“There’s Francesco Corallo, the most powerful Casino boss in St Maarten.”
Judith Roumou points to a man in blue shorts and a yellow Adidas shirt, as he enters the Starz Casino.
Roumou (40) is the most read blogger in St Maarten over 20.000 followers in a country of approx. 50.000 people. The tiny, lean female, with thin, long braids writes the latest Bobol(conflicts) going on in St Maarten, on her Facebook page… She also covers carnival and the storms as they make their presence known during the hurricane season, but most of all, she blogs about corruption.
This afternoon, Roumou is showing the Volkskrant the casinos, of which there are at least 15 in this tiny, Caribbean Island within the Dutch Kingdom, an area the size of Vlieland.
Roumou is not the only person who sees the interwoven relationship between the underworld and the legit world. Second Chamber member Ronald Van Raak (SP) and Andre Bosman (VVD) both say that there is evidence that money is being laundered in the the casinos, and that dirty money is used to pay politicians
A majority of the Nederlands 2nd Chamber voted on a motion in April, for a formal investigation.
Bosman; “There are many politicians on Sint Maarten who have a much larger spending pattern than their official income. Furthermore, the casino’s evade taxes, they won’t open their bookkeping, checks and balances are severely limited.
The investigation is simple: follow the money”
Next week in Curacao former Prime Minister Gerrrit Schotte faces the courts, it is alleged that Schotte received approx $200 thousand dollars from Corallo.
In exchange Corallo was allowed to have influence with the government and system e.g. influence within the Central Bank.
Corallo (55) is a recurring figure in Judith Roumou’s blogs, but she’s never met the Casino owner, a native Sicilian.. until now…

SUBVERSIVE CRIMINAL ACTIVITY
Meanwhile there is a diplomatic impasse between the St Maarten Government about the Dutch government’s approach to the felonious crimes on the island.
Holland is coming in, starting next year with 55 additional RST investigators from the Netherlands to investigate the “subversive criminal activity” in St Maarten.
Dutch Police chief Gerard Bouman has said that the authorities and police in St Maarten are simply to corrupt to work or cooperate with. Minister of Kingdom Relation’s Ronald Plasterk, had to work to smooth things over last week.
Corallo has been living in St Maarten since the age of 17.
According to him ‘When there was nothing here…’
He had yet to turn 25 when he opened his first casino. ‘Now I employ 500 people’, he stated proudly.
Based on his ‘contributions’ to the island and its economy, Corallo finds it unfair that he his still is being used as an example
of what is wrong/criminal in St Maarten.
For someone who has never given and interview in his life, the casino owner is very talkative this afternoon.
‘Why is is always about Corallo?’ he asks, as he sits at a table at his casino, smoking a pipe that assists in weaning one off of their nicotine dependence.
‘I give money to the politicians, just like all of the rest of the business people here.
He swore that nothing has been held back from the authorities, that they let him do whatever he pleases without restriction.
‘We abide by the rules’ ‘The Accounting/Auditing firm KPMG monitors and controls us’
And now Corallo feels that the Dutch are overreacting.
“You cannot build a case based on rumors. The Dutch have been investigating me for 20 years, and they have yet to find anything’
I am not laundering any money.” He sneers: ‘Let the new Dutch police come’
The history of the casino’s in St Maarten began in 1975, when Sicilian Don Rosario Spadaro arrived in the still under developed island.
As one of the first big investors in the still being created Tourism industry.
In the 90’s Rosario Spadaro along with then Political leader Claude Wathey were both investigated and imprison for fraudulant activity, concerning stealing supplies from the Juliana Airport to build his hotel Maho/Sonesta.
But its seems that the OM (Prosecutors Office) never considered the money laundering as a part of their case against Spadaro 20 years ago.
Spadaro still owns a few casinos in St Maarten, but he is advanced in age now, The history seems to repeat itself, now another Sicilian has taken his place as the Island’s top casino owner, and is also being accused of being involved in mafia practices.
Corallo regards this with disdain… it’s theatrical
‘You guys watch too many movies, like “The Godfather”. I have no contact with Spadaro. I am Sicilian, I have many casinos, the majority In Italy, and a few in the Caribbean region. But I’m no Mafia Boss. There is no money to be earned in the casinos in St Maarten.
The Casino owner, who now has Dutch citizenship, has indeed a clean criminal record. In St Maarten he has never been charged with anything.
The Blogger Roumou, has been charged. The Prosecutor has stated that more than one person has filed complaints against her for slander, harassment, stalking, threats, extortion.. stalking on land and online.
In the first week of July, she was arrested and jailed.

With the rise in violent crimes, the OM Prosecutors priorities were simply stunning to Chamber members such as Andre Bosman and Ronald Van Raak, who stood up against her illegal detention.
Bosman tweeted: So when the judge wants to investigate an important political campaign contributor, who gave three million to political parties, when the judge wants to investigate vote buying, the Prosecutors claim that they lack the resources and manpower to investigate those felonious crimes. But A critical blogger who sharply criticizes the government and system.. the prosecutors have the time and manpower for that?
Local leaders such as Minister of Justice Dennis Richardson believes that Roumou’s criticism is psychologically based.. that “She sees ghosts”
“The is no clear evidence that corruption in St Maarten is deeply ingrained. We had Dutch police officers here since 2001, the detectives RST working together with local forces, have been active here. If Holland considers certain Casino bosses to be Mafiosos, why have they allowed it to continue for years?
About the complaints against Roumou he continues ” The Prosecutor has to investigate that, they are Dutch Prosecutors involved in that.
Peter de Witte, the St Maarten Chief of police cannot understand why Bosman and Van Raak would get involved and stand up for the bloggers rights to criticize his police department.
In the Netherlands if you stop someone on a traffic violation they will also tell you to go and catch real criminals.
Politicians should not involve themselves in these matters.
Peter de Witte was the Chief of Police of Rotterdam, Holland for years. In 2003 he left for the Dutch islands, first Curacao, then Aruba, and for the past five years he’s headed the Police department of St Maarten, approx. 200 in his force.
Next month he is OUT.
‘I have come to love the islands,’ he states as he sits on a terrace overlooking Great Bay, with a view of the enormous cruise ships that
arrive daily to the port.
He is irritated by the manner in which the Netherlands has spoken about St Maarten. ‘Everyone says that it is so corrupt here’.
The Netherlands fails to recognize St Maarten’s autonomy since 2010.
‘We began at ground zero’, and look where we are now. We have more resolved more corruption investigations
De Witte admits that on various occassions his own officers have done misdeeds.
‘We have ways of dealing with that, it doesn’t mean that the entire Police Korp is corrupt.
The police chief explains how insulted his officers were when Bouman spoke negatively about them.
‘In the five years that I’ve led here, no police information has been gotten illicitely, says the De Witte, we have to work together.
It is clear that not everyone on the island agrees with or likes Judith Roumou. But in the journey through the hilly, somewhat
disorderly, over developed tropical island, it is also obvious how many people support her. On the long Central Shopping hub
of BackStreet, where they sell colorful leggings on mannequins with perky derrieres..the ideal in the Caribbean, Many people
approach her to greet her and to shake her hands.
“We’re reading you, Keep it up!” They hold her close to their heart.

In Diamonds Casino, in the heart of Philipsburg, Roumou is greeted heartely by the Casino Controller.
‘’Judith at least dares to tell the truth’,he states.
People such as the controller are Roumou’s sources of information, people who want to expose what they know and have seen
but must remain anonymous, less they too become a pariah in this little island.
The Casino controller explains that he and his colleagues, regularly accept bribes, and are paid off by the Casino bosses, when
they want to keep the casino’s open beyond their regulated times.
‘And if I try to speak to my supervisor, they simply say : not so harsh… This is not the Netherlands.
Basically we do nothing he states.
We only watch how much money someone like Corallo gives away. The Casino managers buy people
and the majority are afraid of the wealthiest, so they keep their mouths closed.
The majority of Casino Controllers are also hooked on gambling, and they spend their work days playing and drinking, or they pretend to be sick
I hope that the Netherlands sends enough agents to control this issue.

She wants to return home, to her cat and her chicken Ronald-Andre, who she named after the two politicians who stood up for her rights.
Her dog and 4 cats were killed on the day she was arrested.
The casino tour only becomes real with.. gambling.. In Casino Royale, the oldest casino in the Island located at Maho, where planes make their spectacular landing, visitors receive a welcome voucher of 10 dollars to play…
The popular fruit machines are played, and it does tease you into believing that you are winning, but quickly the ten dollars disappears into the machine.

According to the Dutch Ministry an intervention in St Maarten is necessary.
The island of St Maarten is made up of the Dutch Side, on the South, and the Northern part is French (Saint Martin)
In 2010, The Dutch side left the Antilles and along with Leeward Island Curacao became a semi-autonomous land of the Netherlands.
Aruba already had separate status, and Bonaire, Saba and Statia joined as the BES Islands, provinces of the Netherlands.
St Maarten gained autonomy on October 10th 2010, within the Kingdom, then the tiny island of 16 square miles had to independently create it’s own system and institutions, there is a lot of concern about St Maarten in Holland.
Investigative Reports have show that there is little to nothing being done to stem the time of corruption.
Next year, the Netherlands will be sending 55 Special Investigators to the island to investigate the corruption.
The Dutch politicians and the Ministry of Justice feels that if something is not done now, at a certain point, the underworld will take over St Maarten.
Research into St Maarten has proven that it is as corrupt as has been stated by the Netherlands.
St Maarten also has been ordered to get its budget in order, approx.. 100 million dollars remains unaccounted for, missing.
The Rijksministeraad feels that St Maarten has had the chance to get things in order, but have chosen to ignore the issues.

‘Daar loopt Francesco Corallo, de machtigste casinobaas van Sint Maarten!’ Judith Roumou wijst naar een man in een blauwe broek tot op de knie en een geel Adidas-shirt, die naar de ingang loopt van Starz City Casino.
Roumou (40) is de meest gelezen blogger op Sint Maarten: ruim 20 duizend volgers in een land van nog geen 50 duizend inwoners. De kleine, tengere vrouw met lange, dunne vlechtjes schrijft op Facebook over de laatste roddels op het eiland, carnaval en de af- en aan bewegende tropische stormen in het Caribisch gebied, maar vooral over de door haar alom gesignaleerde corruptie.
Roumou leidt de Volkskrant deze middag rond langs de casino’s. Daarvan zijn er maar liefst vijftien in dit kleinste Caribische landje in het Koninkrijk der Nederlanden, met een oppervlakte vergelijkbaar met Vlieland.
Niet alleen Roumou beweert dat de onder-en bovenwereld op Sint Maarten met elkaar verbonden zijn. De Tweede-Kamerleden Ronald van Raak (SP) en André Bosman (VVD) zeggen dat er aanwijzingen zijn dat geld wordt witgewassen in de casino’s en dat crimineel geld bij de politici in het land terecht komt. Een meerderheid van de Nederlandse Tweede Kamer stemde in april in met hun motie om hiernaar onderzoek te doen.
Bosman:
‘Er zijn politici op Sint Maarten die een veel ruimer uitgavenpatroon hebben dan hun inkomsten toelaten. De casino’s ontwijken belastingen, de boeken gaan niet open, de controle is beperkt. Het onderzoek is heel simpel: follow the money.’
Op Curaçao staat volgende week voormalig premier Gerrit Schotte terecht, die ervan wordt verdacht 200 duizend dollar te hebben aangenomen van Corallo. In ruil zou hij daarvoor een invloedrijke functie krijgen, bij bijvoorbeeld de Centrale Bank.
Corallo (55) is een terugkerend onderwerp in de blogs van Roumou, maar ze heeft de casino-ondernemer van Siciliaanse afkomst nog nooit ontmoet. Tot deze middag.
‘Go fuck yourself!’,
zegt Corallo als ze op hem afloopt in het ruime, lichte gokpaleis met een vlindermotief in het tapijt.
‘Waarom noem je me de hele tijd een maffiafiguur?’
Tegen de verslaggeefster zegt de casino-eigenaar:
‘Hoe kan het dat mensen zo’n blogster geloven? Zij is gek, paranoïde. Ze heeft Asperger. Ik vraag me af door wie ze wordt betaald.’
‘Bij mij is het syndroom van Asperger vastgesteld’,
zegt Roumou.
‘Maar ik ben niet gek, zoals mijn tegenstanders zeggen. Ik ben juist als zeer intelligent getest en ik ben goed met computers. Omkoopbaar ben ik niet, ik geef niet om luxe.’
Ondermijnende criminaliteit
Inmiddels is er een diplomatieke rel ontstaan tussen de regeringen van Sint Maarten en Nederland over de aanpak van de zware criminaliteit op het eiland. Nederland grijpt in. Begin volgend jaar gaan 55 rechercheurs uit Nederland naar Sint Maarten om deze ‘ondermijnende criminaliteit’ te onderzoeken.
De Nederlandse politiechef Gerard Bouman zou ter plaatse hebben gezegd dat de autoriteiten en de politie van Sint Maarten te corrupt zijn om mee samen te werken. Minister Ronald Plasterk (Koninkrijksrelaties) heeft vorige week de plooien moeten gladstrijken.
Corallo woont sinds zijn zeventiende op Sint Maarten,
‘toen was er nog niets hier’.
Hij was nog geen 25 jaar oud toen hij er zijn eerste casino opende.
‘Nu heb ik vijfhonderd mensen in dienst.’
Alleen al vanwege zijn bijdrage aan de lokale economie vindt hij het onterecht dat hij steeds als voorbeeld wordt aangehaald van alles wat mis is op Sint Maarten.
Voor iemand die nooit interviews geeft, is de getergde casino-ondernemer deze middag behoorlijk spraakzaam.
‘Waarom gaat het zo vaak over Corallo?’, zegt hij, terwijl hij aan een tafel in zijn casino aan een pijpje lurkt dat hem van het roken moet afhelpen. ‘Ik geef geld aan politici, dat doen veel zakenmensen hier.’
Hij bezweert dat hij daarvoor niets terugverwacht van de machthebbers, bijvoorbeeld dat ze hem ongecontroleerd zijn gang laten gaan.
‘We houden ons aan de regels. De accountantsorganisatie KPMG controleert ons.’
En nu, vindt Corallo, reageert Nederland ‘overdreven’.
‘Op geruchten kun je geen agenda bouwen. De Nederlanders doen al twintig jaar onderzoek naar mij en ze hebben nog nooit wat gevonden. Ik ben hier geen geld aan het witwassen.’
Hij schampert:
‘Laat die nieuwe Nederlandse politiemacht maar komen.’
De geschiedenis van de casino’s op Sint Maarten begon in 1975, toen de Siciliaan Don Spadaro naar het toen nog ongerepte eiland kwam, als een van de eerste grote investeerders in een nieuw op te bouwen toeristenindustrie.
In de jaren negentig werd Spadaro met de toenmalige politieke leider Claude Wathey veroordeeld in een fraudezaak rond de uitbreiding van de luchthaven. Maar het lukte het Openbaar Ministerie (OM) twintig jaar geleden niet om de verdenkingen van witwassen tegen de zakenman hard te maken.
Spadaro bezit nog steeds een aantal casino’s op Sint Maarten, maar hij is inmiddels op leeftijd. De geschiedenis lijkt zich te herhalen, nu weer een man van Siciliaanse afkomst wordt beschouwd als de machtigste casinobaas van het eiland en eveneens wordt beticht van maffiapraktijken.
Corallo zucht, wat theatraal.
‘Jullie kijken te veel naar films als The Godfather. Ik heb geen contact met Spadaro. Ik ben Siciliaan, ik heb veel casino’s, het merendeel in Italië, en een paar in het Caribisch gebied. Maar ik ben geen maffiabaas. Er is geen geld te verdienen aan de casino’s op Sint Maarten.’
De casino-ondernemer, die inmiddels de Nederlandse nationaliteit bezit, heeft inderdaad een blanco strafblad. Op Sint Maarten is nooit een zaak tegen hem geweest.
De blogster Roumou wordt wel aangeklaagd. Het OM zegt dat ‘meerdere personen’ aangifte tegen haar hebben gedaan wegens smaad, laster, belediging, bedreiging, belaging (stalking) en afpersing,
‘via social media of in persoon’.
De eerste week van juli heeft ze in voorlopige hechtenis doorgebracht.
Deze prioriteitenstelling van het onderbezette justitiële apparaat verbaast de Kamerleden Bosman en Van Raak, die het voor haar opnemen. Bosman twitterde:
‘Dus als een rechter opdracht geeft een belangrijke geldschieter, die drie miljoen dollar heeft gedoneerd aan een partij, te onderzoeken in het kader van stemmenkoperij, dan kost dat wat tijd in verband met personeelsgebrek. Maar een kritische blogger die regering en Staten scherp volgt, daar is wel alle tijd en mankracht voor?’
Lokale machthebbers schilderen Roumou af als een vrouw met psychische problemen die spoken ziet. Minister Dennis Richardson (Justitie) vindt dat de twee Kamerleden het niet goed zien.
‘Er is nooit bewezen dat Sint Maarten corrupt is tot in de haarvaten’, zegt hij. ‘Er zijn al sinds 2001 Nederlandse politiemensen van het Recherche Samenwerkingsteam (RST) actief hier. Als Nederland sommige casinobazen als maffiosi ziet, waarom hebben ze hen dan al die jaren laten lopen?’
En tegen Roumou liggen er klachten vanwege laster, vervolgt hij.
‘Dan moet het OM ingrijpen. Dat bestaat op Sint Maarten trouwens uit louter Nederlandse officieren van justitie.’
Politiechef Peter De Witte van het Korps Sint Maarten begrijpt evenmin waarom de twee Kamerleden de zaak van Roumou aangrijpen om de rechtshandhaving op Sint Maarten te bekritiseren.
‘In Nederland zeggen mensen ook tegen de politie als ze worden aangehouden voor een verkeersovertreding: ‘Ga echte boeven vangen.’ Politici zouden zich niet met zulke zaken moeten bemoeien.’
De Witte was jarenlang politieman in Rotterdam, tot hij in 2003 naar de eilanden vertrok: eerst naar Curaçao, toen naar Aruba, en sinds vijf jaar leidt hij het korps Sint Maarten, met ruim tweehonderd politiemensen. Volgende maand vertrekt hij. ‘
Ik ben van de eilanden gaan houden’, zegt hij op een terras aan Great Bay, met uitzicht op de enorme cruiseschepen die er dagelijks aanmeren. Hij ergert zich aan de manier waarop in Nederland over Sint Maarten wordt gesproken. ‘Iedereen praat elkaar na dat het hier corrupt is.’
Het ontbreekt volgens hem in Nederland aan oog voor de Caribische werkelijkheid op Sint Maarten, dat pas sinds 10 oktober 2010 een autonoom land is binnen het Koninkrijk.
‘We begonnen op nul toen, en kijk waar we nu zijn. We hebben meerdere onderzoeken naar corruptie tot een goed einde gebracht.’
De Witte vertelt dat er ook in het korps een aantal keer ‘niet-integer gedrag’ is geconstateerd.
‘Daarop hebben we maatregelen genomen. Het wil niet zeggen dat het korps van Sint Maarten corrupt is.’
De politiechef vertelt hoe zwaar beledigd zijn politiemensen waren door het uitgesproken wantrouwen van de Nederlandse politiechef Bouman.
‘In de vijf jaar dat ik hier leiding geef, is geen politie-informatie verkeerd terechtgekomen’, zegt De Witte. ‘We moeten met elkaar samenwerken.’
Kleurige leggings
Duidelijk is dat niet iedereen op het eiland dol is op Judith Roumou. Maar tijdens deze tocht over het heuvelachtige, wat rommelig volgebouwde tropische eiland is ook te zien hoe veel mensen haar steunen. In de lange, centrale winkelstraat Backstreet, waar kleurige leggings worden geshowd op paspoppen met extra ronde billen – het schoonheidsideaal in deze regio – komen voortdurend mensen haar groeten en de hand schudden.
‘We lezen je, ga zo door’,
drukken ze haar op het hart. Een breedgeschouderde politieman zegt tegen haar met een flirterige blik:
‘I like your style.’
In Diamonds Casino, hartje Philipsburg, wordt Roumou even later hartelijk begroet door de aanwezige casinocontroleur.
‘Judith durft tenminste de waarheid te zeggen’,
zegt hij. Van mensen zoals hij krijgt Roumou haar informatie, mensen die wel graag hun hart willen luchten over wat zij zien, maar anoniem, om geen paria te worden in de kleine gemeenschap.
De casinocontroleur vertelt dat hij en zijn collega’s regelmatig worden betaald door de casinobazen, als die hun casino openen buiten de openingstijden.
‘En als ik iets wil rapporteren bij mijn chefs dat me verdacht voorkomt, zeggen die: Ho hee, niet zo streng. Het is hier Nederland niet.’
In wezen doen de controleurs niets, vat hij samen.
‘Alleen toekijken naar hoeveel geld iemand als Corallo weggeeft. De casino-ondernemers kopen mensen. En de gewone mensen zijn bang voor de allerrijksten en houden hun mond.’
Gevolg is dat veel casino-controleurs zelf aan de gokkasten gaan spelen tijdens hun werk, of zich ziek melden.
‘Ik hoop dat Nederland genoeg agenten stuurt om deze toestanden aan te pakken.’
Roumou zegt:
‘Nou hoor je het ook eens van een ander.’
Ze wil weer terug naar huis, naar haar kat en haar kip Ronald-André, genoemd naar haar Nederlandse ‘beschermheren’. Tot haar grote verdriet hebben haar hond en een aantal van haar andere katten haar detentieperiode niet overleefd.
Eerst moet de casinotour waardig worden beëindigd: met gokken. In Casino Royale, het oudste casino van het eiland op Maho Bay, waar vliegtuigen spectaculair laag overvliegen net voor hun landing, kunnen nieuwe bezoekers een kennismakingsvoucher krijgen. Het papiertje met een waarde van tien dollar kan vervolgens in een van de vele gokkasten worden gestoken. De klassieke fruitpatronen met felle kleuren hebben aantrekkingskracht. Soms vormen de citroenen of druiven een gewenst rijtje, en schiet de teller een beetje omhoog. Maar veel sneller gaat het bedrag omlaag. Binnen een paar minuten is het geld verdampt.
‘Voelde je het enthousiasme toen het bedrag omhoog ging?’, vraagt Roumou bij de uitgang. ‘Zo verslavend kan gokken dus zijn.’
Rijksministerraad: Ingrijpen noodzakelijk
Het eiland Sint Maarten bestaat uit een Nederlands deel in het zuiden en Frans deel in het noorden (Saint- Martin). Het Nederlandse deel maakte tot 10 oktober 2010 deel uit van de Nederlandse Antillen, met de benedenwindse eilanden Curaçao en Bonaire en de andere bovenwindse eilanden Saba en Sint Eustatius. Aruba had een status aparte.
