PHILIPSBURG, Sint Maarten – The House of Parliament will sit in a Central Committee meeting on March 29, 2022.

The Central Committee meeting is scheduled for Tuesday at 9.30 hrs. in the General Assembly Chamber of the House at Wilhelminastraat #1 in Philipsburg. Representatives of the Integrity Chamber will be present.

The agenda point is:
Annual Report 2020 – Integrity Chamber Sint Maarten (IS/828/2020-2021 dated June 28, 2021)

Members of the public are invited to the House of Parliament to attend parliamentary deliberations. All persons visiting the House of Parliament must adhere to the house rules and all health and safety protocols, including the wearing of a mask.

LATEST FROM CENTRAL BANK CURAÇAO ST MAARTEN CBCS leaves monetary policy stance unchanged MP Wescot-Williams wants the Central Bank of Curacao and St. Maarten to make an urgent public statement regarding crypto currencies, legal tender and financial supervision.

Willemstad/Philipsburg – The Centrale Bank van Curaçao en Sint Maarten (CBCS) will maintain its
current monetary policy stance given the present solid foreign exchange position and import
coverage in the monetary union. Nevertheless, the Monetary Policy Committee (MPC) of the CBCS
will continue to closely monitor the economic developments in the monetary union, in particular
the key indicators for monetary policy, and if necessary, adjust the monetary policy stance.
Since the second half of 2021, the economies of Curaçao and Sint Maarten are showing signs of
recovery driven primarily by a strong rebound of tourism activities. Against this background, the
CBCS currently projects that real GDP will expand by 6.1% in Curaçao and 14.3% in Sint Maarten
in 2022. The 2022 economic outlook has been revised downward for both countries compared
to the outlook presented in December 2021 as a higher than previously projected inflation will
curb disposable income and, hence, affect private consumption. The higher inflation reflects
primarily soaring international commodity prices and supply chain bottlenecks that are likely to
persist in 2022.


“At the same time, the foreign exchange position of the monetary union is solid. Since the end of
2019, gross official reserves (excluding gold) have been showing a steadily increasing trend despite
the deep economic contraction caused by the COVID-19 pandemic”, according to José Jardim,
CBCS Executive Director and Chairman of the MPC. The main reasons behind this trend are (1) the
liquidity support received from the Netherlands related to the pandemic; (2) the transfers from the
World Bank related to the reconstruction of Sint Maarten after Hurricane Irma; and (3) the loan
that the government of Curaçao received from the Dutch State for the controlled winding-up of
Girobank N.V. Currently, the import coverage stands at 7.1 months, which is well-above the norm
of 3 months. The exceptionally high import coverage reflects the high level of gross official
reserves and the still lower level of import of goods and services than before the COVID-19 crisis.
Meanwhile, the liquidity of the commercial banks has seen an increasing trend since the end of
2019 and shows no signs of declining in the near term. However, credit extension to the private
sector grew moderately in 2021 by an annual average of 1.3% owing entirely to the growth in
mortgage loans.
Against this background, the CBCS decided to maintain its current monetary policy stance. Hence,
the reserve requirement will remain at 19.00%, the lending rate at 1.0%, and the MPC will not
pursue absorbing more liquidity in the weekly auctions of Certificates of Deposit (CDs) among the
local commercial banks.

Nevertheless, the risks to the economic outlook for the monetary union are substantial and
primarily tilted to the downside. The recent invasion of Ukraine by Russia could exacerbate supply
chain bottlenecks and push commodity prices, particularly of crude oil and grain products, even
higher. This would further fuel inflation in Curaçao and Sint Maarten and might also affect the
import coverage through more expensive imports. On the other hand, commercial banks and
institutional investors could become less inclined to invest abroad due to increased uncertainties
in the international financial markets. Other downside risks to the outlook include the path of the
pandemic with the emergence of new variants, and strong fiscal consolidation without room for
public investments. “Given these high uncertainties, the MPC will continue to monitor the
developments closely and adjust the monetary policy stance if necessary”, concluded Jardim.

“it would behoove the Central Bank of Curacao and St. Maarten (CBCS), that in the recent past cautioned against the potential pitfalls of cryptocurrencies, to inform the public of the monetary union (Curacao and St. Maarten) on its present stance on this highly technical matter. Moreover, the CBCS should be at the forefront of educating and informing the population of the union on the matter of financial digitalization and prudence, as we all are being bombarded with proposals and offers of the “magic” of digitalized systems and crypto assets”, MP Wescot stated.

The CBCS not too long ago announced its Instant Payment System rollout. This is however in the sphere of digital banking and a far cry from cryptocurrency development, offering or cryptocurrency services. Throughout Europe and the Caribbean, central banks are rolling out bank-backed digital currencies, as they continue to responsibly ride the financial digital wave. Case in point, the DCash program of the Eastern Caribbean Central Bank, the MP continued to explain.

MP Wescot reminds the CBCS that in May 2018, the central bank summarized the following:
“In the meantime the Bank is drafting a Payment System Act which once approved by the respective parliaments, will provide the legal basis for authorizations and regulations of the abovementioned institutions.”
In that article, “abovementioned institutions” are listed as: Electronic Money Institution, a Payment Institution or a Cryptocurrency exchange/-ATM.

Where is this Payment System Act at presently?, the MP queries.

Suddenly, by the promotional video of member of parliament Rolando Brison, marketing Bitcoin Cash, our Central Bank has been pulled in and so has the Ministry of Finance. Brison is calling out the Minister of Finance to make good on his promise “ that crypto and blockchain adoption was a priority area to research.”

“You would think the CBCS would be consulted on the MP’s “exploration to make bitcoin cash legal tender in the country.” If the CBCS was consulted, it surely was not mentioned in the promotional article and video. What one could not miss from the promotional video however, is that it regards THE PARLIAMENT OF SINT MAARTEN.” Question is why?

“It therefore behooves me once again to state that MP Brison does not represent the parliament of St. Maarten, and surely not with this type of promotional gimmicks.
This is at most a UPP and or the governing coalition’s reckless approach to such a multi-facetted and potentially detrimental topic”, the MP said, making her position abundantly clear.

“Digitalization? Most definitely and also in the financial, banking and investment sectors, the MP added, but when it comes to crypto-assets however, any self-respecting country would tread with caution and exercise extreme diligence.”

With a stroke of a pen by an individual member of parliament, Sint Maarten has made international headlines in the digital financial and investment world. We are being used in the race for ‘nation state adoption’ of a cryptocurrency between competing cryptocurrency developers, Bitcoin and Bitcoin cash, a decision on behalf of our ‘nation state’ by 1 member of parliament.

Dear fellow citizens,

The figures of the last polling stations have fallen. We now have the overall results of the second round of these fourth territorial elections since 2007.

They are not official yet. But they tend to confirm a victory for the RSM list, led by M. MUSSINGTON.
I warmly thank the voters who brought me their votes.
I am sad, for Saint-Martin and for them, not to have been able to bring them the success they deserved.

I defended my values, my record and my team. I defended my beliefs with ardour. I did everything to win over the ideas, the vision and the projects that bring us together.
I spared no effort, I fully committed to a very short campaign, which for me, for the reasons you know, could not really start before February 24th.

Unfortunately, despite the courage and fervor of my running mate and our supporters, I failed to convince a majority of voters.
This result is obviously a huge disappointment.
But it is a democratic choice.
I take note of it. Mr. MUSSINGTON will therefore be, next Sunday, April 3, the next President of the Territorial Council of Saint-Martin. And, therefore, the President of all Saint-Martinois.
I sincerely want, and in a republican spirit, to wish him good luck in the midst of the hardships… Because it will be difficult, for him, for us, for everyone: our Sweet Saint-Martin land, a territory perceived as atypical and rebellious, is not lacking , indeed, of enemies outside. Visible and invisible enemies…
And these supporters of Saint-Martin Bashing have been thriving for five years: not far from us between mid-2018 and the end of 2020, and now enthroned in a few moldy Parisian offices.
To defend the interests of Saint-Martin and protect the people of Saint-Martin, I fought them. While being led to “play the game” with the French State, to use the expression of the illustrious Félix EBOUE.
So that the law of the State, especially in the COVID period, does not prevail over the rule of law…

Beyond this forced distance which was fatal to me at the polls, I owe my defeat in part tonight to their political shenanigans, their judicial manipulations and their petty budgetary and accounting calculations.

Life and public action continue, however.

I therefore wish with all my heart that Saint-Martin, which is our country, which brings us together, succeeds in going through the trials that await us.
Because our Territory, which will have to be united in order not to be punished, is much larger than its representatives, elected or self-proclaimed.
And we must tonight think exclusively of the happiness and protection of Saint-Martinois.
This is, for us elected, all lists and trends combined, our mission. This is our role. This is our ideal.
I suffered a lot that the institution I represented between 2017 and 2022 was not respected.
And this campaign, too often synonymous with outbidding in provocation and personal attacks, has generated worrying developments, likely to jeopardize civil peace: we no longer discuss, we stigmatize; we no longer argue, we insult; we don’t even contradict, we exclude…
Let’s not set a bad example!
I will never be like those who fought us.
Despite my sadness and my frustration, I therefore sincerely wish that my successor succeeds.
And he can count on a vigilant, demanding opposition… but always constructive.

So much the better for Saint-Martin, and for the necessary trust that we will all have to preserve together.
Confidence is important, particularly in Economics, and it is unfortunately very often compromised by untimely declarations of pessimism – even self-flagellation. Several times since 2017, a few distinguished people have announced the collapse of the economy and Saint-Martin society. The apocalypse did not happen. Together we held on.

Such is the sometimes unjust fate of democracy.
The greatest men have also experienced such disappointments, such as the Great CHURCHILL, fired by British voters in the summer of 1945 after having stood up for five years, sometimes alone, to Nazi Germany.

Before leaving you this evening, I want to thank all Saint-Martinois for the honor they have done me by choosing me to preside over our country for five years. It’s up to me to say thank you, because in the life of a man, presiding over our Territory after having represented it for five years in the National Assembly, is something that I will never be able to forget, it’s a huge honour.
I devoted all my energy to it from the first to the last second, and I will do it

Les chiffres des derniers bureaux de vote sont tombeé. Nous disposons désormais des résultats d’ensemble du second tour de ces quatrièmes élections territoriales depuis 2007.

Ils ne sont pas encore officiels. Mais ils tendent à confirmer une victoire de la liste RSM, conduite par M. MUSSINGTON.
Je remercie chaleureusement les électeurs qui m’ont apporté leurs suffrages.
Je suis triste, pour Saint-Martin et pour eux, de ne pas avoir été capable de leur apporter le succès qu’ils méritaient.

J’ai défendu mes valeurs, mon bilan et mon équipe. J’ai défendu mes convictions avec ardeur. J’ai tout fait pour faire gagner les idées, la vision et les projets qui nous rassemblent.
Je n’ai pas ménagé ma peine, je me suis engagé totalement dans une campagne très courte, qui pour moi, pour les raisons que vous savez, n’a pu véritablement commencer avant le 24 Février.

Malheureusement, malgré le courage et la ferveur de mes colistiers et de nos sympathisants, je ne suis pas parvenu à convaincre une majorité d’électeurs.
Ce résultat est évidemment une immense déception.
Mais c’est un choix démocratique.
J’en prends acte. M. MUSSINGTON sera donc, le Dimanche 3 Avril prochain, le prochain Président du Conseil Territorial de Saint-Martin. Et, donc, le Président de tous les Saint-Martinois.
Je veux sincèrement, et dans un esprit républicain, lui souhaiter bonne chance au milieu des épreuves… Car ça sera difficile, pour lui, pour nous, pour tous : notre Sweet Saint-Martin land, territoire perçu comme atypique et rebelle, ne manque pas, en effet, d’ennemis à l’extérieur. Ennemis visibles et invisibles…
Et ces partisans du Saint-Martin Bashing prospèrent, depuis cinq ans : non loin de nous entre mi 2018 et fin 2020, et désormais trônant dans quelques bureaux parisiens moisis.
Pour défendre les intérêts de Saint-Martin et protéger les Saint-Martinois, je les ai combattus. Tout en étant conduit à « jouer le jeu » avec l’Etat français, pour reprendre l’expression de l’illustre Félix EBOUE.
Pour que le droit de l’Etat, surtout en période COVID, ne l’emporte pas sur l’Etat de droit…
Cela m’a pris beaucoup de temps et m’a, hélas, éloigné de ma population, éloigné du terrain…

Au-delà de cet éloignement contraint qui m’a été fatal dans les urnes, je dois en partie ma défaite de ce soir à leurs manigances politiciennes, à leurs manipulations judiciaires et à leurs petits calculs budgétaires et comptables.

La vie et l’action publique continuent, néanmoins.

Je souhaite donc de tout cœur que Saint-Martin, qui est notre pays, qui nous rassemble, réussisse à traverser les épreuves qui nous attendent.
Car notre Territoire, qui devra être uni pour ne pas être puni, est beaucoup plus grand que ses représentants, élus ou auto-proclamés.
Et nous devons ce soir penser exclusivement au bonheur et à la protection des Saint-Martinois.
C’est, pour nous élus, toutes listes et tendances confondues, notre mission. C’est notre rôle. C’est notre idéal.
J’ai beaucoup souffert que l’institution que j’ai représentée entre 2017 et 2022 n’ait pas été respectée.
Et cette campagne, trop souvent synonyme de surenchère dans la provocation et les attaques personnelles a engendré d’inquiétantes évolutions, susceptible de mettre en péril la paix civile : on ne discute plus, on stigmatise ; on n’argumente plus, on insulte ; on ne contredit même plus, on exclut…
Ne donnons donc pas le mauvais exemple !
Je ne serai jamais comme celles et ceux qui nous ont combattus.
Malgré ma tristesse et ma frustration, je souhaite donc sincèrement que mon successeur réussisse.
Et il pourra compter sur une opposition vigilante, exigeante…mais toujours constructive.

Tant mieux pour Saint-Martin, et pour la nécessaire confiance que nous devrons tous ensemble préserver.
La confiance est importante, particulièrement en Economie, et elle est hélas fort souvent compromise par des déclarations intempestives de pessimisme -voire d’auto-flagellation. Plusieurs fois, depuis 2017, quelques personnes distinguées ont annoncé l’effondrement de l’économie et la société saint-martinoise. L’apocalypse n’a pas eu lieu. Ensemble, nous avons tenu.

J’ai semé. Il récoltera…
Tel est le sort parfois injuste de la démocratie.
Les plus grands hommes ont aussi connu de telles déconvenues, tel le Grand CHURCHILL, congédié par les électeurs britanniques durant l’été 1945 après avoir tenu tête pendant cinq ans, bien seul parfois, à l’Allemagne nazie.

Avant de vous quitter ce soir, je veux remercier tous les Saint-Martinois pour l’honneur qu’ils m’ont fait de m’avoir choisi pour présider notre pays pendant cinq ans. C’est à moi de dire merci, car dans la vie d’un homme, présider notre Territoire après l’avoir représenté cinq ans à l’Assemblée Nationale, c’est quelque chose que je ne pourrai jamais oublier, c’est un honneur immense.
J’y ai consacré toute mon énergie de la première à la dernière seconde, et je le ferai d’ailleurs jusqu’à la fin ultime de ce mandat éprouvant qui s’achèvera ce Samedi 2 Avril au soir.
Je n’ai pas rougir de mon bilan.
J’ai sans doute, comme tout le monde, commis des erreurs et des maladresses. Mais j’ai, sans cesse et sans relâche, travaillé pour que Saint-Martin se reconstruise, s’équipe, se réforme.

J’ai fait de mon mieux pour protéger mon peuple des crises sans précédent, qui pendant ces cinq années nous ont impacté. Et parfois meurtri.
J’en ressors, mes chers compatriotes, avec un amour de Saint-Martin plus grand encore, avec un attachement pour notre population plus fort encore, et j’en ressors avec plus d’admiration encore pour ce que les Saint-Martinoises et les Saint-Martinois sont capables d’accomplir dans les situations les plus difficiles.
Je voudrais enfin, tout particulièrement, remercier à nouveau les milliers d’électeurs qui ont voté pour mon équipe et moi-même.

Et je voudrais, évidemment, remercier mes 25 colistiers.
Ensemble, nous avons fait une campagne inoubliable contre toutes les forces coalisées contre nous. Et Dieu sait qu’elles étaient nombreuses et acharnées…
Je n’ai pas ménagé ma peine, je me suis engagé totalement, pleinement.
Vous m’avez aidé d’une manière extraordinaire, avec de faibles moyens. Et j’ai découvert, durant ces quelques semaines, des personnalités exceptionnelles, des soutiens inattendus, des jeunes talents prometteurs.
Nous avons formé une vraie équipe, cohérente et soudée, loin des petites intrigues et des grandes aigreurs que l’on a pu percevoir ailleurs…
Le résultat final n’est pas conforme à nos attentes, mais nous avons combattu avec courage, respect et dignité.
Cette campagne 2022, paradoxalement, restera donc, humainement, comme l’un des meilleurs souvenirs de ma carrière politique.
Une autre période va s’ouvrir dans une semaine. Dans cette nouvelle époque, je resterai l’un des vôtres…

Après cinq ans à la tête de l’Exécutif saint-martinois, mon engagement dans la vie de mon Territoire, sera, certes, peut-être différent. Mais les épreuves, les joies, les peines, ont tissé entre nous des liens que le temps ne distendra jamais.

Alors ce soir, donnons la plus belle image de Saint-Martin. Que nous aimons tous, au-delà de nos divergences politiques.
La plus belle image d’une Collectivité rayonnante, respectueuse et démocratique. Qui respecte les valeurs de neutralité du Service Public…
D’une île ouverte, qui n’a pas de haine au cœur, qui ne baisse pas la tête, qui ne regarde pas l’autre comme un adversaire ou -pire !- comme un ennemi.

La plus belle image de Saint-Martin, qui a su gagner avec moi en 2017 et qui saura, en 2022, reconnaître une défaite honorable…mais forcément provisoire car la vie politique, en démocratie, est faite d’alternances.

La plus belle image d’une population pétrie de bon sens, qui sait que la vie est faite de succès et d’échecs ; et qui sait que l’on est grand dans l’échec, car ce qui ne nous tue pas nous renforce.

Soyons dignes, soyons fiers, soyons Saint-Martinois.

I’m confused…If my doubts about Bitcoin Cash is unwarranted, why do ALL Cryptocurrency experts AGREE with me? It’s not a scam as I originally thought, but it is a Bitcoin knock off… Why switch from American dollars to an inferior Cryptocurrency? If you want Cryptocurrency legal tender, why not use Bitcoin? The best option in Cryptocurrency is Bitcoin, and even Bitcoin is unstable and risky.
Bitcoin Cash doesn’t have the network, and on a continuous downward trajectory.
Bitcoin Cash is not guaranteed to fail, it has its niche, so there are future possibilities.
It’s not doomed, like I thought..but what does it offer other than speed and ease?
People will always pick the original over the generic, so they need more than just low fees.

If St Maarten wanted to go Crypto… why not Bitcoin? Why choose Bitcoin Cash, which is considered a FAILURE in the Cryptocurrency community?

1) Bitcoin Cash has a few advantages, faster speed and much lower fees than original Bitcoin, but they’re trying to convince me that Bitcoin Cash and Bitcoin are like the same thing… Bitcoin Cash is the inferior currency.
2) If Bitcoin wants to shut down Bitcoin Cash overnight, they can. So how can Bitcoin Cash be at Bitcoins mercy AND be our legal tender? You want it to replace the American dollar, not as an ALTERNATIVE CURRENCY?
THAT’S SIMPLY MORONIC… Ask the Kalmera genius how crashing our economy, with cheap knock offs benefit anyone but the POLITICIANS AND THEIR CRONIES?

Rolando Brison wants us to switch from American dollars, And we are supposed to be as stupid and greedy as Rolando Brison… How stupid is it to risk your entire salary? And St Maarten is expected to be as dumb as Rolando Brison, these clowns want to risk our entire future, our kids future by DOWNGRADING OUR ALREADY WEAK ECONOMY.
What Rolando did was DUMB! But he is getting money, to IGNORE ALL THESE RED FLAGS…
3) There is a reason Bitcoin is the preferred Cryptocurrency.
4) Bitcoin doesn’t have the hash power.
5) It’s deceptive for Rolando Brison and Bitcoin Cash to knowingly use Bitcoin and Bitcoin Cash interchangeable. The sales pitch is that they are basically the same. Of course their is confusing in St Maarten, we’re being intentionally being confused with slick language, clever editing, bots and Bitcoin Cash Trolls.
6) Bitcoin Cash is not necessarily a scam, like I thought. It’s real, but can crash at anytime. At any given moment, Bitcoin the original can shut Bitcoin Cash down, bring their value down.
Then Bitcoin Cash is using deception… that does not sit well with me.
They are profiting by deceiving people into believing St Maarten has already accepted Bitcoin Cash… That’s why it seems their numbers are going up…

I love to be intellectually challenged. If you tell me I’m wrong, I retreat to research, I DON’T BACK DOWN. So the Cryptocurrency, Bitcoin Cash people have been trying to convince me that I’m wrong. Emilio Kalmera, so called economics experts, let me know I know nothing. So rather than doing languages, I’m doing MORE Cryptocurrency courses.

And the experts are reinforcing what I said, Bitcoin is on the way up…. BITCOIN CASH IS DEPRECIATING, SINCE 2018, Bitcoin Cash has been going down.

St Maarten is being USED to boost Bitcoin Cash, an illusion of growth, any growth is short term.

The more I research, the more I realize EXACTLY what’s going on.

This is not my introduction to Cryptocurrency… I’m just refreshing my memory.
When I have completed all research, I will post to blog.

Expect not just bombshells… but BOMBS.

Sometimes you gotta dabble, to see exactly what’s wrong.

Development of National Positive Parenting Support Program Underway St Maarten

-All Relevant Stakeholders Encouraged to Participate in the Process

The honorable Minister of Education, Culture, Youth & Sport, Mr. Rodolphe Samuel, announced the start of the development of a National Positive Parenting Support Program by the Department of Youth, during last Wednesday’s weekly Council of Ministers Press Briefing.

The Minister explained that the Department of Youth in collaboration with UNICEF the Netherlands, kicked off its stakeholder introductory meeting on March 22nd, for the development of the islands first National Parenting Program themed “Positive Parenting Support Program”. With the aim to provide support to parents and other primary care givers by improving key factors needed to foster a healthy family environment and support structure, the department anticipates as outcome that family communication, family bonds and trust between parents, caregivers and children will be strengthened by building existing skills and creating culturally appropriate approaches, for parents to support children through all critical stages of their development.

The program will be developed by the Caribbean Child Development Center in partnership with the University of the West Indies. The Consultant’s team has already commenced with the project and are at the stage of carrying out literature reviews on existing (and past) parenting programs that are being used on our island. It is therefore imperative that every program and/or report be included in said review.

“As the success of developing such a program, highly depends on the contribution from among others: Governmental and non-governmental stakeholders including Afterschool Programs/ Safety Net Programs, school counselors, early childhood caregivers, family members who also offer care to children and most importantly, the youth” the Minister encouraged all relevant persons to share their information and participate in the survey which will soon be forthcoming.

Once the program has been developed and presented to the stakeholders, training for Facilitators and Master Trainers will be organized. More information will be shared via the Department of Youth as the project unfolds
