Immigration Dept., KPSM, Customs, and Insp. TEATT & VSA carryout controls in St. Peters

SINT MAARTEN (PHILIPSBURG) – The Immigration and Border Protection Services (IBP), the Sint Maarten Police Force (KPSM), Customs Sint Maarten, and the Inspectorates of TEATT and VSA carried out multidisciplinary joint controls with results in the St. Peters area last evening, February 5, 2022. The joint efforts are carried out as overall controls for residence and work permits, illegal substances and business licenses.

During the multidisciplinary joint controls, two bars and one supermarket were fined for irregularities in their business documentation. Two lottery booths were also closed for the same reason. Additionally, the management of three of these businesses was summoned to the Ministry of TEATT on Monday, February 7, 2022. A total of 8 illegal persons were held in the operation and brought in for further investigations.

In accordance with Article 11.3 of the guidelines which is law, a valid form of identification is required when out in public. Individuals of the public must have a means or way of identifying themselves when approached by authorities. Failure to identify oneself to the authorities is a misdemeanor offense and may result in being fined or incarcerated.

The multidisciplinary team is executing their duties by law and reiterating that the joint controls will continue throughout various communities. The various agencies mentioned are advising persons and businesses alike to ensure that all business-related documents required by law are in place; whether it is a business license or work and residence permits. The Minister of Public Health, Social Development and Labor, Omar Ottley extends his deepest sympathies to the family and friends of Sint Maarten’s 80th COVID-19 victim, who has passed away. Minister Ottley wishes the family strength during their time of grief.

As of February 4th, there were thirteen (13) persons who tested positive for COVID-19; however thirty six (36) persons have recovered; bringing the total active cases to four hundred seventy one (471) of which two hundred seventy nine (279) are locals, ninety five (95) are tourists and ninety seven (97) persons are awaiting classification. The total number of confirmed cases has increased to nine thousand three hundred eighty six (9386).

The Collective Prevention Services (CPS) are monitoring four hundred sixty three (463) people in home isolation. Eight (8) patients are hospitalized at the St. Maarten Medical Center. The total number of deaths due to COVID-19 has increased to eighty (80).

The number of people recovered since the first case surfaced on St. Maarten has increased to eight thousand eight hundred thirty five (8835). Zero (0) persons are in quarantine based on contact tracing investigations carried out by CPS.

As the numbers continue to fluctuate, CPS will continue to actively execute its contact tracing measures.

ORANJESTAD- De eilandsraad van Sint Eustatius wil de gebouwen op het eiland die eigendom zijn van het Rijk in eigendom verkrijgen.

Een motie van die strekking, voorbereid door de PLP fractie, werd op dinsdagmiddag aangenomen in het eilandelijke parlement met 4 stemmen vóór en 1 onthouding. Alleen DP raadslid Adelka Spanner stemde niet mee over de motie.

Het gaat in deze om gebouwen die vóór 10/10/10 eigendom waren van het land Nederlandse Antillen. Bij de boedelscheiding die daarop volgde ging de eigendom van gebouwen op Curaçao en Sint Maarten naar de nieuwe landen. Vastgoed op Bonaire, Sint Eustatius en Saba werden echter eigendom van het Rijk. Iets waar eigenlijk geen van de drie BES-eilanden het echt eens was.

Brand

De discussie is in een stroomversnelling geraakt, nadat een houten pand in de historisch kern van Oranjestad in mei 2020 door een uitslaande brand goeddeels in de as werd gelegd. Het gebouw, dat de facto al sinds 10/10/10 werd beheerd door de Rijksgebouwendienst, kende achterstallig onderhoud. “Als je eigenaar bent van een pand en je verhuurt dat aan derden, mag volgens mij worden verwacht dat je daarvoor als een goede huisvader voor zorgt”, zegt eilandsraad Koos Sneek. Hij sluit niet uit dat  juist het achterstallig onderhoud debet was aan het uitbreken van de brand. 

De Rijksgebouwendienst heeft van het lokale bestuur nu de vergunning gekregen om het pand af te breken. Daarbij is bedongen dat originele elementen van het gebouw zoveel mogelijk behouden moeten worden, voor reconstructie ‘door een nieuwe eigenaar’. Nergens is vastgelegd dat de Rijksgebouwendienst voornemens is of verplicht wordt het pand opnieuw zelf in oude glorie te herstellen.

Onderhandelen

De op donderdag aangenomen motie roept regeringscommissarissen Alida Francis en Claudia Toet de onderhandelingen over de overdracht van de gebouwen zo spoedig mogelijk op te starten met het Rijk. Ook stelt de motie voor dat de gebouwen voor het symbolische bedrag van 1 dollar aan het Openbaar Lichaam St. Eustatius worden verkocht. Daarnaast verwacht de eilandsraad dat Nederland geld ter beschikking zal stellen voor het toekomstige onderhoud van de betreffende gebouwen.

Budget Aruba, Curaçao and Sint Maarten does not have to be balanced in 2022

Aruba, Curaçao and Sint Maarten do not have to meet the budget standards in 2022 either. That has been decided by the Reich Council of Ministers. This means that within certain limits they can spend more money this year than they receive.

The rules for the budgets of the countries are laid down by law. It has been agreed that Aruba, Curaçao and Sint Maarten will ensure a balanced budget. This was not possible earlier in 2020 and 2021 due to the global corona pandemic.

The countries asked and then received agreement to deviate from the agreements. The ongoing pandemic and all the resulting consequences mean that countries are again requesting permission to deviate from the stipulated requirements for this year. They got that agreement again.

“I am pleased that we have been able to make these agreements with the countries together,” said State Secretary Van Huffelen of Kingdom Relations.

Until now, the Netherlands has provided aid to the countries with emergency aid loans of approximately one billion euros. There is also ongoing support in the fight against COVID-19. In addition, the Netherlands helped with food packages, for example.

Aruba

Aruba also requested permission from the Kingdom Council of Ministers to partially phase out the salary discount of 12.5%, one of the previously agreed conditions for emergency support. The Kingdom Council of Ministers has not agreed to this, partly because Aruba still calls on the emergency support loans and does not have a balanced budget. It has been agreed that Aruba will make proposals for a different interpretation of the salary discount. It is also examined with the countries under which conditions the salary discount can be phased out in due course.
