This urgent Public meeting, which was adjourned on June 29, 2022, will be reconvened on Wednesday at 15.30 hrs.
in the General Assembly Chamber of the House at Wilhelminastraat #1 in Philipsburg.
The Minister of Public Housing, Spatial Planning, Environment, and Infrastructure (VROMI) will be present.

Deadline extended for submission of nominees for the President of Parliament Award 2022
Parliament has extended the deadline for persons to submit their nominations for the President of Parliament Award. Persons now have until Friday August 19, 2022, to submit their nominations.
The application form can be found on the Parliament’s website: www.sxmparliament.org, under the tab ’Public’.
The Parliament of Sint Maarten encourages, the public to submit nominations for the Annual President of Parliament Award 2022 of a youth(s) who has contributed to the community and the country positively whether it be academically, voluntary or in sporting achievements.
Any citizen of Sint Maarten who believes that an individual meets the criteria can send the nomination to the Parliament of Sint Maarten.
The eligibility criteria are:
• the candidate must have the Dutch nationality and/or has been legally residing in Sint Maarten for 10-years or more consecutively, and has been registered in the Civil Registry for that period of time
• must be between the ages of 15-24 years
• has made a worthwhile contribution to the development of the community and the country
• these contributions/achievements must have taken place within the last three years
• contributions/achievements must have been made while the individual was acting as a private citizen, not as an appointed or elected government official
• and must have demonstrated a capacity for leadership and ability to motivate

The Sint Maarten Country Reform Package which was established in 2020 consists of acombination of short-term measures and longer-term structural reforms that are necessary to make Sint Maarten financially, economically,
and administratively resilient.

For the theme ‘Education and Care’,
a preliminary review of Sint Maarten’s Education System was regarded as the first step.
This review, commenced by the Inspectorate of Education, Culture, Youth and Sport (ECYS) in collaboration with the Inspectorate of Onderwijs,
Cultuur en Wetenschap (OCW) of the Netherlands in April 2021.
The screening of the education sector resulted in an Interim Report that was delivered in March 2022.
The Interim Report of Sint Maarten’s Education Review established 10 recommendations.
These recommendations consist of the following:
Establish a reliable and sustainable data registration system for key figures.
Improve the educational process.
Provide a continuous learning path.
Enhance the connection between education and the labor market.
Develop a mature governance structure.
Ensure up-to-date and adequate legislation.
Organize an efficient and transparent budgetary system.
Strengthen financial accountability.
Guarantee the basic conditions for good education.
Analyze inefficiencies in the education system.
In follow up to the Interim Report, a Comparative Analysis was drafted by the staff of the Department of Education in collaboration with the Ministry’s departments.
The Comparative Analysis presented a comparison of the recommendations stemming from the Interim Report against the tentative MECYS Budget for 2022, the Department of Education’s Annual Plan 2022 and current work in progress.
The analysis also included the Objectives for Education outlined in the Governing Program 2021-2024 and the Strategic Plan MECYS 2016-2026, as well as recommendations stemming from the
Aruban Interim Report.
The Interim Report of the Education Review of Curaçao was not yet published at the time of the Comparative Analysis, and thus, was not included.
The aim of the Comparative Analysis was to establish the efforts that are currently being realized by MECYS to improve the Education System and to identify the areas outlined in the recommendations that are not yet being addressed.
While there were many similarities between the recommendations made in the Aruba Interim Report and the Sint Maarten Interim Report, it was concluded that the unique situations of the islands were taken into consideration.
It was also concluded that all the proposed recommendations stemming from Sint Maarten’s Interim Report are being addressed,
albeit that some subrecommendations may require additional consideration.
All key recommendations are also related to the Vision and Strategic Plans of the Government and MECYS as captured in the Governing Program and Strategic Plan 2016-2026.

Parliament New Video 9 Why didn’t The Minister Submit Documents?
The Ministers of Justice of the Kingdom of the Netherlands meet twice a year to discuss a common approach to, among other things,
organized crime, migration and border security.
On Monday 15 August 2022, this so-called Four-Party Judicial Consultation (JVO) took place in The Hague with the Ministers of Justice Tjon (Aruba), Hato (Curaçao),
Yeşilgöz-Zegerius (Netherlands) and Richardson (Sint Maarten).
An effective migration policy and reinforced border control in accordance with international obligations is of great importance for the entire Kingdom.
As a result of the large influx of migrants from Venezuela since 2014,
increasing attention is being paid to the issue of migrants in the countries,
including the return of migrants.
During the JVO agreements were made to cooperate more intensively in the field of return and repatriation.
The aim is to establish a strong cooperation network that promotes a humane,
transparent and efficient return process, with a special focus on sustainable reintegration and voluntary return.
Agreements have also been made about the evacuation of children during and after a natural disaster within the Kingdom, in order to be able to evacuate children quickly, safely and with sufficient guarantees.
The Caribbean Coastguard carries out investigative activities, combats human trafficking and smuggling and the transport of illegal goods,
and cooperates in the fight against terrorism.
Important activities in cooperation with partners to keep the area safe and to intercept regional illegal flows.
New guidelines for these justice tasks of the Coast Guard have been sealed by the ministers in the JVO so that the exchange of information and sharing of knowledge and specialisms is improved.
In addition, a new cooperation agreement has been concluded between the fire brigades Aruba, Curaçao,
Sint Maarten and the BES. This will continue the successful cooperation in the field of training and crisis management for another 3 years.
The aim of the six-monthly consultations is to agree on a joint, coordinated approach to the common judicial affairs of the countries.
During the consultations, Minister Yeşilgöz-Zegerius also represents the interests of the Caribbean Netherlands:
Bonaire, Saba and St. Eustatius. The next JVO will take place in January 2023 in Aruba.
