I may no longer call Francesco Corallo a “Mafia Boss”. That is what the Casino owner wrote to me last week.
Via his attorney. I don’t have Corallo’s address, and I don’t know how one would find him at this moment.
I find an attorney’s letter very impersonal, but that’s something open to debate.
That’s why I shall explain here, how misundertandings can occur.
With an explanation from the Italian Minister of Interior Affairs in May of 2011, where it was explained that Corallo was “a part of a International Drug ring,” and ” a person of importance in the Sicilian Mafia.” That he had begun to create in St Maarten, a tourism hub where money was laundered.
This Information was divulged by the Italian police and by the Italian Intellience Services.
One Remarkable Function:
This afternoon the Second Chamber at my request, called a hearing with Minister Plasterk about the links between St Maarten and Curacao’s underworld.
This debate was called based on my suspicions that many politicians on the island, are paid by the gambling industry, of which Corallo is a major part of, including Atlantis World Groups, which operates casinos in the Caribbean, and also through (illegal) lotteries.
There is currently an ongoing Court case in Curacao, against former Prime Minister Gerrit Schotte (MFK), The Prosecutor alleges that leading up to the 2010 elections, when Curacao became an autonomous country within The Kingdom of the Netherlands, Schotte received gifts from these entities as ‘campaign contributions’, so that Corallo and his companies would benefit.
……secret information would be given to Corallo, Corallo’s influence thus would strengthen in Curacao under the leadership of the political party MFK…
The MFK government also recommended Corallo internationally, so that he and his company could be involved in important institutional functions (decision making).
One Report of Note:
What those ‘important institutional functions’ were, we don’t know with certainty.
Possibly an important role within the Central Bank or a diplomatic position.
In any event, a “Certificate of Good Conduct” was required, which the Minister of Interior Affairs of Italy would not provide.
He provided a warning that he (Corallo) was an important member of the Sicilian Mafia.
According to a report by the Secret Service of Curacao, with the screenings proving links between Schotte and several Ministers to Corallo and the Italian Mafia.
The disclosure of the results of the screening, led to a massive robbery of the Secret Service of Curacao.
A Remarkable Reputation:
I am committed to preserving the reputations of the casino bosses, but more so to preserving the future of the citizens of the islands.
In the last few decades, these islands have created and developed an opaque-like financial world of “special economic zones”, exorbitant consultancy fees
and convenience taxes, casinos and (illegal) lotteries.
My strong suspicion is that this infrastructure is used to evade taxes on a large scale, and for money laundering.
CURACAO AND ST MAARTEN ARE THE ‘WASHING MACHINES’ OF THE CARIBBEAN, where money is laundered.
This dirty money finds its way into politics.
The letter stated that I, as a politician should be careful when I make statements about Francesco Corallo, but as a politician it is my obligation(task) to address these complaints.
In today’s debate, I hope to start with the detection of ‘dirty money’, and I hope to tackle the ‘dirty politicians’.
If Francesco Corallo is right, and all allegations against him are untrue/unfounded, then he will have no problem with an investigation.

Ik mag Francesco Corallo geen ‘maffiabaas’ meer noemen. Dat schreef de Caribische casinohouder mij vorige week. Via zijn advocaat. Ik heb niet het adres van Corallo en ik weet ook niet waar hij zich op dit moment bevindt. Een briefwisseling via advocaten vind ik onpersoonlijk, zo moeten we geen debatten voeren. Daarom zal ik hier uitleggen hoe het misverstand kon ontstaan. Met een verklaring van het ministerie van Binnenlandse Zaken van Italië in mei 2011, waarin wordt uitgelegd dat Corallo ‘betrokken was bij internationale drugshandel’ en ‘een belangrijke persoon betrof in de Siciliaanse maffia’. Dat hij ‘een toeristisch centrum in Sint Maarten (is) gestart via welke witwassen van geld plaatsvond’. Informatie die volgens het ministerie is bevestigd door de Italiaanse politie en door de Italiaanse inlichtingendienst.
Een opmerkelijke functie
Vanmiddag heeft de Tweede Kamer op mijn verzoek een overleg met minister Plasterk over de banden tussen de onder- en bovenwereld op Curaçao en Sint Maarten. Aanleiding voor dit debat is mijn vermoeden dat veel politici op de eilanden worden betaald door de gokindustrie, waarin Corallo een grote rol speelt. Onder meer via de Atlantis World Group, die in het Caribisch gebied casino’s exploiteert. Maar ook via (illegale) loterijen. Op dit moment loopt op Curaçao een rechtszaak tegen voormalig premier Gerrit Schotte (MFK), omdat die in aanloop naar de verkiezingen van 2010, toen Curaçao een autonoom land werd binnen het Koninkrijk, grote bedragen zou hebben aangenomen. De officier van justitie heeft verklaard dat de giften aan Schotte zouden zijn gedaan:
‘zodat hij Corallo en zijn bedrijven zou begunstigen; geheime overheidsinformatie aan Corallo zou verstrekken; Corallo invloed zou verstrekken in de Curaçaose overheid via de nieuw op te richten politieke partij MFK; zich er voor zou inspannen dat Corallo internationaal namens Curaçao wordt aanbevolen; zich er voor zou inspannen dat Corallo of personen van zijn bedrijf worden aangesteld in een belangrijke institutionele functie’.
Een opmerkelijk rapport
Wat die ‘belangrijke institutionele functie’ precies is weten we niet met zekerheid. Mogelijk een belangrijke functie binnen de Centrale Bank, of een diplomatieke functie. Daarvoor was in ieder geval een ‘verklaring van goed gedrag’ nodig. Die wilde de minister van Binnenlandse Zaken van Italië echter niet geven. Maar wel dus een waarschuwing dat het hier ‘een belangrijke persoon betrof in de Siciliaanse maffia’. Ook in een rapport van de geheime dienst van Curaçao (VDC) met de screening van Schotte en een aantal andere ministers wordt verwezen naar hun banden met Corallo en de ‘Italiaanse maffia’. Openbaarmaking van deze screening was aanleiding tot een grootschalige gegevensroof bij de geheime dienst van Curaçao.
Een opmerkelijke reputatie
Ik ben begaan met de reputatie van Caribische casinobazen, maar nog meer met de toekomst van de bevolking op de eilanden. De afgelopen decennia heeft zich op deze eilanden een financiële wereld ontwikkeld van ondoorzichtige banken en speciale economische zones, dure consultants en handige fiscalisten, casino’s en (illegale) loterijen. Mijn ernstige vermoeden is dat deze infrastructuur ook wordt gebruikt om op grote schaal belasting te ontduiken en geld wit te wassen. Curaçao en Sint Maarten lijken de wasmachines van de Cariben, waar ook drugsgeld wordt witgewassen. Dat foute geld vindt zijn weg naar de politiek. In de brief stelt Corallo dat ik als politicus terughoudend moet zijn met het doen van uitspraken. Maar als politicus heb ik juist de taak om (mogelijke) misstanden aan te klagen. In het debat van vandaag hoop ik een begin te maken met het opsporen van fout geld en het aanpakken van foute politici. Als Corallo gelijk heeft en alle beschuldigingen aan zijn adres onterecht zijn, zal hij geen bezwaar hebben tegen dat onderzoek.
