My Fellow St. Maarteners,

Today, June 1st marks the start of the 2022 Atlantic Hurricane Season. Forecasters have predicted that it will be an above-average and active one. The Atlantic hurricane season is one we face yearly from June 1st until November 31st with the peak of the season being from August to October. Our country sits in a disaster-prone hurricane risk area, therefore we must ensure that we are all prepared. This is a call to action to put things into motion.

On Wednesday, May 25th, I chaired the first preparedness meeting of the Emergency Operations Center where all 10 Emergency Support Function coordinators rendered updates on their plans in place to safeguard our nation in the event of a storm. The season is already off to an early start with the U.S. National Oceanic and Atmospheric Administration forecasting a likely range of 14 to 21 named storms. We are very much aware of what devastation a powerful hurricane can cause after our most recent experience with Irma nearly five years ago from which we are still recovering. As such, I am glad that over the past five years we are better prepared with the completion of 11 hurricane shelters.

However, hurricane preparation is not only a prerogative of Government but an individual, family and business responsibility. As St. Maarten continues through the ongoing endemic, we continue to encourage being as strict as possible with hygiene such as hand washing, optional mask usage and social distancing when possible in public spaces. Visit the hardware store and other entities such as insurance companies to ensure that you’ve made sufficient preparations before the peak months of the season.

During your preparations for the hurricane season, prepare a Disaster Kit that is able to support members of your household for a minimum of seven days after the hurricane has passed. Ensure to include hand sanitizer, bar or liquid soap; two cloth face coverings for each person; disinfecting wipes, or general household cleaning supplies to disinfect surfaces. Additional necessities to include are water, batteries, flashlight, radio, medicine, non-perishable foods and a baby supply kit for parents with infants or young children. For those whose homes are not yet storm or hurricane ready, you should make alternative housing arrangements to stay at family or friends.

Do not become complacent this hurricane season. Follow the preparedness messages and advice on how to prepare for a storm or hurricane and learn more about hurricane hazards by visiting www.sintmaartengov.org/hurricane where you will be able to download your “Hurricane Season Readiness Guide’ and “Hurricane Tracking Chart.” Careful preparation and remaining vigilant throughout the season make a huge difference. Stay informed and follow official government information channels for instructions.

Remember, it only takes one to make it a bad hurricane season. I appeal to everyone including the business community, to make sure you are ready for the season. Start preparing from now, and remember that though we are a resilient nation, we must, individually and collectively strengthen our preparedness against any disaster or crisis.

‘Hope, Faith and Love…” from 1 Cor.13, is always quoted at weddings and other similar occasions, I would like to use it here to encourage all to have Hope, that we will be spared, Faith that we will be able to sustain whatever comes, and because of Love for self, family and community, we will do all we can to be prepared for this and all possible disasters.

30th May, 2022, Sint Maarten. Building on its experience in dealing with natural and man-made hazards, Sint Maarten is adopting a more comprehensive and sustainable approach to crisis management. The Sint Maarten Government, in partnership with VNG International, announced last week the launch of a €1 million project to provide the island with a more adaptative mode of crisis response.

Ahead of the start of the foremost biennial gathering on reducing disaster risk and building resilience of communities and nations at the Global Platform for Disaster Risk Reduction in Bali (23-28 May), the Government of Sint Maarten officially launched a momentous initiative to foster ‘Resilient Crisis Management’.

This 18-month project, funded by the European Union through the regional RESEMBID Programme, is implemented in partnership with the international cooperation agency of the Association of Netherlands Municipalities (VNGI). This multi-faceted initiative is of strategic significance for the implementation of the islands’ vision to build comprehensive disaster risk management, as well as for the other 12 overseas countries and territories (OCTs) of the Caribbean, which include Aruba, Anguilla, Bonaire, British Virgin Islands, the Cayman Islands, Curaçao, Montserrat, Saba, Sint Eustatius, Saint Barthélemy, Sint Maarten, and Turks and Caicos.

The new programme builds on prior disaster preparedness technical assistance and goes further by:

a) establishing standard operating procedures to make crisis response more effective, efficient and timely;

b) creating a network of certified trainers;

c) developing the first crisis knowledge centre by collecting and institutionalising available knowledge and expertise, which will be made available to the island and other OCTs through a library, online courses and in-person training; and,

d) enabling efficacious regional coordination mechanisms for disaster management, particularly among the Dutch OCTs.

At the launch of the initiative during the Steering Committee of Disaster Risk Management held on May 16, 2022, the Honourable Prime Minister Silveria Jacobs expressed her heartfelt gratitude to the European Union and RESEMBID for the financial and technical assistance provided, emphasising the importance of the contribution to her [government’s] vision for Sint Maarten’s comprehensive disaster risk management.

The knowledge centre is one of its kind in the Caribbean region and is set to become a centre of excellence offering wide scale training to internal and external stakeholders of Sint Maarten.

At the same time, the Director of the RESEMBID Programme, Mr. Fabian McKinnon, took the opportunity to commend Prime Minister Jacobs for her vision on building resilience to shocks, and her leadership and commitment to a multi-pronged approach to modernise disaster risk management and promote sustainable development.

“I am very pleased to be at the launch of this crisis management project. It deals with disaster preparedness and gives a broader strategic approach to strengthening the resilience of Sint Maarten to disasters and climate change,” said Mr. McKinnon, while delivering his remarks to those in attendance., “It reflects the sense of urgency prevalent among small islands in combatting climate change. RESEMBID and I salute Prime Minister Jacobs for your vision, resilience, leadership, and commitment to modernizing Disaster Risk Management and streamlining the Sustainable Development Goals across the work of the government,” he said.

In turn, RESEMBID Programme Manager for Resilience, Mr. Edward Turvill, indicated that pre-existing governance arrangements, limited financial resources and low human resource capacity are among the major barriers and constraints faced by small islands when it comes to disaster risk management. He said that this project would be transformative for the island.

“It is truly transformative and of great significance in the current context of increasing exposure and vulnerability of communities and critical infrastructure,” said Mr. Turvill. “The RESEMBID Programme appreciates the strong support granted by the Steering Committee of Disaster Risk Management and is particularly proud of the added value of this EU regional assistance and the opportunity to build bridges between the countries and territories.”

It is expected that the project will be implemented within the broader strategy of the island and contribute to other efforts such as the development of disaster management policy and significantly improve the capacity to deal with the diverse and recurring crises the island faces.

“We would like to thank RESEMBID and Expertise France for all the support that we get. This project will position Sint Maarten as one of the first countries in the region to have systems in place like this,” said Department of Interior and Kingdom Relations’ (BAK) Angelique Gumbs.

Centrale Bank van Curaçao en Sint Maarten ends 2021 with approximately NAf 2.9 million loss

The Centrale Bank van Curaçao en Sint Maarten (CBCS) closed 2021 with a loss of approximately NAf 2.9 million. This is an improvement of NAf 1 million compared to the result of 2020. The approximately NAf 2.9 million loss will be compensated by the remaining balance of the retained earnings of 2019. This can be concluded from the CBCS’s 2021 Annual Report, which was published today. In contrast to previous years, in which the institution’s financial report was often published together with the Annual Report, starting this year, a yearly financial report, entitled Annual Report 2021, will be published in full and as a separate document.
Effects of the COVID-19 Pandemic
In 2021, as in the year before, the COVID-19 pandemic also affected the developments in the international interest rate. Due to the relatively low prevailing interest rates, the CBCS’s interest income from foreign exchange investments fell again in 2021, this time by approximately NAf 8.8 million compared to 2020.
Due to, among others, the rising interest rate trend on the international market in the second half of 2021 and the effect hereof on the market prices of the financial instruments, CBCS recorded a net “unrealized loss on investments” of NAf 3.5 million in its income statement for 2021. Also, its “realized gains on investments“ dropped by over NAf 9.8 million, compared to 2020.
The decrease in the CBCS’s 2021 income was partially offset by:
• an increase in the interest income from the local investments of approximately NAf 2.6 million, due to the repurchased Sint Maarten Harbour Finance (SMHF) bonds, following the revoke of the repurchase arrangement on February 24, 2021, which allowed holders of the respective SMHF bonds to sell these bonds to the CBCS at par value at any time;
• a decrease in the interest expenses of the certificates of deposit by approximately NAf 0.8 million as a result of a decline in the interest rates paid on these certificates (in line with the low international interest rates);
• an increase in “other income” due to an increase of more than NAf 0.8 million in supervisory costs charged to supervised financial institutions, as well as the write-off of several time-barred items, which resulted in the release of over NAf 3.0 million; and • a decrease of more than NAf 7.9 million in the expenses of the CBCS due to a decline in
the reorganization costs recorded under Personnel Costs.

The CBCS also conducted a gold transaction in 2021, whereby a limited portion of the gold reserves was traded via a simultaneous sale and purchase transaction. The transaction did not affect the total gold stock but did result in the realization of the market value increase of the traded gold for the amount of over NAf 8.5 million.
The CBCS’s balance sheet as of December 31, 2021, shows an increase of over NAf 254 million compared to December 31, 2020. This increase is the result of, among others, the funds received from the Netherlands in connection with (1) liquidity support provided to the countries of Curaçao and Sint Maarten to deal with the negative consequences of the COVID-19 pandemic and (2) the resolution of the Girobank issue.
Moving Forward to Recovery
In 2022 and forward, the CBCS will continue to work on restoring its financial position through improvement of its income. The CBCS will work to further increase revenues, while implementing further cost control measures.
International interest rates are expected to rise again in the coming years, which in the mid-long term will have a positive impact on the CBCS’s interest income. The CBCS has analyzed its foreign exchange reserves, whereby a more optimal allocation of the reserves is determined. The investment policy has also been adjusted to allow for more flexibility in the investable financial instruments. The proposed amendment to the Bank Charter to provide for this flexibility has already been presented to the Ministers of Finance of both Countries. By allocating the investable
reserves more profitably, the CBCS expects to achieve additional interest earnings increases.
Regarding supervision, the aim is to make these operations self-supporting over time. With that in mind, the CBCS would need to be able to fully pass on its supervision costs to the supervised financial institutions. This is also a key aim, as it will allow the CBCS to continue guaranteeing the quality of its supervision and safeguarding confidence in the financial sector of the countries of Curaçao and Sint Maarten.

The Honorable Prime Minister and Minister of General Affairs Silveria E. Jacobs and Women’s Desk of the Department of Community Development, Family and Humanitarian Affairs (CDFHA) are hosting a panel discussion surrounding International Family Day 2022. This panel discussion themed “Family, the Core of Society” will mainly include dialogue between family affairs experts and the public on the topic of family. The event will serve as a way to gather information that can determine if there is a need for family-centered policy development and highlight possible policy directives.

Prime Minister Jacobs stated, “Families are the core, foundation, pillar and bedrock of any given society, as the continuity of human civilization is dependent on the family. A family, which can include biological parents, extended family, or adopted parents, gives us our identity, and help to shape who we become by the passing down of cultural norms, beliefs, morals, and values. As such, June 3rd was chosen as the date to host this important event as it falls between three key family celebration days in the year, Mother’s Day, Family Day, and Father’s Day.”

🌹Commémoration de l’abolition de l’esclavage 🌹

La collectivité de Saint-Martin, représentée par son président monsieur Louis Mussington, sa 3ème vice-présidente en charge de la délégation au développement Humain, madame Dominique Démocrite Louisy, le secrétaire général de la préfecture monsieur Fabien Sésé, les parlementaires, mesdames Annick Pétrus et Claire Guion-Firmin, et l’ensemble des élus territoriaux, ont commémoré, ce samedi 28 mai 2022, le 174e anniversaire de l’abolition de l’esclavage, entériné par décret national, le 27 avril 1848 à Paris.

L’esclavage a été définitivement aboli à Saint-Martin, un mois plus tard, le 28 mai 1848.

Pour commémorer cet acte fondateur de notre histoire, la direction culturelle de la collectivité a préparé un spectacle avec les élèves de la BCD et du périscolaire. Ces derniers ont présenté des saynètes retraçant les temps forts de la vie puis de l’émancipation des esclaves.

Natisha Hanson et ses élèves ont chanté la liberté au son des Gwo Ka et du Lambi d’Elié Coquillas et du groupe de musiciens traditionnels.

Les discours officiels rappelant cette période sombre de l’histoire et les valeurs républicaines de liberté, d’égalité et fraternité, se sont enchaînés avant de laisser place à l’hommage rendu cette année par la collectivité à 6 personnalités locales ayant contribué à l’émancipation du peuple saint-martinois.

Une stèle a été érigée en leurs noms sur le rond-point d’Agrément. Noms énumérés par la présidente de la commission Culture, Valérie Damaseau.

This annual commemoration is an opportunity to recall the suffering and enslavement experienced by our ancestors. It is also a tremendous note of hope carried by the talent and involvement of young saint-martiners who performed today.

2022 UNOPS arrives to assess and prepare for the development of the new prison

The United Nations Office for Project Services (UNOPS) first official working visit to St. Maarten is scheduled to take place from Friday, May 27th until Thursday, June 2nd. The Ministry of Justice has planned this working visit with the purpose of finalizing the UNOPS Project Agreement and Project Proposal for the first phase of the prison’s new construction project. A delegation consisting of UNOPS technical team and the Director of the UNOPS Multi-Country Office for Costa Rica, Panama and the English and Dutch Speaking Caribbean Mr. Alejandro Rossi will arrive today, May 27th and on May 29th for the introductory visit. The visit will also allow UNOPS technical team to get its first impressions of St. Maarten by gathering information through site visits and discussions with important stakeholders.

The Honorable Minister of Justice Anna E. Richardson stated, “I am delighted to finally welcome UNOPS technical teams to St. Maarten as we begin the discussions for the new prison with all stakeholders at the table. During my working visit to the Netherlands in September 2021, my support staff and I gained much-needed insight into how prisons function in the Netherlands and how St. Maarten’s detention facilities compare to them. As such, the Ministry’s goal for the prison is to firstly replace the thirty plus years, damaged and restricted structure we currently have. With the building of a new structure, even more rehabilitation programs can be offered as the new prison will be outfitted with proper facilities and operational spaces.

During the visit, the working group will be meeting with His Excellency, Governor Eugene Holiday, the Council of Ministers, the Justice Committee of Parliament, the Steering Committee Representative for St. Maarten, the Point Blanche Prison Director, the National Recovery Program Bureau, the World Bank Steering Committee Representative for St. Maarten, the Department of Foreign Affairs, the Dutch Representation Office in St. Maarten, the Public Prosecutor Office, the Probation Office (SJIS), St. Maarten Medical Center, Mental Health Foundation, and Turning Point. The working group will also tour the Pointe Blanch Prison, Immigration holding cells and KPSM holding cells.

UNOPS is an operational arm of the United Nations (UN that implements projects on its behalf, as well as for international financial institutions and governments. UNOPS’ proposal for the construction of the new prison, divides the project into two phases. The first phase will last 13 months while the final phase will take four years. “Now that UNOPS is on the ground, I look forward to the discussions going into higher gears so that we can get all the necessary agreements signed and the work to commence. The Ministry of Justice will remain committed to finalizing the process for the first phase,” concluded Minister Richardson.

They were followed by the President of Parliament Heyliger-Marten, Prime Minister Jacobs, State Secretary van Huffelen, the Ministers, Members of Parliament, and the High Councils of State. The Condolence book at the Cabinet of the Governor is available for signing by all persons who want to express their sympathy to the family of the late Acting Governor Reynold Groeneveldt.

The condolences book at the Cabinet of the Governor, Falcon Drive 3, Harbour View, Philipsburg has been placed as of today, Friday May 27, 2022 until the day before funeral. The days and times for signing are as follows:

  • Friday May 27th 14:00 – 17:00 hours
  • There after every workday: 08:00 – 12:00 hours
