SINT MAARTEN (GREAT BAY, (DCOMM) – Everyone who received their first dose of the COVID-19 vaccine three weeks ago at the White & Yellow Cross Care Foundation (WYCCF) and the Sint Maarten Medical Center (SMMC), is scheduled to receive their second dose this week or next week.
Three weeks ago, when the vaccination campaign started on Sint Maarten, the WYCCF and SMMC administered their staff and clients with their first dose of the COVID-19 vaccine. After that, the WYCCF continued for another week with the first registered persons 60 years or older. This group will receive their second dose this week or next week. If you were in this group, your next appointment at the WYCCF or SMMC will be at the exact same time and date as it was three weeks ago.
It is very important to complete your vaccination, because one dose alone does not provide full protection against the COVID-19 virus. One week after receiving the second dose, the protection that the vaccine provides is at its maximum level of 95%.
If you are unable to attend your second appointment, please call the WYCCF or SMMC to reschedule your appointment. The dose is reserved for you and cannot go to waste. Please don’t forget to bring your vaccination passport & identification with you to the appointment.
In the meantime, both other vaccination locations at the Collective Prevention Service (CPS), and the Belair Community Center are still open and receiving people for their first dose. The Vaccine Management Team (VMT) is happy to see that the number of persons registered for the vaccine is steadily increasing and passed 8.500 on Monday, March 15.
The VMT says that we’re not there yet and thus continues to encourage everyone who hasn’t registered, to do so, even if it is not yet your turn to receive one. If more people register, the vaccination rate can be scaled up, and moved to the last two priority risk groups.

Both Cole Bay & Dutch Quarter Community Helpdesks are currently equipped to provide information and can assist in registration on the spot. Lastly, the paper-based “COVID Vaccine Registration Form” can be picked up at several locations, including CPS at the Vineyard Office Park Building, the Division of Labor Affairs at the Simpson Bay Public Service Center in Simpson Bay, Doctors’ offices, the Government Administration Building, and select pharmacies.

Berthille Agatha Chittick aka Teacher Betty born on the island of St.Eustatius on July 20th, 1961. In her early years, she lived on both islands as her Dad was a French national and her mom the Statian. As there were no high schools in those years on the island of St.Eustatius, after completing 5th grade her parents brought her back to St.Maarten where she lived on the French side of the island and attended school on the Dutch side ( the then Pastor Nieuwindt School Mavo, now Sister Borgia Elementary School where she is presently a Cycle 1 group one teacher) and completed those years at MPC. She worked at the Bank of Nova Scotia from 1981-1985 During the day she worked and attended the Teacher’s training course at night. She completed her years in 1986 with a ‘Kleuter leiders A” diploma and 1988 her “Kleuterleiders B”. In 2008 as an FBE teacher, She also worked with the Catholic school board since 1986. Imelda Kindergrten from 1986-2004 Sister Borgia Elementary 2004-present. Has the held the position as acting principal at both schools, and chairperson of many of the standing committees. She is grounded in her faith and is an active, devoted member of the Cole Bay Methodist Church. Teacher Betty has served in every area of the Youth Ministry from Cradle Roll to the Young Adult as a committed and dedicated leader. She also served as Congregational Stewards and Class Leader. She has a great passion for Education and Culture and is one of the actresses and lead singers of the 40 years Cole Bay Theatre Company, where she performed in many live plays of Local and Caribbean play writers, and skits for churches, and many other organizations and groups. A great Mistress of Ceremonies Other volunteer organizations dear to her heart among others are: St.Martin’s Veteran Club: A nonprofit sports organization of men and women over 35 years that caters to young athletes and gives back to the community especially the elderly. There are people who genuinely want to understand the current conflict between the St Maarten Government and the Holland Government. That is what I will try to explain here. A) COLORISM…St Maarten is a modern day plantation. If you are not a light enough person of color… you cannot get the job. Or you are allowed to work in the field, not in the house. Overqualified, dark skinned St Maarteners won’t get the job. They qualify to be manager, but they hire them as the gardener. And you better not question it, because then you are ungrateful. The Dutch might have started the slave trade to St Maarten, but 200 years later, they are in Europe and it is OUR OWN BLACK PEOPLE perpetuating slavery, the slave mentality, plantation mentality, segregation, apartheid, colonialism… I don’t have to go to Europe or the Southern United States, or South Africa for that. All I have to do as a Black female is travel to Guana Bay or Cupecoy to be discriminated against in MY own country, by MY OWN people. Black on Black racism hurts us more than any European racist ever can.
B) CLASSISM: St Maarten is a kleptocracy. Unlike America, you are respected if you steal to keep up appearance. You are shunned if you bust your ass at Burger King, but lauded as a God if you steal enough millions to buy the poshest things. In the St Maarten government, they were literally having competitions to see which politician would make the most millions skimming Irma contracts. The people complaining about unfinished schools, are the same ones marching to defend Theo and Grisha. They don’t realize that part of that 17 Million stolen by Theo was meant to rebuild the schools. They are brainwashed, people like Claude Wathey, Theo Heyliger his wife Grisha have convinced many that they are Robin Hood, stealing from the oppressive, Dutch White man in order to provide for the poor people in St Maarten. People do not understand, once Holland releases the money, it is OUR money…. It just never gets to us. The St Maarten politicians have weak minded, semi literate sheep believing that it is a war between Holland and St Maarten. Bullsht! Please do not believe that. It is not about RACE in St Maarten, it is about class. They convince the POOREST and LEAST educated to go MARCH in the rain to release Theo from prison. They went to the brothels, put the Colombian and Venezuelan prostitutes in heels to MARCH for the St Maarten cause. They PAY poor, uneducated people to march, they are not even St Maarteners, but people see the photos around the World and believe St Maarteners are marching for their corrupt government… WE ARE NOT! It is plato or plombo. Threats and bribes, keep the population quiet.
When I spoke out they arrested and kept arresting me….NEVER CHARGED, OVER A DOZEN ARRESTS! But it was not about charging me with a crime, it was about putting fear in the St Maarten people. See??? Look at Judith, THIS is what happens if you open your mouth about government. Do you want to end up like Judith? Wouldn’t you rather have a cushy job as a no good do-nothing civil servant??? If you have to feed your kids and family, what do you do? You shut up, pretend there is no problem. If you understand what was done to me, year in year out as I was bleeding to death, then you will understand people with mouths to feed do NOT have a choice. They do not. If I had kids in St Maarten I would have been too afraid. Not for me, but for my kids. I don’t have kids. So they locked me up AND KILLED MY ANIMALS, THE ONES THAT ESCAPED I CAME HOME THEY WERE CRYING AND STARVING. Why? My pets were all I had after my mom died, so they figured if they killed them it would break me. I survived that, they made me stronger and more determined than ever.
In 2011, one year after I started my one person crusade against the corrupt Sint Maarten government, they came ON MOTHER’S DAY, took my mother. They had WARNED me not to go on the Oral Gibbs program, they had warned me to shut up. The week previous they sent my uncle Winston Roumou, Elaine’s father, to come to the house to let me know if I did not stop writing about the government they would take my mother and kill me. So they took my mom, and I was forced to be quiet in order to see her. Next time I saw my mother fully, it was a few months after they had taken her, she was in a coffin. THAT was supposed to kill me, I barely survived. I was diagnosed with PTSD in The Netherlands Post Traumatic Stress Disorder and it is ongoing, because I returned to Sint Maarten, nothing has changed. I am supposed to give up. Many days I do, but I cannot be inactive. That is almost torture, watching a problem, whispering about a problem doing nothing about it. Every so often my moods change, but people who know me, understand me. They just let me be, until I am normal again. I have to knock on wood, I am surrounded by pretty good neighbors that look out for me. So to those who wonder how I survive, I only allow SELECT people into my life. And they are thinking about my well being when I can’t. When the elite, big shot politicians were paying people, and being paid to hire people to literally assault and kill me, there are people in my life who NEVER say anything, but they save me over and over and over again. One guy told me in 2015… This is almost verbatim, he said “Judith, we would’ve run up on you in there (in my house) a million times….Do you know how we watch your house, all day?” I said, “Because of my surveillance cameras…”. He said “No, because of your nosy neighbors, watching your house”
NEPOTISM: Have you noticed that you only see the same last names in the St Maarten government? Year after year, generation after generation. Ministers of this and that. That is the NEPOTISM that is systemic in our political system. Why should you come back to St Maarten with your PHD, knowing that you will be forced to work under one of Leroy de Weever’s low IQ, nepotistic appointed daughters or one of his hand selected nieces and nephews? That is the game. In St Maarten either you play the game or you are not allowed to eat, sleep, work or live. Those are the options educated St Maarteners are given, so most flee and never come back. They bless other countries with their brilliance. Google St Maarten election slate for the past 40 years, look at the last names. Those who want to get in are kept out or squeezed out unless they want to play these games. So the smart people who have a choice leave and live in countries where they are appreciated. CRONYISM: They only appoint the children and family of people they owe favors to. Have you ever walked into any St Maarten Civil Servant or Government office, and wondered how on earth they were employed? Cronyism, a favor for a friend. While the most qualified who refuse to be compromised are forced to beg for bread. But it is better to beg than to steal, and bend over and prostitute yourself like these people in government. It is what they do, it is what they have to do to get ahead. You won’t do it, you stay broke. It is that simple.
POLITICAL FAVORS, FOLLOW ORDERS COMMIT CRIMES NO QUESTIONS ASKED, NO MORALS, NO ETHICS: Even if you have a brain in St Maarten, you are not allowed to use it. They don’t hire based on intelligence, they hire based on the fact that you follow orders, no questions asked. Whether it’s unethical, criminal or immoral, you are expected to do it…. no questions asked. If you don’t you receive a dismissal letter like the male police officer who was being sexually harassed by Minister Stuart Johnson. We all have the emails. When he refused to sleep with the Minister for money, he received a dismissal letter. Often in St Maarten the only qualification that you need is the lack of morals, ethics and a conscience. St Maarten politicians and government civil servants strut around so proud, like we don’t know what they had to do to get that SUV. We know that we cannot get the job, because we have to sleep at night. I have 10 years of SXM government emails. There are men strutting around in three piece suits, believing that they qualified for a job. Behind the scenes, behind his back his wife is performing favors on HIS supervisors, to ensure he gets promoted, and he doesn’t even know it. This is verifiable, she knows who she is.
The elites writing up petitions unilaterally, without respecting the people enough to ask them what they want are trying to use cheap, pop psychology. Gaslighting the St Maarten people, and it is not the Dutch Government, IT WAS OUR OWN BLACK PEOPLE. So keep blaming the Boogie Man.

They told me prepare to die. So I did. In Holland I was from doctor to doctor, specialist to specialist and every last one of them were shocked and stunned at my condition. I was a DUTCH PERSON IN A DUTCH COUNTRY WHO HAD BEEN DENIED MEDICAL ASSISTANCE, because in St Maarten, they even control the doctors. The abuse, the medical malpractice. The mistreatment. When this government tried literally for Years to kill me, WHITE MAKAMBA HOLLAND CAME AND RESCUED MY BLACK ASS FROM MY OWN BLACK PEOPLE, BEFORE THEY SUCCEEDED IN KILLING ME. I was poisoned, assaulted, blackballed, blacklisted… Not because I did anything bad but because I spoke out. I speak out sometimes not to be controversial, but to say what everyone else is whispering but afraid to say. While they are marching the Elites in government are having lunch at Yvettes in French Quarter, where they can’t be seen. Once they steal enough money, rise to a higher social class, they look down on you. No matter what race they might be, or you might be. They create imaginary enemies for the people to fear, and people believe it.

I’m a traitor because I refuse to follow a larcenous, gold digging grifter in a war not for the people, but waged to avoid prison after a conviction. A war waged to avoid repaying 17 million+ that they stole from US. 6) Grisha, Marcel, Oral, Solange, Chris, Rolando did the Referendum to de-colonize St Maarten on FACEBOOK and WHATSAPP. I am in the groups and chats. They don’t know I am there, I just observe and save all chats. 7) These so called Black revolutionaries like Grisha… they all live in GATED and SEGREGATED communities like Guana Bay. I lived for 15 years in the United States, traveled to the South. I was treated better by White Southerners than any denizen of Guana Bay. PHILIPSBURG—A petition sent to the United Nations requesting two of its bodies to investigate “systemic discrimination, and racism perpetrated against the people of St. Maarten” has been met with loud rhetoric and threats from three opposition members of Parliament and Dutch Parliamentarians, respectively. On Sunday, Faction Leader for the United People’s Party (UPP) in Parliament Grisha Heyliger-Marten said: “The sudden outbursts of threats and rhetoric by some politicians suggest that we should just shut up and accept anything, including abuse, for money. Money which can’t reach the people yet since 2017.”
The Petition, submitted on March 9th, 2021 by Parliament’s legal counsel The Choharis Law Group, PLLC in Washington D.C., requests the UN to investigate several violations of international laws by means of fact-finding missions. The charges include the violation of St. Maarten’s UN-mandated right to a full measure of self-government based on absolute equality (with the Netherlands) and systemic racism perpetrated by the Dutch Government towards the Dutch citizens of the Caribbean.
The petition stems from a motion presented by MP Heyliger-Marten (United People’s Party) and subsequently passed by Parliament on November 5th, 2020 with 12 votes in favor and 3 against. In the fifth resolution of that motion, Parliament resolves to retain legal counsel to assist the Parliament and Government of Sint Maarten with ending the violations of Sint Maarten’s UN-mandated right to a full measure of self-government and completing the decolonization of Sint Maarten and the other islands of the former Netherlands Antilles.
MP Heyliger-Marten anticipated the Petition’s objection by the three local MPs, she said, “They forget that in accordance with Article 44, their role as Members of Parliament is to represent the general interest of the entire populace of Sint Maarten.” The idea that local politicians would rather grandstand to avoid upsetting “The Dutch” is a textbook reaction of a victim of abuse. “Unfortunately, most abused victims blame themselves and have a hard time putting an end to the abuse. We are not suggesting that we don’t want the relationship. We are merely saying it needs fixing. What’s good for you has to be good for my people too.
In a press release issued Sunday, MP Heyliger-Marten said: “I am very surprised by the strong reaction coming from Holland, considering the Dutch Government’s well-documented recent history of systemic racism, gross incompetence, and wide-spread corruption.”
“In 2007” the MP stated, “Prime Minister of the Netherlands and Leader of the People’s Party for Freedom and Democracy (VVD) Mark Rutte was convicted by a Dutch court for inciting racism in his policies as a State Secretary.
After that, between 2013 and 2015, the UN issued reports urging the Dutch State to combat systemic racism, based on the Blackface or “Zwarte Piet saga”. A report by the European Commission against Racism and Intolerance ECRI published on June 4 2019, said, “The hate crime and anti-discrimination legislation in Holland do not provide for sufficiently dissuasive sanctions. The scope of applying the General Equal Treatment Act AWGB is too narrow, and the authorities are not placed under an explicit duty to promote equality and prevent discrimination.”
The report also states that “the mainstream political discourse and media reporting continue to be strongly influenced by a xenophobic, fear-fueling rhetoric and politicians have openly expressed racist beliefs of biological superiority.”
Last December, the Dutch coalition Government fell based on the results of a Parliamentary investigation exposing years of covered up systemic racism, corruption, and government incompetence regarding child allowances. Yet, these same people believe that they can run the justice system and prison on Sint Maarten.”
She added: “Just this month, the Dutch Bar Association Nova’s report concluded that 7 of the 14 party manifestos conflict with the Dutch constitution related to immigration and refugees involving openly discriminating against certain groups of people or denying people access to independent judiciary. According to the report, Dutch political party VVD wants to adapt or pull out of the United Nations refugee treaty, and the VVD’s coalition partner CDA of State Secretary Knops would be breaking the law by cancelling refugee permits for people deemed to be radicalized.

So, looking at all these developments in the Netherlands in the 21st century alone, the Dutch Government doesn’t need a petition from Sint Maarten to point out the racism-based lawlessness that they perpetrate against their own citizens including us here in the Caribbean. The petition merely confirms these facts and requests the UN to call Holland to order”, Heyliger-Marten said.
The claim that this Petition will “offend the Dutch”, causing them to stop providing aid, was refuted by Heyliger-Marten. She said, “The only way to stop a bully is to confront them” and further stated that “If they stop the funding, especially considering the harsh conditions they set for us to get it, and threatened us to withhold support from us if we did not give our autonomy, that will be equal to pleading guilty to the charges in the Petition.”
The motion and petition don’t suggest that we don’t want a relationship with the Netherlands. On the contrary, both documents point out that the relationship needs fixing based on the international laws that the Netherlands themselves signed on to and always say to uphold. What’s good for Dutch citizens has to be good for the people of Sint Maarten too.
“I have always supported our Prime Ministers with her negotiations. But I have always made it clear that these agreements must not be in violation of any laws be they on a local-, Kingdom-, or international level. The Petition is in line with this standpoint,” said Heyliger-Marten.
Heyliger-Marten concluded by saying that the abuse and unequal treatment of Caribbean Dutch citizens by the Dutch Government needs to end once and for all. “It is unfortunate that a petition was needed for the UN to once again weigh in on the Dutch Government’s policies” she stated. But if that’s what it takes to protect the rights of the citizens of Sint Maarten, we as Parliament have the right and obligation to follow that route.
