Minister of Finance discusses implementation of Country Package and Government Program Curaçao with SER Latest Dutch St Maarten Government COVID-19 statistics

Willemstad, March 18, 2022 – At the invitation of the Social and Economic Council (SER) of Curaçao, the Minister of Finance, Mr. Javier Silvania, met with several members of the SER on Friday, March 18, 2022, to exchange views and opinions on the implementation of the Country Package and the Government Program 2022-2025. https://www.stmaartennews.org

As the coordinating minister for the implementation of the reforms included in the Country Package and as the political-administrative contact point for the work of the National Reform Commission, which is on a technical level responsible for coordinating the implementation of the Country Package on behalf of the Government of Curaçao, the SER considered it desirable and also necessary to have a further exchange of views with Mr. Silvania on, in particular, the socio-economic dimensions of the theme areas included in the Country Package. Because specific themes related to this socio-economic dimension fall under the ministerial responsibility of other ministers in the current cabinet of Curaçao, the SER was advised to also consult with these ministers.

Since the strategic objectives, priorities and conditions for the 2022-2025 Government Program released last week also included the commitments made under the Country Package and other fundamental reforms, the meeting with the SER also paid due attention to some parts of the Government Program, which specifically fall under the ministerial responsibility of Mr. Silvania.

The exchange of views with the Minister took place in an atmosphere of mutual trust.

** COVID-19 statistics **Minister Lawrence announces return to normalcy in the Public Transportation Sector

As of March 18th, there were four (4) persons who tested positive for COVID-19; however four (4) persons have recovered; bringing the total active cases to twenty four (24) of which six (6) are locals, ten (10) are tourists and eight (8) persons are awaiting classification. The total number of confirmed cases has increased to nine thousand six hundred thirty seven (9637). https://www.stmaartennews.org

The Collective Prevention Services (CPS) are monitoring twenty three (23) people in home isolation. One (1) patient is hospitalized at the St. Maarten Medical Center. The total number of deaths due to COVID-19 remains at eighty five (85).

The number of people recovered since the first case surfaced on St. Maarten has increased to nine thousand five hundred twenty eight (9528). Zero (0) persons are in quarantine based on contact tracing investigations carried out by CPS.

Minister Lawrence announces return to normalcy in the Public Transportation Sector **

The Minister of Tourism, Economic Affairs, Transport & Telecommunications (Minister of TEATT) Hon. Roger Lawrence announced that measures of the COVID-19 Prevention and Safety Plans for the public transportation sector has been lifted by ministerial regulation. In May 2020, all taxis and bus permit holders in order to resume operations at that time had to adhere to the guidelines outlined in addendum B, entitled ‘COVID-19 Prevention and Safety Plan for the Business Community of Sint Maarten,’ and had to have their operational plans in place prior to resuming services to the public.

Country Sint Maarten has now transitioned back to normalcy after two years of restrictions. It is to the discretion of all taxi and bus permit holders to decide if they would still implement precautionary measures in their respective vehicles.

Head of the TEATT Inspection Department Lucien Wilson advised all bus and taxi operators to ensure that they carry a valid permit, proof of insurance, and valid motor vehicle inspection in their vehicles at all times. Additionally, they are strongly encouraged to ensure that they have paid their 2022 road tax and collected their 2022 license plates if they haven’t already done so to avoid the inconvenience of being stopped and possibly fined.

An overview of the serious car accidents that have taken place over the last few days
Traffic department personnel are busy investigating several accidents in the course of the last few day whereby in which motorists were injured.
One such incident took place on March 9, 2022 at approximately 3:30 p.m. on St. Peter’s Road in the vicinity of the community center. It appeared that a pedestrian attempted to crossed the road without looking and was struck by a scooter. The victim suffered injuries to her forehead and abrasions to her right hip, right leg as well as her left forearm. She was given first aid by ambulance staff and brought to the attention of the SMMC. After treatment the victim was released from the hospital.
On March 10, 2022 at approximately 03.00 am the Police patrol arrested a female driver after a traffic accident that had taken place on the airport road. It appeared that the driver was driving under the influence of alcohol and could not be reasoned with. The female suspect was brought to the police station to sober up. She was later questioned by the personnel of the traffic department, issued a fined and sent home.
Several police patrols and personnel from the traffic department were directed to A.J.C Brouwers road on March 10, 2022 at about 5:50 p.m. for a crash involving a scooter rider who was seriously injured. Preliminary investigations indicated that the driver of the scooter was in the process of overtaking a line of cars, while simultaneously another driver allowed an SUV to turn left in order to drive onto Tiger Road. The scooter rider, who sustained serious injuries, was treated at the scene by ambulance personnel and rushed to the SMMC. It turned out that the victim suffered a hip fracture and was transported to the hospital on French side for further treatment.
Police Central Dispatch received several calls on March 10, 2022 around 11 p.m. of a traffic accident that had occurred close to the Belvedere border allegedly involving 3 vehicles. The preliminary investigation indicates that a gray Audi coming from the French side and travelling at high speed, lost control and slammed into a gold colored Toyota Corolla and then against a dark colored Hyundai Sonata both coming from the opposite direction. It appeared to be that the driver of the Toyota Corolla was badly injured and had to be extricated from the vehicle by the fire department personnel. He received medical attention on the scene and later rushed to the SMMC for further treatment. it later emerged that the driver of the Toyota Corolla had fractured two bones of the vertebral column.
In addition, the traffic department is also investigating an accident with minor injuries that took place on the Soualiga road on March 13 around 00.10 am. Apparently the driver of a white Suzuki SUV had lost control of the car and struck a light pole. The driver was slightly injured and required no medical attention .

Merci à ceux qui ont su voir clair dans les opérations menées pendant ces 4 dernières années pour me déstabiliser, déstabiliser le président de Saint-Martin, le Saint-Martinois que je suis, entacher l’image de notre île. Mais malgré tout, malgré les crises majeures de tout ordre, les dos qui se sont tournés sur mon passage, les accusations gratuites, je n’ai jamais rien lâché! Parce que mon intérêt, contrairement à ce que certains ont voulu faire croire, est de développer notre territoire, de rendre les Saint-Martinois fiers parce que ce développement profitera à chacun d’eux.
Mon objectif n’est pas de conserver un fauteuil mais bien de faire tout ce qui est en mon pouvoir pour que Saint-Martin rayonne.
La justice a été rendue, des esprits éclairés ont su rétablir la vérité.

The CBCS and the Sint Maarten Bankers Association discuss customer experience in Sint Maarten

As part of the recurring meetings between the Centrale Bank van Curaçao en Sint Maarten (CBCS) and the local stakeholders of Sint Maarten, CBCS-president Richard Doornbosch and CBCS Sint Maarten’s director Raquel Lo Fo Wong, met with the Sint Maarten Bankers Association (SMBA) on Wednesday, February 16, 2022.

Prime Minister of St. Maarten Silveria E. Jacobs hosts State Secretary Alexandra van Huffelen for her first in-person meetings

The principal aim of the meeting was to discuss the efforts of local banks to improve the banking experience of consumers in Sint Maarten. In particular, the requirements for opening and closing of bank accounts, consumer rights, and complaints procedure were being discussed.

The CBCS and the SMBA agreed that it should be possible for eligible natural persons to open a bank account within 10 business days after valid identification, proof of address, and proof of income can be provided. In a digitalized society a bank account is a key requirement for financial inclusion. New innovations might provide alternatives in the not too distant future, but the limited interconnectedness of, for example, digital wallets restrict their functionality as a universal means of payment.

With respect to business accounts, the legal requirements for opening a bank account were discussed at length. The onboarding process tends to be more complicated and thus lengthy as the CBCS requires commercial banks to establish who is the beneficial owner and who is legally entitled to act on behalf of the company. For companies, this is not always straightforward. The banks are in addition required by law to understand the transaction behavior of the company in order to identify unusual activity.

The commercial banks indicated that for small local businesses the opening of an account should be possible within the same 10 working days as for natural persons after receiving all the required documents. They also stated that the opening of bank accounts is a commercial decision. Some highrisk individuals and companies might not be able to open a bank account in Sint Maarten based on the risk appetite of the financial institution. The CBCS stressed the need to have adequate identification, customer due diligence, and transaction monitoring procedures in place for all clients as the CBCS will intensify its supervision on these elements. However, these procedures should not stand in the way of excellent customer service for existing and potential clients.

Finally, the commercial banks’ complaints procedures were discussed. The CBCS and the SMBA agreed to continue their dialogue on these and other issues. https://www.sxmgovernment.com
