With this letter I report to your House on my trip to Bonaire, Aruba and Sint Maarten from 3 to 7 January 2021. The reason for the trip was the implementation of the land packages by Aruba and Sint Maarten. I also have one visited Bonaire to check the progress of the administrative agreement and the discuss the current administrative situation there. Working visit Bonaire 3 and 4 January I visited Bonaire on 3 and 4 January. Here I have spoken with the Lieutenant Governor, the executive council and the individual fractions of the island council. During the conversation with the Executive Council, where the new commissioner de Mr. Thielman was present, discussed the results to be achieved in it year 2021. I have the importance of decisiveness from the Executive Council and the progress on the administrative agreement. In particular the progress on the financial management, the professionalization of the official organization and the land policy is a cause for concern. The Executive Council has told me that it wants speed and expect a positive effect from the coming March 1 new island secretary and a change manager who specifically focuses on improving the official organization. Also the relationship with the Island Council, including the substantive progress of the administrative agreement has the attention of the executive council. Partly to as a result of media reports about the possible development of the area called Bolivia, I discussed with the Executive Council how they looks at the future (spatial) development of Bonaire. In addition, I have I offered support to arrive at supported scenarios for the possible future (spatial) development of Bonaire. It also has Executive Council informed me about recent developments regarding COVID-19 and we discussed the subject of vaccination. During conversations with the individual groups of the Island Council I have asked about the ambitions of the political groups for the year 2021. From various political groups attention was drawn to the considerable workload at the island council members and the demand for adequate support for the new ones Island Council Registrar. Aanleiding voor de reis was de uitvoering van de landspakketten door Aruba en Sint Maarten. Verder heb ik een bezoek gebracht aan Bonaire om de voortgang van het bestuursakkoord en de actuele bestuurlijke situatie aldaar te bespreken. Werkbezoek Bonaire 3 en 4 januari Op 3 en 4 januari bezocht ik Bonaire. Hier heb ik gesproken met de gezaghebber, het bestuurscollege en de afzonderlijke fracties van de eilandsraad. Tijdens het gesprek met het bestuurscollege, waarbij de nieuwe gedeputeerde de heer Thielman aanwezig was, is gesproken over de te bereiken resultaten in het jaar 2021. Ik heb het belang van daadkracht vanuit het bestuurscollege en de voortgang op het bestuursakkoord benadrukt. In het bijzonder de voortgang op het financieel beheer, de professionalisering van de ambtelijke organisatie en het grondbeleid baren zorgen. Het bestuurscollege heeft mij gemeld tempo te willen maken en positief effect te verwachten van de per 1 maart aanstaande aan te treden nieuwe eilandsecretaris en een verandermanager die zich specifiek richt op het verbeteren van de ambtelijke organisatie. Ook de relatie met de eilandsraad, onder meer op de inhoudelijke voortgang van het bestuursakkoord, heeft de aandacht van het bestuurscollege. Mede naar aanleiding van mediaberichten over mogelijke ontwikkeling van het gebied genoemd Bolivia heb ik met het bestuurscollege stilgestaan bij de vraag hoe zij tegen de toekomstige (ruimtelijke) ontwikkeling van Bonaire aankijkt. Daarbij heb ik ondersteuning aangeboden om te komen tot gedragen scenario’s voor de mogelijke toekomstige (ruimtelijke) ontwikkeling van Bonaire. Tevens heeft het bestuurscollege mij geïnformeerd over de recente ontwikkelingen ten aanzien van COVID-19 en hebben we stil gestaan bij het onderwerp vaccinatie. Tijdens gesprekken met de afzonderlijke fracties van de eilandsraad heb ik gevraagd naar de ambitie van de fracties voor het jaar 2021. Vanuit verschillende fracties werd daarbij aandacht gevraagd voor de forse werkdruk bij de eilandsraadsleden en de vraag naar adequate ondersteuning voor de nieuwe eilandsraadgriffier. Vanuit mijn ministerie wordt, in samenwerking met de VNG,
Page 2 of 5 facilitated the efforts of the aldermen’s association and experts, so that on Short-term training and coaching can be provided for Island Council members and factions. Also in the support of the new Island Council Registrar is provided. During my visit to Bonaire I also received in the presence of the program manager administrative agreement a presentation by the project leader Agriculture, Livestock and Fisheries (LVV) about the developments in the field of this service. Among other things, the state of affairs of the agricultural development program, including the renovation of the slaughterhouse, and the organizational development of the LVV service. Initiatives have been launched through the start-up of the agricultural development program arise that contribute to the growing of fruit and vegetables yourself. So LVV made twelve lots available in November 2020, on which vegetables and crops can be grown. The first lot has now been released. In addition, the organizational development of the LVV service is being strengthened so that the public body itself is better able to further agricultural development bring. The Ministry of Agriculture, Nature and Fisheries has resources made available for a program of practical knowledge of food and green. It The idea behind this is to obtain knowledge that is available in the European Netherlands transferring colleges and thus further agricultural development support. I also spoke with participants of the Talent Development Program Bonaire (TOP Bonaire). In this program facilitated by my ministry is worked on personal and professional for two years development. Many of the training sessions have been postponed as a result of the corona crisis or given in an adapted form. Last year, participants in this program showed a lot of flexibility and resilience. There will be a start in February 2021 eight new trainees and nine civil servants from different agencies with their trajectory at TOP. Works by attracting and retaining local talent TOP Bonaire to strengthen the official organizations on Bonaire. Working visit Aruba 5 and 6 January The visit to Aruba was dominated by the progress of the implementation of the conditions for the liquidity support and land parcels. With Governor Boekhoudt I spoke about the current situation in Aruba and how The Netherlands is the route to be taken for the implementation of the land packages before him. I spoke with the Prime Minister, Mrs. Wever-Croes, about drafting the implementation agenda associated with the national package. It is important here discussed that the Netherlands and Aruba are jointly feasible but certainly also set ambitious goals. The need to implement the measures is after all, undiminished size. This must be a broad involvement of the Aruban government as well as local stakeholders in projects that are included in the implementation agenda. With the minister President I spoke further about the state of affairs regarding the

de inzet van de wethoudersvereniging en deskundigen gefaciliteerd, zodat op korte termijn kan worden voorzien in opleidingen en coaching voor
eilandsraadsleden en -fracties. Ook in de ondersteuning van de nieuwe
eilandsraadgriffier wordt voorzien.
Tijdens mijn bezoek aan Bonaire kreeg ik voorts in aanwezigheid van de
programmamanager bestuursakkoord een presentatie van de projectleider
Landbouw, Veeteelt en Visserij (LVV) over de ontwikkelingen op het terrein van
deze dienst. Daarbij werd onder meer ingegaan op de stand van zaken van het
programma landbouwontwikkeling, waaronder de renovatie van het slachthuis, en
de organisatieontwikkeling van de dienst LVV.
Door het opstarten van het programma landbouwontwikkeling zijn er initiatieven
ontstaan die bijdragen aan het meer zelf verbouwen van groenten en fruit. Zo
heeft LVV in november 2020 twaalf kavels beschikbaar gesteld, waarop groenten
en gewassen verbouwd kunnen worden. De eerste kavel is inmiddels uitgegeven.
Daarnaast wordt de organisatieontwikkeling van de dienst LVV versterkt zodat het
openbaar lichaam zelf beter in staat is om de landbouwontwikkeling verder te
brengen. Het ministerie van Landbouw Natuur en Visserij heeft middelen
beschikbaar gesteld voor een programma praktijkkennis voedsel en groen. Het
idee hierachter is om kennis die in Europees Nederland beschikbaar is bij
hogescholen over te brengen en op die manier de landbouwontwikkeling verder te
steunen.
Verder heb ik gesproken met deelnemers van het Talent Ontwikkel Programma
Bonaire (TOP Bonaire). In dit door mijn ministerie gefaciliteerde programma
wordt gedurende twee jaar gewerkt aan persoonlijke en professionele
ontwikkeling. Als gevolg van de coronacrisis zijn veel van de trainingen uitgesteld
of in aangepaste vorm gegeven. Het afgelopen jaar hebben de deelnemers aan dit
programma veel flexibiliteit en veerkracht getoond. In februari 2021 starten er
acht nieuwe trainees en negen ambtenaren vanuit verschillende instanties met
hun traject bij TOP. Door het aantrekken en behouden van lokaal talent werkt
TOP Bonaire aan de versteviging van de ambtelijke organisaties op Bonaire.
Werkbezoek Aruba 5 en 6 januari
Het bezoek aan Aruba stond in het teken van de voortgang van de uitvoering van
de voorwaarden voor de liquiditeitssteun en landspakketten. Met Gouverneur
Boekhoudt heb ik onder meer gesproken over de actuele situatie op Aruba en hoe
Nederland de te bewandelen route voor de implementatie van de landspakketten
voor zich ziet.
Met de minister-president, mevrouw Wever-Croes, sprak ik over het opstellen van
de uitvoeringsagenda behorend bij het landspakket. Daarbij is het belang
besproken dat Nederland en Aruba gezamenlijk haalbare maar zeker ook
ambitieuze doelen opstellen. De noodzaak om de maatregelen door te voeren is
immers onverminderd groot. Daarbij dient sprake te zijn van een brede
betrokkenheid van de Arubaanse overheid evenals van lokale stakeholders bij
projecten die in de uitvoeringsagenda worden opgenomen. Met de minister-
president sprak ik verder over de stand van zaken ten aanzien van de
Page 3 of 5 conditions pertaining to the tranches of liquidity support already granted and the conditions for the fourth tranche. During the conversation with the Minister of Justice, Mr Bikker, I spoke about measures from the national package that pertain to the theme of strengthening the rule of law. In that context we also spoke about the employees of the Investigation Cooperation Team (RST) are sworn in. The National decrees on this have since been signed and the employees sworn in. I spoke later that day about the measures related to the rule of law the Attorney General of Aruba, Mr. Ter Stege. We talked about the problems in the region and the fight against crime. With the entire I spoke to the Council of Ministers about the need to implement reforms. In addition, I have I expressed my appreciation for the way Aruba is working on so far the elaboration of the national package. The ministers in turn spoke to them appreciation and thanks for the support of the Netherlands. I also visited the Horacio E. Oduber Hospital (HOH). With the Director of the HOH, Mr Vroegop, and his team I spoke about, among other things the development and treatment of COVID-19 in Aruba and its impact on it HOH, the financial targets and the intensification of the cooperation between the hospitals on Aruba, Curaçao, Bonaire and Sint Maarten. During a tour I spoke with hospital staff about the current situation of care for COVID-19 patients. The Netherlands has also provided financial support to the Fundacion Contra Violenca Relacional, a foundation that takes care of victims of domestic violence. With this financial support they have been able to build sixteen new units. I visited this foundation and spoke with the chairman of the Supervisory Board, among others about the future plans and the consequences of the COVID-19 and Venezuela crisis for their work. In the context of the COVID-19 crisis I visited two organizations that provide food aid in Aruba. The number of families dependent on food aid is by the pandemic. Fundacion Pa Nos Comunicad (FPNC) is one of the organizations that plays a big role in providing receives food aid and also receives financial support from the Netherlands for this. In The FPNC has recently scaled up from approximately 200 families per month to approximately 4,500 households. During my conversation with the board and volunteers of the FPNC I have expressed my sincere appreciation for the enormous effort at providing food aid. I also thanked FPNC for them prominent role in the Dutch food aid program. Also in it as part of the Dutch food aid program, I visited the Aruban branch of the Red Cross. I also have the Red Cross Aruba thank you very much for their role in providing food aid. Also I provided the daily hot meal with a volunteer to the target group that is unable to prepare a hot meal themselves. It’s about dire circumstances. The delegation also spoke to the Red Cross about this the transition from food aid to the government of Aruba. Finally, I spoke with the CEO of the Aruba Hospitality and Tourism Association (AHATA), Ms LaSorte, representative of the main economic

Tijdens het gesprek met de minister van Justitie, de heer Bikker, sprak ik over maatregelen uit het landspakket die zien op het thema versterking van de rechtsstaat. In dat verband spraken wij ook over de beëdiging van medewerkers van het Recherchesamenwerkingsteam (RST). De Landsbesluiten hierover zijn inmiddels getekend en de medewerkers beëdigd. Over de maatregelen die zien op het thema rechtstaat sprak ik later die dag met de Procureur Generaal van Aruba, de heer Ter Stege. Wij spraken over de problematiek in de regio en de criminaliteitsbestrijding. Met de voltallige Ministerraad sprak ik over de noodzaak hervormingen door te voeren. Daarbij heb ik mijn waardering uitgesproken voor de wijze waarop Aruba tot nu toe werkt aan de uitwerking van het landspakket. De ministers spraken op hun beurt hun waardering en dank uit voor de steun van Nederland. Tevens bracht ik een bezoek aan het Horacio E. Oduber Hospital (HOH). Met de directeur van het HOH, de heer Vroegop, en zijn team sprak ik onder andere over de ontwikkeling en behandeling van COVID-19 op Aruba en de impact op het HOH, de financiële taakstelling en de intensivering van de samenwerking tussen de ziekenhuizen op Aruba, Curaçao, Bonaire en Sint Maarten. Tijdens een rondleiding heb ik gesproken met medewerkers van het ziekenhuis over de actuele situatie van de zorg voor COVID-19 patiënten. Nederland heeft ook financiële steun gegeven aan de Fundacion Contra Violenca Relacional, een stichting die slachtoffers van huiselijk geweld opvangt. Met deze financiële steun hebben zij zestien nieuwe eenheden kunnen bouwen. Ik bezocht deze stichting en sprak onder meer met de voorzitter van de Raad van toezicht over de toekomstplannen en de gevolgen van de COVID-19 en Venezuela-crisis voor hun werkzaamheden. In het kader van de COVID-19 crisis bezocht ik twee organisaties die voorzien in voedselhulp op Aruba. Het aantal gezinnen dat is aangewezen op voedselhulp is door de pandemie enorm toegenomen. Fundacion Pa Nos Comunicad (FPNC) is één van de organisaties die een grote rol speelt in het verstrekken van voedselhulp en daarvoor ook financiële ondersteuning van Nederland ontvangt. In korte tijd is door de FPNC opgeschaald van circa 200 gezinnen per maand naar circa 4500 huishoudens. Tijdens mijn gesprek met het bestuur en vrijwilligers van de FPNC heb ik mijn oprechte waardering uitgesproken over de enorme inzet bij het verstrekken van voedselhulp. Voorts heb ik FPNC bedankt voor hun prominente rol in het Nederlandse voedselhulp programma. Eveneens in het kader van het Nederlandse voedselhulp programma, bracht ik een bezoek aan de Arubaanse afdeling van het Rode Kruis. Ik heb ook het Rode Kruis Aruba nadrukkelijk bedankt voor hun rol bij het verstrekken van voedselhulp. Tevens heb ik met een vrijwilliger de dagelijkse warme maaltijd verstrekt aan de doelgroep die niet in staat is zelf een warme maaltijd te bereiden. Het gaat om schrijnende omstandigheden. Voorts sprak de delegatie met het Rode Kruis over de transitie van voedselhulp naar de overheid van Aruba. Tot slot sprak ik met de CEO van de Aruba Hospitality and Tourism Association (AHATA), mevrouw LaSorte, vertegenwoordiger van de belangrijkste economische

I have discussed with her the consequences of COVID-19 for local tourism and to what extent the measures from the National Package can be used contribute to the economic recovery and improvement of the business climate in Aruba. Working visit to Sint Maarten on January 7 The visit to Sint Maarten was all about it on December 22, 2020 signed agreement on the third tranche of liquidity support including the accompanying associated conditions. In addition, much has been said about the reconstruction. I began my visit with a conversation with Governor Holiday. With him I have looks back on the events prior to signing it agreement at the end of December and we have the current situation on Sint Maarten and the implementation of the country package. Then I spoke to minister- President Jacobs and the Minister of Finance with the main agenda item the national package and the cooperation between our countries in that context entered into. There is much work to be done to achieve the necessary reforms. To To be eligible for subsequent tranches of liquidity support, Sint Maarten will already take the first steps in the implementation of the country package. The Prime Minister explained to me in our conversation that the SG platform, in which the SGs of all ministries participate, this submission will going to pick up. In addition, a Monitoring Committee has been set up is responsible for monitoring progress and will serve as point of contact for the Dutch Temporary Work Organization (TWO) and thereafter the Caribbean Agency for Reform and Development COHO. The minister- President asked my special attention and consideration for the capacity problems on Sint Maarten. I have indicated that we are together until a realistic, but ambitious planning must come. This schedule will be set in the Implementation Agenda no later than 1 April 2021. That is important agreements that we make with each other are fulfilled and agreed upon deadlines are met. This obviously applies not only to Sint Maarten, but also for the Netherlands. I talked about the situation with the Attorney General, Mrs. Richardson the prison. Minister Richardson has explained what progress has been made recently period has been booked around the improvement of the detention conditions and has assured me that the agreed improvement measures will be completed before the deadline of June 15, 2021 from the country package. We also talked about the plans for the construction of a new prison, for which from the Netherlands a one-off € 30 million is made available. Shortly before my visit there had been another raging fire on the waste mountain, with potentially serious negative consequences for public health. I spoke about this extensively with the Minister of Housing, Spatial Planning, Environment and Infrastructure (VROMI), Mr Doran, and with the National Program Office for Reconstruction (NRPB). The most important
Page 5 of 5 The topic of discussion was the importance of a solution to it relocation issue. Sint Maarten can only start with the work to the waste heap when all persons and businesses located in the vicinity have been moved. Another point of attention remains the lack of capacity ministry. I once again reminded Minister Doran of the offer of Netherlands to provide technical assistance. This will be on shortly official level are discussed. I also visited the former as part of the reconstruction two companies that use financing through the Enterprise Support Project (ESP). This project aims to stimulate SME activities through the providing loans and grants to entrepreneurs. It was good to see what the trust fund can do for these entrepreneurs through this project, especially in times of crisis. Another project from the trust fund reconstruction that financial Supporting projects on the island is Resources for Community Resilience (R4CR). I spoke to project manager Mrs. Verschueren-Sommers about the first grants issued to various non-governmental organizations (NGOs). All these grants have gone to ‘quick win’ projects, with which quick concrete improvements can be realized on the Island. During visits to the Sint Maarten Medical Center (SMMC) and the Red Cross I was impressed by the hard work put in by many to cope to deal with the enormous consequences of the pandemic. Through the trust fund is in in March 2020 an additional $ 3.6 million was awarded to the hospital, in related to the increased demand for care as a result of COVID-19. At the 21 In September 2020, the COVID-19 pavilion was completed by SMMC, where now all corona patients are treated. There were no patients during my visit incorporated into the pavilion, which is of course a positive sign. Is less positive the number of residents of Sint Maarten who are dependent on food aid. It Red Cross told me that it was made available by the Netherlands resources can provide approximately 14,000 people with food parcels and food vouchers. Various local NGOs also play a role in this, such as the K1 Brittania foundation, the Sint Maarten Development Fund (SMDF) and the Freegan Food Foundation. aan de afvalberg wanneer alle personen en bedrijven die in de nabijheid gevestigd
zijn, verplaatst zijn. Een ander aandachtspunt blijft het capaciteitsgebrek bij het
ministerie. Ik heb minister Doran nogmaals gewezen op het aanbod van
Nederland om technische assistentie te leveren. Hierover zal op korte termijn op
ambtelijk niveau worden doorgesproken.
Eveneens in het kader van de wederopbouw bracht ik een bezoek aan de eerste
twee bedrijven die gebruik maken van financiering via het Enterprise Support
Project (ESP). Dit project beoogt het stimuleren van MKB-activiteiten door het
verstrekken van leningen en grants aan ondernemers. Het was goed om te zien
wat het trustfonds via dit project kan betekenen voor deze ondernemers, zeker in
tijden van crisis. Een ander project uit het trustfonds wederopbouw dat financiële
steun verleent aan projecten op het eiland is Resources for Community Resilience
(R4CR). Ik sprak met projectmanager mevrouw Verschueren-Sommers over de
eerste grants die zijn verstrekt aan verschillende non-gouvernementele
organisaties (NGO’s). Al deze grants zijn naar ‘quick win’ projecten gegaan,
waarmee snelle concrete verbeteringen gerealiseerd kunnen worden op het
eiland.
Tijdens bezoeken aan het Sint Maarten Medical Center (SMMC) en het Rode Kruis
was ik onder de indruk van het harde werk dat is verzet door velen om het hoofd
te bieden aan de enorme gevolgen van de pandemie. Via het trustfonds is in
maart 2020 een extra bedrag van $ 3,6 mln. toegekend aan het ziekenhuis, in
verband met de toegenomen vraag naar zorg als gevolg van COVID-19. Op 21
september 2020 is door SMMC het COVID-19 paviljoen opgeleverd, waar nu alle
coronapatiënten behandeld worden. Tijdens mijn bezoek waren er geen patiënten
in het paviljoen opgenomen, wat uiteraard een positief teken is. Minder positief is
het aantal inwoners van Sint Maarten dat is aangewezen op voedselhulp. Het
Rode Kruis vertelde mij dat zij met de door Nederland ter beschikking gestelde
middelen circa 14.000 mensen kunnen voorzien van voedselpakketten en
voedselvouchers. Daarbij spelen ook verschillende lokale NGO’s een rol, zoals de
K1 Brittania foundation, het Sint Maarten Development Fund (SMDF) en de
Freegan Food Foundation. Van al deze organisaties heb ik vertegenwoordigers
mogen ontmoeten, die ik heb bedankt voor het cruciale werk dat zij doen in de
ondersteuning van de zwakkeren in de samenleving.
