Prime Minister Jacobs: St. Maarten will maintain an environment where Rotary Clubs can positively impact lives
St. Maarten had the prestigious honor to be chosen by Rotary District 7020 to host their 2022 Conference for the Rotarians of the District from May 9 until May 14. The Honorable Prime Minister Silveria E. Jacobs delivered the Official key note address of the opening ceremony held at the Sonesta Maho Beach Resort in Maho on May 12, under the theme ‘Serve to Change Lives.’ In attendance were Acting Governor, His Excellency Reynold Groeneveld, Deputy Minister Plenipotentiary Richard Panneflek, Rotary International President Representative Robert Hall and spouse Charlene Hall, Rotary International Director for Zone 33 and 34 Peter Kyle and Margaret Kyle, and Rotary International District Elect Jeremy Hurst and Michelle Hurst. With about 400 attendees from around the District, Caribbean and USA in attendance, the week-long conference consisted of District Training and Assembly at the Sonesta Maho Beach and fun fellowship events that showcase the beauty, culture, and activities of St. Maarten.
The opening ceremony began with an introduction of the dignitaries in attendance and a flag procession by the St. Maarten Youth Brigade. After a rendition of the St. Maarten Song, the national anthems of the ten territories of which District 7020 consists, were played by local steel pan players, while the St. Maarten Community Choir entertained the gathering with a medley of cultural St. Martin songs. Welcome remarks were delivered by District Governor Louis Wever and Rotary International President Representative Robert Hall.
“The services of Rotary International have manifested themselves in a variety of ways, including offering leadership training to its members, and humanitarian assistance to the community. As a result, I, like the people of St. Maarten and those around the globe, continue to be indebted to Rotary for its tremendous efforts. The recent pandemic is a prime example of how the Rotary Club has risen to the occasion by mobilizing its members and partners and demonstrating a determination to serve. In doing so, Rotarians have addressed the needs of our community and helped those most vulnerable affected by this crisis,” expressed Prime Minister Jacobs as she delivered the official key note address.
During her address, Prime Minister Jacobs challenged the District attendees to go out and change a life. “As more and more countries around the world enter the endemic phase of the COVID-19 pandemic, I challenge you to go out and change a life. That is the positive impact you can have as a servant of your respective communities,” she stated. Thereafter entertainment was provided with an inspirational performance by local dancers Troy, Dashaun, Ray Angel and Naomi, and a performance by 2022 Calypso Monarch of St. Maarten King Beau Beau singing a tribute to St. Maarten.
“On behalf of the People and Government of Sint Maarten, I commend Rotary District 7020 as they continue to make their mark here on St. Maarten and globally. With their generosity and invaluable contributions in mind, the Government of St. Maarten will continue to strive to maintain an environment where organizations such as the Rotary Clubs can prosper in their pursuit to positively impact lives, as they continue to serve,” concluded Prime Minister Jacobs.
Minister Doran Reappoints Nature Foundation as Ecosystem Authority
On May 13th, the Minister of Public Housing, Spatial Planning, Environment and Infrastructure, Egbert Doran, signed the continuation of a service level agreement with the Nature Foundation in which the organization is granted the authority to manage the marine and terrestrial ecosystems of Sint Maarten and provide related services to the Ministry.
Minister Doran and Jan Beaujon, Chairman of the board of the Nature Foundation, signed the agreement during a brief ceremony at the Government Administration Building.
Since 2014, the Nature Foundation has been appointed the Scientific and Management Authority of Sint Maarten, as related to the CITES convention, and as required through the National Ordinance for nature management and protection. As such, the Ministry of VROMI had maintained this service level agreement with the foundation to support the execution of these executive tasks.
Areas of responsibility bestowed upon the foundation through this updated agreement include research and advice, site inspection and enforcement (on matters related to the management of the natural environment), active park management, public outreach, and protection of (endangered) species. Specific tasks in these areas include maintenance of dive moorings, fisheries management, sea turtle nesting and beach monitoring, and providing advice to the government in all matters related to the management of the natural environment, including the impacts of developmental activities.
In addition to the routine tasks and services to be rendered by the Nature Foundation, this agreement includes additional support for the management of invasive species, and more specifically, the management of the invasive vervet monkey. This comes following the results of the foundation’s monkey management project in 2021. The Ministry of VROMI is pleased to maintain this positive working relationship with the Nature Foundation and looks forward to continued progress towards pursuing the sustainable management of the natural environment.
Royal Caribbean Group to Finance the Reconstruction of Philipsburg Marketplace
The Ministry of Tourism, Economic Affairs, Transportation & Telecommunications (TEATT) announced that the Royal Caribbean Group has agreed to reconstruct the Philipsburg Marketplace at the cost of Naf.600k.
The agreement was made possible during the past months through dialogue by the honourable minister of TEATT Roger Lawrence, stemming from the discussions and walkthrough that was done on February 2nd with the Port St. Maarten Group (PSG) and Royal Caribbean Group officials. The ministry sought out creative alternatives and the collaboration with the PSG and Royal Caribbean Group to get the project completed.
He explained that it became necessary to find creative alternatives for completing the project after available funds were reallocated to complete road repairs throughout the island as a result of the 2022 budget debate at the end of January.
“Philipsburg is one of Royal Caribbean Group’s premier destinations in the region and we are excited to participate in rebuilding and reinvigorating the iconic Philipsburg Marketplace to support the artisans and the community of St. Maarten,” said Joshua Carroll, VP Destination Development for Royal Caribbean Group.
The Philipsburg Marketplace has served tourists for many years as a central location to purchase souvenirs from their visits to the island. It sustained significant structural damage during the passing of Hurricanes Irma and Maria in 2017.
Critical to the reconstruction of the Marketplace is ensuring that it is built strong enough for protection from the weather conditions and elements. In the new design, vendors will be able to store their goods safely within the stall instead of having to remove all items on display daily.
The new and improved Marketplace will be wheelchair accessible and will feature designated parking for the offloading of goods by vendors. The Ministry of TEATT has also ensured that the new design considers the safety of vendors and patrons and says the facility will be equipped with fire extinguishers and surveillance cameras.
Within the minister’s assessment of the opportunities of the project to Royal Caribbean Group, Lawrence particularly outlined that the marketplace is strategically located in the heart of the island’s capital for easy access by cruise guests, serving as a tourist attraction that offers visitors a piece of culture and memorabilia, they can take with them on their return home.
The Ministry of TEATT is excited that Royal Caribbean Group has chosen St. Maarten as one of the destinations that will benefit from the cruise company’s generosity and goodwill. With St. Maarten ranking high among the top ten destinations that Royal Caribbean Group visits each year, it makes sense to build partnerships that add value to the destination. Royal Caribbean Group’s contributions to our island’s sustainable redevelopment and continued partnership will also enhance their guest experience when they visit our island and win us significantly more return visits
According to the minister the Public-Private collaboration between the Government of St. Maarten and Royal Caribbean Group will go a long way in restoring activity in Philipsburg. The revitalization of Philipsburg remains a major goal in restoring the island’s economic activity to pre-hurricane Irma and Maria of 2017.

Playing with my life. Cornelius de Weever, ex Health Minister decided it was easier to silence me, than admit he had a boyfriend named Chet Euton. And since then, they have tried institutionalizing me, and allowing me to die, refusing me my SVB which is my right, just to keep their little secret. So these homosexual in government, would rather kill me, I was supposed to be dead last week… They FORCED my hand. Since my return to St Maarten, they have used SVB and medical treatment, which by law, I’m entitled to.
Why? Because in St Maarten gay men are taboo, so when tge Minister of Health, boyfriend’s girlfriend was assaulted and choked out, she came to me. Chet Euton, Cornelius boyfriend choked her out, and she came to me, because he almost killed her because of Cornelius jealousy…. And that is why Chet Euton was panicking and calling me. I was denied SVB FOR FIVE YEARS, as I bled to death, and because of politics, I was supposed to die.
Cornelius de Weever, then Health Minister gave me SVB finally, released me… and I was supposed to forget the whole story. So when you read that I’m still being denied medical and my basic rights to emergency treatment is denied. Anyone following my pages, blogs, websites and groups, know that since around November, I stopped working consistently due to illness. My intention was to return June and July, if I felt ready. Any so call EMT, ambulance driver, nurse, doctor denying any St Maarten Emergency medical services, basic service and intentionally leaves someone to die, based on incompetence and personal feelings, have committed a crime. They need more than just being fired, they deserve prison, especially if it can be proven, and in my case it can be proven and I have been denied medical services, multiple times and left to die.
This time the ambulances negligence, caused permanent damage, therefore its irrelevant what the courts say, whether it even makes it to court. More than once medical professionals, because of personal feelings, lack of conscience, lack of any real training, have left me to die.
The final straw, was the last incident… The fact that because of their actions, I would be dead, because they would have gotten away. Because it was not the first time, I’m not the only person left to die, because it’s PERSONAL, not accidental, I decided to start blogging again.
Their efforts to silence me, by killing me backfired… In trying to punish me, silence me, as medical professionals, they thought that refusing service, ignoring DOZENS of my 911 calls was supposed to teach me some type of lesson, and what they did was motivate me, to start blogging again, they motivated me to get strong enough to get up every morning and tell the world that in St Maarten ambulance drivers and EMT’s, that 911 are not just ignoring calls, allowing people prolong suffering, they are denying hospital transport, denying basic treatment on location, they are lying as we are dying and there is zero oversight, because they are all in on it.
The fish rots from the head, Cylred Richardson is the head, and it has to be chopped off, and the people being paid to refuse 911 calls, refusing transport need to be more than fired, they need to be in jail, because I’m not the only person Cylred Richardson has denied services to and left to die. There is a pattern with our ambulance department, they have caused permanent damage to many, there’s blood on their hands. I’m not the only person because of personal vendettas who they left to die, tried to kill, when I’m done speaking to Cylred Richardson other victims, no doubt our ambulance department are responsible for a lot more death and dying.
I’m getting and collating a lot of info, people have been contacting me with their own horror stories, and it’s not just people from St Maarten, their is a pattern, and Cylred and his staff are killing people whether it’s spite, stupidity, negligence, incompetence. .. They need to be fired and prosecuted.
I have ZERO faith in our judicial system, no doubt …. All they need is enough bribe money for the judge, lawyers and prosecutors… And no doubt they might get off in court, but they will NOT get away. I had the honor of meeting my colleague Minister of Justice, Mr. Rocco Tjon at the VIP lounge of Reina Beatrix International Airport, a little before my departure yesterday April 1st, 2022.

I took the time to compliment the minister on how well the Aruban immigration system is working, how impressed I am with their 30 year (and counting) professional and satisfied relationship with Gamma IT Solutions, who provides the Radex system.
I’m grateful my colleague and staff of the various departments and agencies are ready to support efforts to equally get Sint Maarten’s immigration management and processes going in a stronger direction.

We are advising the public that with immediate effect not to open any GEBE emails or attachments until further notice.
Due to the aforementioned, NV GEBE offices will be closed to the public until further notice.

Beware of BlackByte ransomware
DAVID STROM 16 FEB 2022 Earlier this month, it hit a portion of the San Francisco 49ers’ network.
The FBI has issued another warning about a new series of ransomware attacks known as BlackByte. This threat isn’t new — researchers discovered it last July — but nevertheless, it’s gaining traction. In fact, it hit a portion of the San Francisco 49ers’ network earlier this month.
It comes in two versions: one is a direct attack, while the other uses a ransomware as a service version that’s operated by other malicious associates who have paid the malware authors to use their software tools. It’s like some ransomware versions that deliberately avoid computers with Russian-language settings (hence the assumption that it originates from Russian sources). And like many malware products, it exploits the ability to infect the boot sector of a computer (so turning it off and on doesn’t matter — it will still run).
BlackByte has some very sloppy programming with its encryption methods. However, it still is dangerous because of how it can enter your organization by targeting Microsoft Exchange servers. Taking down an email network can be devastating to any business, but Exchange is particularly vulnerable because so many organizations are running older versions. BlackByte targets the 2013 and 2016 versions, and because upgrading Exchange isn’t a very simple or quick process, many IT managers are still using these older versions.
Exchange has been the target of other malware, including ProxyShell and ProxyCache. Microsoft issued patches for these for these threats last year, yet many organizations haven’t actually patched their versions.
Another reason for the FBI alert is the fact that the group behind BlackByte continues to be successful with past ransomware attacks, so they should be taken seriously.
What can organizations do to protect themselves? If you’re running a version of Exchange that is vulnerable, you should implement the various patches from Microsoft as soon as possible. Better yet, you should put together a plan to either move to the most current Exchange version or switch to either Office365 or Google Workspace as soon as possible.
You should also ensure that your backups are valid and can be used to restore your servers. Also, if you haven’t isolated your Exchange server on a separate network segment, now may be a good time to investigate how to do this to minimize potential email-borne threats. This is apparently what the 49ers did and is likely the reason why their entire network infrastructure wasn’t damaged by BlackByte.
If you do get infected, you should make use of the decryption key that was built for a previous BlackByte attack. While this is a wise move, there’s still no guarantee that this key would work if attackers are using a more recent version of the malware.
