sint Maarten. The need for this reinforcement arises, among other things, from reports from the Progress Committee, the Law Enforcement Council, the European Court of Human Rights and the Public Prosecution Service. The construction of a new prison, about which talks with the United Nations Office for Project Services (UNOPS) are still ongoing, is an important benchmark. In the meantime, Sint Maarten must ensure that the current facilities are also sufficiently equipped, in line with the tasks as set out in the plan v.an approach to the prison system and the police. The Netherlands offers both financial and personnel support for this.

Amvrb renewal process
On Wednesday 25 May, the Kingdom Council of Ministers approved the extension of the Amvrb. In accordance with Article 42, fourth paragraph, of the Amvrb, both Houses of the States General must be notified in every decision to terminate or extend the Amvrb. In addition, the extension of the decision must be announced no later than two months before the expiry of the current term (10 August 2022). The draft Royal Decree regulating this extension is attached to this letter.

During the Ministerial Consultation of March 23, Sint Maarten and the Netherlands also agreed to evaluate the current Amvrb for its practical implementation and to propose adjustments where desired. A desired adjustment, also in consultation with the Progress Committee, is to

reporting frequency from four times to twice a year. This reduction relieves Sint Maarten from the regulatory burden and promotes greater focus on the implementation of the remaining plans of approach. The reporting frequency remains in line with the commitment to submit progress reports on the implementation of the action plans to the Senate twice a year.

Samenwerkingsregeling waarborging plannen van aanpak landstaken Curaçao en Sint Maarten (hierna: Samenwerkingsregeling) van kracht. Hierin is vastgelegd dat er voor de landstaken die Curaçao en Sint Maarten op het moment van de staatkundige hervorming nog niet naar behoren konden uitvoeren, een plan van aanpak is om toe te werken naar zelfstandige uitvoering van de landstaak.

De Samenwerkingsregeling geeft de mogelijkheid om de regeling te verlengen met twee jaar wanneer niet alle plannen binnen de termijn afgerond zijn. Verlenging per koninklijk besluit heeft eerder plaatsgevonden in 2012, 2014, 2016, 2018 en 2020. De huidige werkingsduur van de Samenwerkingsregeling loopt tot 10 oktober 2022. In samenspraak met Sint Maarten is tijdens een Ministerieel Overleg op 23 maart jl. de intentie uitgesproken om de Samenwerkingsregeling opnieuw te verlengen.

Stand van zaken Curaçao
De Voortgangscommissie Curaçao heeft in februari 2017 geconstateerd dat alle plannen van aanpak landstaken Curaçao zijn uitgevoerd. De Voortgangscommissie Curaçao heeft haar werkzaamheden per 1 juni 2017 beëindigd. Sindsdien heeft de Samenwerkingsregeling geen betekenis meer voor Curaçao.

Stand van zaken Sint Maarten
Sint Maarten heeft drie van de oorspronkelijke vijf plannen van aanpak voor de uitvoering van landstaken afgerond. Alleen de plannen van aanpak voor het gevangeniswezen en de politie zijn nog in uitvoering.

Sinds de vorige verlenging van de Samenwerkingsregeling hebben Nederland en Sint Maarten intensief samengewerkt op de resterende plannen van aanpak. Zoals toegelicht in de brief van het schriftelijk overleg Sint Maarten op 11 februari jl.
en aangegeven tijdens het commissiedebat op 26 mei 2021 en de begrotingsbehandeling van 14 oktober 2021 heeft Nederland op het detentiedossier onder andere bijgedragen door korte-termijnsteun te bieden via de bekostiging van een programmamanager en HR-adviseur, evenals opleidingen van personeel en bouwkundige verbeteringen. In haar meest recente rapportage3 constateert de Voortgangscommissie Sint Maarten dat voor het eerst sinds de wederopbouwfase significante voortgang zichtbaar is in de uitvoering van de plannen van aanpak. Desondanks komt de Voortgangscommissie tot de constatering dat zowel het plan van aanpak gevangeniswezen als het plan van aanpak politie niet vóór 10 oktober 2022 zullen zijn voltooid.

Het advies van de Voortgangscommissie en de voortgang van de plannen van aanpak zijn besproken in het Ministerieel Overleg tussen Sint Maarten en
Nederland van 23 maart 2022, waarbij de minister president en minister van Justitie vanuit Sint Maarten, evenals ikzelf en de minister voor Rechtsbescherming aanwezig waren. Tijdens dit overleg hebben alle aanwezigen het belang en de urgentie van de voltooiing van de resterende plannen van aanpak onderschreven. Hierbij hebben zowel Nederland als Sint Maarten hun commitment uitgesproken om de huidige samenwerking, hulp en bijstand, daar waar gewenst en mogelijk, voort te zetten.

Ik benadruk nogmaals dat verlenging van de Samenwerkingsregeling vanuit Nederland een belangrijke grondslag biedt voor een duurzame samenwerking ter versterking van het gevangeniswezen en het politiekorps op Sint Maarten. De behoefte tot deze versterking komt onder andere voort uit rapportages van de Voortgangscommissie, de Raad voor de Rechtshandhaving, het Europees Hof voor de Rechten van de Mens en het Openbaar Ministerie. De bouw van een nieuwe gevangenis, waarover de gesprekken met de United Nations Office for Project Services (UNOPS) nog gaande zijn, vormt hierbij een belangrijk ijkpunt. In de tussentijd moet Sint Maarten waarborgen dat de huidige faciliteiten ook voldoende zijn toegerust, in lijn met de opgaven zoals gesteld in het plan van aanpak gevangeniswezen en politie. Nederland biedt hiervoor zowel financiële als personele ondersteuning.

Proces tot verlenging Amvrb
De Rijksministerraad heeft op woensdag 25 mei jl. ingestemd met de verlenging van de Amvrb. Conform artikel 42, vierde lid, van de Amvrb dienen beide Kamers van de Staten-Generaal gekend te worden in ieder besluit tot beëindiging of verlenging van de Amvrb. Daarnaast dient de verlenging van het besluit uiterlijk twee maanden voor het verstrijken van de huidige termijn (10 augustus 2022) bekendgemaakt te worden. Het ontwerp van het koninklijk besluit dat deze verlenging regelt treft u bij dit schrijven aan.

Tijdens het Ministerieel Overleg van 23 maart jl. zijn Sint Maarten en Nederland tevens overeen gekomen de huidige Amvrb te evalueren op de praktische uitvoering en daar waar gewenst aanpassingen voor te stellen. Een gewenste aanpassing, mede in consultatie met de Voortgangscommissie, is om de

Minister Ottley joins in welcoming the return of COPA airlines to Sint Maarten

PHILIPSBURG, On Wednesday June 1st 2022, the Minister of Public Health, Social Development and Labor, Omar Ottley had the honor of welcoming the return of COPA airlines to Sint Maarten.

The airline provides a vital service to Sint Maarten by offering direct flights to Central America, which broadens our reach to that market. Today we have two flights resuming weekly from Panama on Wednesdays and Fridays, which from a Ministry of Health standpoint will also make our medical referral process more seamless and ease the burden of travel on our patients.

Minister Ottley expressed gratitude to his colleague Minister Lawrence, the Tourism Bureau, the Princess Juliana International Airport (PJIA) staff and the Copa Airlines team, for their efforts in making it possible to welcome back COPA Airlines to our island.

“It is an honor to stand here today, not only as the Minister of VSA but also as acting Minister of TEATT. Today shows that Sint Maarten is on its way back! Our current arrivals are 85% of May 2019 numbers and the addition of Copa airlines can only bring us closer to or pre COVID numbers.”Said Ottley.

June 1 Community Removes Wrecks In Lagoon Saint Martin

The community proceeds with the removal of boat wrecks in the lagoon

140 wrecks were listed in 2018. They will be removed and dismantled at the Sandy Ground shipyard by the contract holder KOOLE, then recycled at the Grandes Cayes ecosite. KOOLE is specialized in the field, it treated the wrecks of Sint Maarten last year.

This public project represents an investment of 5.5 million euros financed with significant help from European funds (85%). The community was finally able to complete this cleaning project started in 2018 and upset for administrative reasons.

The first wrecks were taken out of the water on Monday May 30, under the satisfied gaze of President Louis Mussington and his vice president in charge of the Living Environment Frantz Gumbs.

The objective of the community is to clean the lagoon and secure this maritime space. Several months of intervention will be necessary to carry out this major operation.

La collectivité procède à l’enlèvement des épaves de bateau dans le lagon

140 épaves ont été répertoriées en 2018. Elles seront enlevées et démantelées sur le chantier naval de Sandy Ground par la société KOOLE titulaire du marché, puis recyclées à l’écosite de Grandes Cayes. L’objectif de la collectivité est de nettoyer le lagon et de sécuriser cet espace maritime. Plusieurs mois d’intervention seront nécessaires pour mener cette opération d’envergure.
