REMOVAL OF VESSELS FROM OYSTER POND LAGOON Dutch Sint Maarten

08 April 2021 The Minister of Public Housing, Spatial Planning, Environment, and Infrastructure (Ministry of VROMI), as the legally assigned custodian of the Oyster Pond Lagoon, wishes to inform of the Government’s intention to remove the shipwrecked vessels located in the above-mentioned area.  
Pursuant to Article 9 of the National ordinance removal ships and wrecks (AB 2015, no.9), the owners of the remaining shipwrecks located in the Oyster Pond Lagoon are hereby informed that there remains an opportunity to remove their vessel themselves.
In accordance with Article 9 sub 1, a period of 48 hours will be given starting at the date of today’s publication, April 9th, 2021, to the owners of the remaining vessels to remove their vessels in an environmentally friendly way.
After this period, all owners forfeit their legal rights to their vessels and the Minister of VROMI will initiate a procurement procedure to have all listed remaining shipwrecks removed.
Vessel owners are requested to contact the Inspection Department of Maritime Affairs of the Ministry of Tourism, Economic Affairs, Transport and Telecommunications (TEATT – +1-721-542-2507 or email Ellinger.Paul@sintmaartengov.org) and discuss your Plan of Approach. 
These remaining shipwrecks have been listed in a so-called Vessel list, that can be perused on the Government of Sint Maarten website or after an appointment has been made at the Department of Maritime Affairs.
Each shipwreck has been numbered and its location has been GPS tagged. Photos of each shipwreck can be viewed by clicking on the number associated with the shipwreck.
Owners that have had their shipwrecks removed in the meantime are requested to also contact the Department of Maritime Affairs and provide details of the removal.

Soufriere Update Earthquake Triggers Volcanic Eruption St Vincent Grenadines Videos And Cruise Ships Race to Help Caribbean Island

Cruise Lines have started to respond and help the Caribbean island of St. Vincent as the government has issued an urgent evacuation due to an imminent volcanic eruption.

Carnival Cruise Line is one of the first cruise lines to offer help with evacuations and two vessels are already underway heading towards the island. Royal Caribbean has also sent a cruise ship and possibly Celebrity Cruises.

The cruise lines have confirmed that it has agreed to send two vessels to St. Vincent and the Grenadines, located in the southeast Caribbean. The government has issued an urgent evacuation after days of increased seismic activity at the La Soufriere Volcano.

Carnival Legend will arrive at around 2:00 PM also on Friday.

Each of the Carnival ships will accommodate up to 1,500 residents and they will then be transported to one of the nearby islands which are offering help. The cruise line has also stated that precautions will be in place to protect the health and safety of the crew members on board.

The Volcano could erupt at any time and on Thursday, Prime Minister Ralph Gonsalves issued an evacuation order. And the National Emergency Management Organization (NEMO) has tweeted that residents are being moved to safer locations. According to UWI Professor Richard Robertson, the situation at La Soufriere has deteriorated and signals show that the volcano could erupt shortly

With Carnival Cruise Line currently on hold due to suspended operations, there are ships that can help. The Carnival Paradise is expected to arrive at the island by 11:00 AM on Friday and the Carnival Legend will arrive at around 2:00 PM also on Friday.

The National Emergency Management Organization (NEMO) in St. Vincent and the Grenadines warned on Monday that a “new swarm” of volcano-tectonic (VT) earthquakes which began at the La Soufrière Volcano at 6:38 am continued at “a fairly constant rate” before starting to decline at about 2:00 pm.

“Activities declined significantly at 4:00 pm although small volcano-tectonic earthquakes were still being recorded,” said NEMO. “The current swarm of volcano-tectonic earthquakes have been located at a depth about 6 km below the summit of the La Soufrière Volcano.”

It said this is slightly deeper than those recorded between March 23 and 25, 2021, which were located at depths from 3 to 5 km below the summit.

Earlier estimates of these swarms were revised from 10 km to 3 to 5 km, according to NEMO.

It said the largest volcano-tectonic earthquake was recorded at 2:16 pm on Monday, with a magnitude of 3.9.

There were nine more volcano-tectonic earthquakes in the swarm with magnitudes of 3.0 or more, NEMO said.

“Today’s swarm of Volcano-Tectonic earthquakes were also much more intense compared to those which occurred during the period March 23-25 and contained many more small earthquakes, with an average rate of about 50 earthquakes per hour compared with 1.5 per hour in March,” it said.

NEMO said there were several reports of earthquakes being felt on Monday in communities close to the La Soufrière Volcano, such as Fancy and the town of Chateaubelair.

NEMO reminded the public that no evacuation order or notice has been issued.

It is also encouraging residents, especially persons living in communities close to the volcano, to be prepared “in the event that it becomes necessary to evacuate at short notice.”

In a March 27 announcement, NEMO appealed to the public to “desist from visiting the La Soufrière Volcano, especially going into the crater, since doing so is extremely dangerous.”

On Tuesday, April 6th, 2021, representatives of various entities responsible for the treatment & care of persons with mental health concerns on the island met at the request of the Minister of Justice, Ms. Anna E. Richardson. The meeting was requested by the Hon. Minister as an urgency due to an evident rise of mental health reports and sightings on the island. In attendance were; Clinical Psychologist; Dr. Judith Arndell, Chief Corps Police Sint Maarten; Mr. Carl John, President of Board & Interim Director of Turning Point; Dr. Lloyd Richardson, Ministry of VSA Legal Advisor; Lyndon Lewis, Interim Director of Mental Health Foundation; Ms. Kitty Pelswijks, Drug Addiction Counselor; Mrs. Tasheena Thomas, Board Member of Directors of Turning Point; Mr. Clarence Richardson and support staff of the Minister.

Over the past weeks, the Minister has been made aware of multiple reports and sightings of persons engaging in violent conduct and wandering the streets in a disorientated manner as a possible result of substance abuse. The Minister stated that it was brought to her attention that a new drug known as Fentanyl – a powerful synthetic opioid that is similar to morphine but is 50 to 100 times more potent – has now become an available drug being used by substance abusers on the island. “I am not an expert in this area, which is why I requested this meeting with all the relevant parties to build a better understanding of what we’re dealing with and figure out what needs to be done to mitigate the situation that has been plaguing the community for a long time”, stated the Minister. The Minister recognizes work executed by the Mental Health Foundation, Turning Point, and independent Professionals – have been doing over the past years and the impact that they’ve had on our community. The Minister further stated that, “while I do know, and we all know, that financial limitations has been a driving force as to why a lot more can’t and hasn’t been done yet, it’s imperative that we solidify a unification of all entities along with the support of the Ministry of Justice”.

Chief John indicated that in the past months there has been a surge in calls to the Police related to mental health. Over a span of 4 months, the police received over 65 phone calls reporting incidents and sightings of persons that appeared to be under the influence of some form of hallucinogen. A breakdown of the numbers showed that in January 2021, the Police received 23 calls, 18 calls in February, 21 calls in March, and 6 calls in April thus far, triggering an urgency for measures to be taken. Chief John emphasized that one of the shortcomings that officers are facing is not being properly equipped and trained to handle persons with mental health issues. “Having the appropriate training and being properly equipped is essential for the safety of both the officers and the person(s) living with a mental health disorder. Whenever an officer is confronted with such a person, the Mental Health Foundation is contacted to provide assistance and their expertise. The Police Force and Mental Health Foundation has been building a working relationship over the years and thus far has proven to be an effective one”, concluded Chief John. Chief John hopes that in time all officers will be trained to properly manage situations when confronted with a person with mental health issues.

“Mental health issues and disorders have been increasing on Sint Maarten since 2020 due to COVID-19. There are a number of factors that influence this increase in cases over the past year, most of which are a direct impact of the current pandemic. What’s to note is that the Mental Health Foundation is not only recording challenges with known clients, but also noticing an increase in new clients. One of the biggest challenges we face as an institute with new clients is not being able to issue medication or treatment due to lack of their medical history. Not being able to test if the person is under the influence of drugs or alcohol makes it difficult to administer any form of medicated help which results in a delay in the start of medicinal treatment process.

Another related issue is the lack of secure space for clients to effectively provide proper health service”, stated The Mental Health Foundation. Currently, the Mental Health Foundation is limited to one facility in which there is only one crisis room, making it a complex process when dealing with different forms of mental health issues & crises clients.
The Interim Director of Turning Point, Dr. Lloyd Richardson, also emphasized the issues that Turning Point has faced and are still facing over the years. Because of laws and financial constraints, Turning Points faces limitations that prohibits them from acting in their full capacity, stated by Dr. Richardson. Turning Point currently faces obstacles that prohibits them from being able to fully care for their clients as an entity and which also obstructs a working relationship with the Mental Health Foundation. Dr. Lloyd hopes that this meeting will be “a start to something good” for their clients: a structure designed in such a way that it guarantees continuity.

On behalf of the Minister of Public Health, Social Development & Labor (VSA), Mr. Lyndon Lewis, the Cabinet Legal Advisor, has expressed the concerns shared also by the Ministry of VSA. Mr. Lewis reiterated on the fact that “it is imperative that the Police Force is trained to be able to professionally handle encounters with mental health persons. The Ministry of VSA is committed to addressing the issue at hand and supports the idea of revisiting laws which can be amended to facilitate the effective functioning of the Mental Health Institutes.

The Minister was pleased with the discussion that took place. Having all the respective entities at the table allowed for a constructive dialogue to manage this current crisis we are facing in our community. It was made clear that all parties involved shared the same concerns and interest to tackle the problem at hand. As stated by the Mental Health Foundation, “what is important is that we look further than just fixing the problems of now. We need to focus on finding out the causes of the problem so that we can implement preventative measures”.
As the final point of the meeting, the Minister emphasized the importance of forming a committed alliance between all entities present at the meeting, stating that “a lack of finances cannot and should not be our limitation. We need to work together, for this is a priority”. All entities were then tasked by the Minister to research within their expertise the current mental health issues on the island along with advice as to how these measures can be tackled – amending laws to facilitate the entities being a main step.

Another agenda point brought up by the Minister was focusing on drug & alcohol abuse by youths. All entities came to a unanimous agreement to creating a task-force proposed by the Minister which reinforces a commitment by all parties. The topic of youth drug & alcohol abuse will be discussed during the next meeting along with a formal agreement being recognized. At current, this new alliance will be meeting at least once per month to discuss mental health issues along with providing solutions on how to mitigate this problem.

Travel restrictions in effect for ABC islands effective Monday April 5th
As of Monday, April 5th, the Government of Sint Maarten implemented travel restrictions from the ABC islands to St Maarten which went into effect as recommended by our health professionals due to the highly-concentrated pools of the UK variant.

Aruba, Bonaire and Curacao (ABC) are experiencing high COVID-19 transmission and have recorded a significant number of cumulative UK variant cases to date. As such, returning residents from Bonaire, Curacao and Aruba will be required to hold a negative 72-hour PCR test and are advised to be retested 48 hours after arrival.

Ministries TEATT, VSA and Justice to Step Up Controls to Ensure Adherence to COVID-19 Public Health & Safety Protocols
The Ministries of TEATT, VSA and Justice have stepped up controls to ensure adherence to the COVID-19 Public Health and Safety Protocols specifically in light of the parties that took place during the Easter holidays. This decision was also taken during an emergency Council of Ministers meeting held last week Friday, April 2nd, as a result of the major COVID-19 outbreak in the ABC islands.

The business community is asked to follow their COVID-19 Safe Framework business re-opening workplace plans that were submitted last summer regarding operations. Employees and customers are expected to wear masks, and practice social distancing. In the case of events, crowd control measures must be in place, and compliance is expected at parties that have been marketed. Controls will be carried out, and warnings given will be based on the observations of controllers after observing large congregating crowds.

COVID-19 Vaccine
All residents on St. Maarten are encouraged to register online for the COVID-19 vaccine by visiting the Government of St. Maarten’s website: www.sintmaartengov.org/coronavirus. Paper versions of the registration form are also available in English, Spanish and Creole at Collective Prevention Services, various doctors’ offices, the Government Administration Building (Labor Affairs), the Public Service Center in Simpson Bay and select pharmacies.

Dutch Sint Maarten COVID-19 Update 10 confirmed COVID-19 cases today

As of April 7th, there were ten (10) persons who tested positive for COVID-19; however four (4) persons have recovered; bringing the total active cases to forty one (41). The total number of confirmed cases is now two thousand one hundred seventy four (2174).

The Collective Prevention Services (CPS) are monitoring forty (40) people in home isolation. One (1) patient remains hospitalized at the St. Maarten Medical Center. The total number of deaths due to COVID-19 remains at twenty seven (27).

The number of people recovered since the first case surfaced on St. Maarten has increased to two thousand one hundred six (2106). Sixty one (61) people are in quarantine based on contact tracing investigations carried out by CPS.

The Ministry of Public Health, Social Development and Labour (VSA) Airport Health Team in collaboration with Health Care Laboratory Sint Maarten (HCLS) have tested 2644 travelers arriving at the Princess Juliana International Airport (PJIA), while CPS tested 24, 628 people throughout the community. As the numbers continue to fluctuate, CPS will continue to actively execute its contact tracing measures.

An Additional 20 American and 20 Dutch IC Nurses And 8 American IC Doctors And 10 Dutch IC Doctors Are Now In Sint Maarten, Aruba And Curacao For Covid Support

Additional American health personnel to relieve Caribbean health care ANP Additional healthcare personnel will come from both the Netherlands and the United States to relieve the overloaded healthcare system in the Caribbean part of the Kingdom. Outgoing State Secretary Paul Blokhuis (Public Health) writes that another twenty American IC nurses and eight IC doctors are helping in Aruba, Curaçao and Sint Maarten. With this new batch, the number of American health workers there will double. At the end of this week, twenty Dutch nurses and ten additional medical doctors will also be at work. They are going to work for at least four weeks. In addition, about thirty people will leave on Friday as part of “Extra Hands for Care”. They have worked in healthcare before and have different medical expertise. A similar group will leave for the islands next week. According to a spokesperson for the ministry, most of them go to Curaçao. In the Caribbean Netherlands, healthcare is “hardly equal” to the large influx of patients caused by corona, Blokhuis writes. According to him, the number of patients is increasing rapidly on Curaçao and Bonaire. 96 percent of corona cases there can now be attributed to the British corona variant, which is more contagious. Non-essential care has been scaled down and even stopped completely on Curaçao and Bonaire.

BREAKING PRINCESS JULIANA AIRPORT HOLDING COMPANY ASKS CEO BRIAN MINGO TO STEP DOWN

SIMPSON BAY — The Princess Juliana International Holding Company has requested their Chief Executive Officer Brian Mingo to resign from his post. The letter dated December 3rd was sent by email and hand-delivered to Mingo.

The letter states that Mingo has been employed by PJIAE for the past two years since the agreement between Mingo and PJIAE was signed on November 30th 2019 with a start date of January 7th, 2019.

“During the almost two years of your engagement, as well as several meetings with the shareholder Princess Juliana International Airport Houdstermaatschappij NV (PJIAH), the Council of Ministers (COM) and St. Maarten Parliament on the progress of the PJIA reconstruction project amongst other projects and issues, regretfully it must be stated that none of these key stakeholders are pleased with your functioning as CEO within the organization.

The letter continues to state that Mingo has a lack of ability to move the reconstruction project of the airport forward has become more than evident since its been over three years since the terminal building has been severely damaged by Hurricane Irma and there is no consistency in his projected completion date for the reconstruction of the terminal building. This is quite alarming seeing the fact that it has been more than a year since the funds have been made available for the reconstruction.

As the project timelines continue to shift under Mingo’s leadership, all stakeholders (both locally as internationally) continue to express their concern in his ability to align your vision with those of the Shareholder and other stakeholders involved in terms of getting the airport up and running before possibly being faced with yet another catastrophe.

The current general sentiment expressed by all is that PJIAE is failing under Mingo’s leadership tenure thus far and by extension the economy on the whole of this island, which solely depends on tourism.

The general sentiment which is also shared by the undersigned can be summed as follows, which list is not exhaustive:

  1. Lack of real progress of airport terminal reconstruction;
  2. Your vision for PJIA not aligned with vision of shareholder and government;
  3. Non-cohesive relationship with fellow managing board members;
  4. Strained relationship with employees resulting in the employees’ issuance of a letter of non-confidence in you;
  5. Your latest presentation to the shareholder and COM (November 12, 2020) outlining the increase in reconstruction budget cost from $107 million to $119 million or an increase of $12 million allegedly due to indexation rates and additional project costs, that will continue to be an issue seeing the delay in the reconstruction.

Furthermore, Mingo have shown a lack of interest in pursuing the necessary steps in realizing the much-needed US Pre-clearance for the airport, the relocation of the Fuel Farm has not been effectuated, the establishment of a New Fuel Farm has not been done, the much needed Fixed Based Operations (FBO) building for which a contract was already signed has not been done and the list goes on.

Regretfully, PJIAE must inform him that this situation can no longer be sustained. Based on the preceding points and a growing lack of confidence in his ability to move the company forward, lack of progress on the reconstruction of the terminal building, your failure to foster a good working atmosphere with your colleagues, employees and the stakeholders amongst others, they strongly request that he tenders his resignation by the end of today’s date December 4, 2020, effective January 4, 2021. Failure to comply with this request will ultimately lead us taking the necessary legal measures to terminate the relationship.
