Latest: Tropical Storm Karen is headed towards Puerto Rico and Windward Islands with intense rain and winds up to 40 mph

(Reuters) – Tropical Storm Karen took shape near the Windward Islands of the Caribbean on Sunday as it headed for the U.S. territory of Puerto Rico, still struggling to recover from devastating back-to-back hurricanes in 2017.

Karen, packing maximum sustained winds of 40 miles per hour (65 kph), is on track to pass near or over Puerto Rico and the Virgin Islands on Tuesday as a tropical storm, the U.S. National Hurricane Center (NHC) in Miami reported.

In addition to high winds, forecasts called for up to a half foot (15 cm) of rain in parts of Puerto Rico, and as much as 4 inches (10 cm) elsewhere on that island, with warnings of possible flash floods and mudslides.

Karen, the 11th named storm of the 2019 Atlantic hurricane season, formed on Sunday afternoon east of the Lesser Antilles, prompting tropical storm warnings for the islands of Grenada and St. Vincent and the Grenadines.

But the storm was turning northward and was expected to move away from the Windward Islands by evening, according to the latest NHC advisory.

A tropical storm watch was posted on Sunday for Puerto Rico, the U.S. Virgin Islands and British Virgin Islands. While those islands lie in Karen’s projected path for landfall on Tuesday, little change in the storm’s strength was forecast for the next 48 hours, the NHC said.

Puerto Rico, buffeted by political turmoil and bankruptcy, was spared a potential new disaster last month when Hurricane Dorian skirted past the U.S. island territory, only to subsequently lay waste to the northern Bahamas.

Two years ago, Puerto Rico was still getting back on its feet from Hurricane Irma when it took a direct hit from Hurricane Maria, which destroyed roads and bridges and left much of the island without electricity for months. Some 3,000 people perished in that storm, the deadliest in the island’s history.

A separate Atlantic tropical storm, Jerry, had higher sustained winds, clocked at 65 mph (100 kph), but remained farther from land on Sunday, the NHC said.

Forecasts called for Jerry to veer sharply to the northeast and pass Tuesday night near Bermuda, far off the South Carolina coast, although no watches or warnings were posted as yet.

Is the St Maarten Government officially down?

A solid source contacted the blog about an hour ago with the news that the St Maarten government was officially down.

That would be no surprise and the hurricane weather is the perfect distraction.

Did the doctor bail?

Has Brownbill had enough?

What is clear, is that something big has occured behind the scenes, but until there’s verification, it’s just more sxm political speculation.

Bloggers can opine and speculate, I am speaking to people in the know behind the scenes, any breaking info will be posted here and at FB.

The meeting with Dutch State Secretary Knops which will now take place on Wednesday, Sept 25 from 10-11 am.

This meeting will be streamed live via FB, radio and one can attend in the public tribune.

Opposition so busy with focusing on this meeting that they forget we donโ€™t have a majority in parliament. ๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚

They forget to try to form a Coalition with God knows who. I heard all rumors this week. Except SMCP joining anyone and Thank God for that. ๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚

First my Pink pants had them distracted, now it is the meeting with Knops. Mission accomplished ๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚

Poor me, just doing what I need to do as MP to bring the very same person to Parliament which they have spoken over and over about for the last year. ๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚

Some of the very same opposition MPs even suggested to the PM via the Chair that Knops should come to Parliament, others said Knops was the PM of SXM but today they Crybawling for the PM to come because we not accountable to Knops. ๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚

My message to the opposition is donโ€™t show up to the meeting if you feel you donโ€™t need to attend. That remains your choice. You can even motivate your reason for being absent and book it in with Parliament.

But definitely you wonโ€™t take away SMCP right in Parliament to call a meeting, supported by two MPs as the rules of order prescribes, to enlighten the people and create an open dialogue on the reconstruction process which directly involves the Dutch.

But I know why they really upset. ๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚

I challenge the opposition to come and tell Knops to his face what they have been saying via the meetings they called with the COM.

Tell Knops to his face keep your trust fund money and liquidity support.

Tell Knops what PLAN B is and that you want INDEPENDENCE.

Each member of Parliament will have time to use as they see fit during that meeting.

I intend to use my time to ask some questions.

So far as my support for this Government, by now I am pretty sure people know that I support the PM fully and the Ministers in the COM. Even any Minister I believe is creating the lack of cohesion until further notice. I remain accountable for that support also.

FOCUS ON THE COUNTRY AND NOT MY REQUEST TO CALL KNOPS TO PARLIAMENT!!!

At 5:00 am, the center of Tropical Storm Karen was located near latitude 11.9 north, longitude 60.2 west or about 461 miles south of St. Maarten. Karen is moving toward the west-northwest near 09 mph (15 km/h) and this general motion is expected to continue today. A turn toward the northwest is forecast to occur on Monday, followed by a turn toward the north on Tuesday. On the forecast track, Karen will move across the Windward Islands this afternoon and tonight, and emerge over the southeastern Caribbean Sea Monday morning. The center of Karen is forecast to pass 145 miles west of St. Maarten on Tuesday afternoon.

Maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Little change in strength is forecast during the next 48 hours.

Tropical-storm-force winds extend outward up to 125 miles (205 km) from the center.

2. A strong tropical wave along the west coast of Africa is already producing thunderstorm activity that is showing some signs of organization. Environmental conditions are conducive for further development, and a tropical depression or tropical storm is expected to form on Monday or Tuesday while it moves westward to west-northwestward across the eastern tropical Atlantic at 15 to 20 mph.

The Meteorological Department of St. Maarten will continue to monitor the progress of these systems and update the public accordingly.

World Bank Approves Sint Maarten Airport Terminal Reconstruction Project

WASHINGTON, Sept. 20 — The World Bankissued the following news release:
The World Bank on Thursday approved the U.S. $72 million St Maarten Terminal Reconstruction Project. The project is designed to restore full service at the Princess Juliana Airport in Sint Maarten, damaged during the 2017 Atlantic hurricane season.
The project will finance the reconstruction and purchase of equipment for the airport’s terminal and aims to return the airport to its pre-hurricane passenger handling capacity of 2.5 million passengers per year. It also focuses on enhancing Princess Juliana International Airport’s resilience to future extreme weather events.

The approved project will be financed by the Netherlands Government through the World Bank-managed Sint Maarten Reconstruction, Recovery and Resilience Trust Fund (Sint Maarten Trust Fund). Reconstruction will be co-financed by an additional US$50 million from the European Investment Bank and US$7 million from Princess Juliana International Airport Operating Company N.V., the airport’s operating company (PJIAE).

THE Project includes support to PJIAE’s operating expenditures should weather-related or other risks materialize during the reconstruction, as well as capacity building activities for the Government of Sint Maarten and PJIAE.

The 470 million euros (US$553.4 million) Sint Maarten Recovery, Reconstruction and Resilience Trust Fund is managed by the World Bank and financed by the government of the Netherlands. The Trust Fund provides financial resources and technical support to Sint Maarten’s National Recovery and Resilience Plan (NRRP) and its goals of restoring economic, community and governance infrastructure, as well as service delivery. Four projects amounting to US$134 million are under implementation by the Government of Sint Maarten.

Sint-Maarten schrikt van aardbeving: ‘Een orkaan zie je aankomen, dit niet’
Drie en een halve maand na orkaan Irma is Sint-Maarten opnieuw opgeschrikt door natuurgeweld. Een vrij krachtige aardbeving van 5.2 op de schaal van Richter zorgde even voor paniek onder de bewoners.

Sint Maarten KMar 7″Het was akelig, echt vreselijk”, vertelt Ivy Essed-de Keyzer aan RTL Nieuws vanuit de hoofdstad Philipsburg. Ze heeft wel vaker aardbevingen gevoeld, maar ‘nog nooit zo hard en dichtbij’. Het epicentrum lag ongeveer 30 kilometer uit de kust, op zo’n 75 kilometer diepte.

“Ineens een harde knal”
“We zaten gezellig in de kamer met vrienden die kerstcadeautjes kwamen brengen. Ineens was daar een harde knal. We dachten eerst dat er een botsing was op straat, maar daarna begon het hele huis te trillen. We zijn toen naar buiten gerend, de trap af naar beneden. De buren kwamen ook allemaal naar buiten.”

Ivy vertelt dat ze een heel sterk huis heeft, maar dat de schok desondanks groot was. “Ik zat op de vloer. Ik voelde het trillen door mijn hele lichaam. Iedereen was in paniek.”

Naschokken
Ivy heeft nog een tijdje buiten gestaan omdat ze bang was voor naschokken. Die zijn tot op heden uitgebleven. “Je bent wel op je hoede. Als er een grote vrachtwagen langskomt, en het begint te trillen, dan denk je wel even: was het wel echt die vrachtwagen of was er weer een aardbeving?”

“Zo’n aardbeving kan elk moment gebeuren. Dat maakt het spannend. Een orkaan zie je aankomen. Dan kun je een veilig heenkomen zoeken. Zo’n aardbeving komt plots, dat maakt het zo akelig.”

Of de aardbeving voor veel (nieuwe) schade heeft gezorgd op het eiland, is nog niet duidelijk.

Saint Martin was shocked by the earthquake: ‘You see a hurricane coming, but not this’
Three and a half months following hurricane Irma, Sint Maarten was once again startled by nature. A fairly powerful earthquake measuring 5.2 on the Richter scale caused panic among residents.

“It was horrible, really terrible”, says Ivy Essed-de Keyzer to RTL News from the capital Philipsburg. She had experience earthquakes often before, but ‘never been so powerful and close’. The epicenter was about 30 kilometers off the coast, at a depth of about 75 kilometers.

“All of a sudden there was a loud bang”
“We were sitting comfortably in the room with friends who were bringing Christmas presents, and suddenly there was a loud bang, first we thought there was a collision on the street, but then the whole house started to shake and we ran out, down the stairs and the neighbors also ran out. ”

Ivy says she has a very strong house, but the shock was nevertheless great. “I was on the floor, I felt the vibrations throughout my body, everyone was panicking.”

Aftershock
Ivy stood outside for a while because she was afraid of aftershocks. They have not been up to now. “You’re on your guard, when a big truck comes by and it starts to vibrate, you think for a moment: was it really that truck or was there another earthquake?”

“Such an earthquake can happen at any moment, which makes it more frightening, you can see a hurricane, then you can look for a safe place.” This kind of earthquake arrives suddenly, which makes it infinitesimally worse . ”

Whether the earthquake caused a lot of (new) damage on the island is not yet clear.
