World Bank Country Director Burunciuc pledges commitment to St. Maarten



Today, Thursday, July 15th, new World Bank Country Director for Caribbean Countries Lilia Burunciuc and World Bank Program Manager for the Sint Maarten Trust Fund Michelle Keane paid a courtesy visit to Prime Minister and Minister of General Affairs Silveria Jacobs. During the discussion, Burunciuc pledged her commitment to the progress and finalization of the projects under execution via the National Recovery Program Bureau (NRPB).

Prime Minister Jacobs stated, “This is Burunciuc’s first official visit to St. Maarten in her new post as Country Director and her first visit to the Caribbean. I know our representatives for these projects at the World Bank have St. Maarten’s best interest at heart and fight for us in every discussion.”

“The full involvement and commitment of government to the projects will ensure their success in the interest of St. Maarten. St. Maarten is committed to get as much as possible out of these recovery funds. Besides the projects themselves, at the end of this, the human capacity and expertise to handle international procurement, planning and execution of projects and programs on St. Maarten would also have improved considerably. Building St. Maarten’s most important resource ‘our human capital’ is the best return on investment for us all,” she continued.

Prime Minister Jacobs and Burunciuc will engage in regular meetings over the coming months in preparation for the next Trust Fund Steering Committee meeting scheduled to take place near the end of the year. They both look forward to a successful working relationship and will remain in constant communication to ensure the development and progress of the St. Maarten Trust Fund.

US $120 million in remaining Trust Fund has been allocated for the activities prioritized by the Government of St. Maarten. This includes $15 million towards government’s financial management; $20 million for additional airport funding; $20 million for a potential sustainable housing project subject to an assessment of its impact and timeframe for implementation; $8 million in support of a Mental Health Project carried out in partnership with Mental Health Foundation (MHF); and up to $15 million for new projects Emergency Recovery Project 1 (ERP-1), which would include the rehabilitation of sports facilities, additional infrastructure for the Meteorological Department, and possible support to conservation and environmental protection activities.

Buruncius and NRPB Director Claret Connor, who received the mandate from the Council of Ministers, signed the Additional Financing Agreement allocating $45 million in additional financing to the ERP-1 on July 13th. This will contribute to the continuation and completion of the wide range of existing activities, including repairs to homes, schools and critical government buildings damaged during Hurricane Irma in 2017.

On Monday, July 12, 2021 through Wednesday, July 14, 2021, the Honorable Minister Anna E. Richardson hosted a Conference commemorating Justice Week 2021 at the Simpson Bay Resort. The conference served as an opportunity for each department and external partners of the Ministry to discuss topics related to their operations which included their legal basis, year plans, the budget, challenges, plan of actions aimed at improving the functionality and effectiveness of same. Present at the conference was the Coast Guard, Court of Guardianship, the Police Force of Sint Maarten, National Detectives, Customs, the Admissions and Expulsions section of the Immigration Department, Financial Intelligence Unit Sint Maarten and the Foundation Judicial Institutes Sint Maarten (SJIB).

During the three-day conference, each department delivered presentations to a selected panel tasked with providing critical and structured feedback based on the agenda points. The panel consisted of Member of Parliament and Second Chair of the Parliament Justice Committee, the Honorable George Pantophlet, Former Lieutenant Governor who is currently St. Maarten’s Representative on the Progress Committee Mr. Franklyn Richards, Former Lieutenant Governor and Former Minister of Justice, who is currently the Task Master for the Plan of Approach on the Protocol of Border Security Mr. Dennis Richardson.

The presentations delivered were elaborate and critical which is essential in giving a better understanding of the operations and laying the foundation for inter-department working relationships to be established.

On July 1, 2021, the Parliament of Sint Maarten approved the budget of 2021, Minister Richardson deemed it necessary to place an emphasis on the department’s annual plans based on the budget, specifically policy-based budgeting. The purpose of placing emphasis on policy-based budgeting is that it assesses that all annual outputs and budgets contribute directly to the achievement of clearly stated expected accomplishments and objectives (outcomes and impacts) of the Ministry for efficiency and effectiveness. This ensures that it minimizes any imbalances experienced by the different departments and ensures that a direct link is provided between what the goal is the output, activities, and the resources available to do so.

The Ministry’s Financial Controllers and Human Resource Officers were also present, giving departments an opportunity to dialogue and express the challenges they experience. Overall, this platform gave the departments a stage to understand how each other operates and the process of things. Ultimately and respectfully, all departments need each other to some degree to operate optimally.

By invitation, Secretary General Mr. Randolph Duggins and Ms. Aishira Cecilia legal advisor of the Ombudsman delivered a presentation that covered their services to Sint Maarten, their experience and observations of the Ministry of Justice to date. The information shared was very enlightening and gave all attendees a better understanding of where they have an impact on society and where improvements are needed within their service and operations.

Minister Richardson expressed how pleased she was with the outcome and the results of this year’s conference, stating: “This conference has allowed for a lot of positive results for the various departments and agencies under the Ministry of Justice. I believe that through the dialogues and discussions that took place over the course of the 3 days, we were able to establish better understanding of each department’s operation and move forward with different ways of strengthening them. In order to be more effective in the way we manage going ahead, I hope that each department aims to adapt the feedback based on the insights relevant to their operation.”

Minister Richardson would like to extend a special thank you to the Honorable Prime Minister Ms. Silveria Jacobs, the selected panel, her cabinet staff, Attorney at Law Ms. Peggy Ann Brandon, the Management of the respective departments and external partners of the Ministry of Justice, the Ombudsman, SOAB for being in attendance and the contribution they will make to assist the Ministry in finalizing the 2022 budget, the Simpson Bay Resort & Marina and the Department of Communications (DCOMM). Through a great collaborative effort by all parties, this conference was a great success.

Another Covid 19 Death Dutch St Maarten

** 13 COVID-19 recoveries today **

The Minister of Public Health, Social Development and Labor Omar Ottley extends his heartfelt condolences to the family and friends of Sint Maarten’s 32nd COVID-19 victim, who has passed away. He wishes the family strength during this time.

As of June 14th, there were ten (10) persons who tested positive for COVID-19; however thirteen (13) persons have recovered; bringing the total active cases to sixty eight (68). The total number of confirmed cases is now two thousand five hundred thirty two (2532).

The Collective Prevention Services (CPS) are monitoring sixty two (62) people in home isolation. Six (6) patients are hospitalized at the St. Maarten Medical Center. The total number of deaths due to COVID-19 has increased to thirty two (32).

The number of people recovered since the first case surfaced on St. Maarten has increased to two thousand four hundred thirty two (2432). Ninety seven (97) people are in quarantine based on contact tracing investigations carried out by CPS.

The Ministry of Public Health, Social Development and Labour (VSA) Airport Health Team in collaboration with Health Care Laboratory Sint Maarten (HCLS) have tested 3, 103 travelers arriving at the Princess Juliana International Airport (PJIA), while CPS tested 30, 889 people throughout the community. As the numbers continue to fluctuate, CPS will continue to actively execute its contact tracing measures.

Minister Ottley urges the public to take COVID-19 seriously. Persons who have not yet registered to be vaccinated, please do so. Walk-ins are also accepted to accommodate everyone.

The Ministry of Public Housing, Environment, Spatial Planning, and Infrastructure (Ministry of VROMI), announces that one lane will be closed to motorized traffic on the Causeway Bridge.

On Thursday June 17 and Friday June 18, the traffic lane leading from the Airport road to Cole Bay, will be closed to motorized traffic from 10:00PM to 7:00AM.

On Saturday June 19 and Sunday June 20, the traffic lane leading from Union road, Cole Bay to the Airport, will be closed to motorized traffic from 10:00PM to 7:00AM.

The closures are in connection with the maintenance works that have to be carried out on the dividers between the road and the sidewalk. One lane will be closed at a time as noted above.

Motorists are advised to be vigilant and observant of the workmen that will be carrying out the civil works on the dividers, and therefore drive with caution.

Ministry VROMI apologizes for any inconvenience this may cause.

Reconnaissance has been carried out on the islands, among other things, so that soldiers know their way more easily if they have to operate there. In addition, various infrastructural facilities were examined, such as power plants, bridges and the condition of a number of roofs. Loose debris can pose a major threat if it is carried away by strong gusts of wind.

Various parties such as the World Health Organization and the Representation of the Netherlands gave presentations to executives about their working methods. This makes it possible to work together quickly and effectively in the event of a hurricane passage.

The department responsible for communication between units has successfully established various types of connections for this exercise. Connections are preconditions for a good effort.
