First steps taken in nation building movement
The Ministry of General Affairs has been working diligently to provide framework for its new campaign on electoral reform. The project is a multipronged approach, including collecting data on public input, assessing information, and providing feedback for the people of Sint Maarten.
As such, a survey was created so that the people of Sint Maarten can access, as well provide input in electoral reform. This survey is the first step, which is the gathering of data. Subsequently, there will be district townhalls set up over the course of this month, providing an even greater opportunity for opinions to be heard. Further information on the townhalls will be provided soon.
“We would like to encourage the public to use their voice and fill out the survey. With the information collected we can then ascertain a full scope for policy development. This was one of the platforms I personally championed, and I am very pleased to see it come to fruition. It is imperative that we focus on the importance of nation building as we move forward with legislation. I urge the public to participate in and fill out the survey, no matter what their political views. This is an opportunity to be heard on a platform where it matters.” said Prime Minister Jacobs.

Aviation Authorities of the Dominican Republic and St. Maarten have resolved the issues affecting airlifts between the two countries following the intervention of Acting Minister of Tourism, Economic Affairs,
Transportation & Telecommunication (TEATT) Omar Ottley on Tuesday. Based on the resolution Ottley has given the approval for Director of St. Maarten Civil Aviation Authority Mr. Luis Halley to recall the letter he sent banning flights from the Dominican Republic as of August 5.
Minister Ottley held an emergency meeting on Tuesday with Foreign Affairs representatives for the Government of St. Maarten, the Secretary General of the Ministry of TEATT, the head of the Tourism Bureau, and the Director of Civil Aviation. The goal was to ascertain what resulted in the St. Maarten Civil Aviation Authority issuing the ban on flights from the Dominican Republic and to find a more amicable solution that does not leave thousands of passengers stranded for the summer.
A letter sent by the Director of St. Maarten’s Civil Aviation Authority sparked significant concern within the community as he decided to suspend flights between the Dominican Republic and St. Maarten. His action was in response to a decision by the Civil Aviation Authority of the Dominican Republic to stop local airline WINAIR from flying to and selling airline tickets in the Dominican Republic.
During the emergency meeting, Minister Ottley suggested that Mr. Halley contacted the Civil Aviation Authority in the Dominican Republic to learn more about their decision (Resolution 172-2022) to deny St. Maarten flagship carrier WINAIR traffic rights between St. Maarten and the Dominican Republic.
Based on information gathered and the agreements reached, Ottley and his team advised the Director of Civil Aviation in St. Maarten to recall the initial ban on airlifts from Dominican Republic. A letter will be sent to the Civil Aviation Authority in the Dominican Republic informing them of the decision to rescind the letter banning airlifts effective August 5 and thanking them for allowing WINAIR to resume airlifts between the two countries.
“It must be clear that we are equally interested in the airlifts between the Dominican Republic and St. Maarten and will defend our goal to have our local carriers branch out to these islands to offer services reciprocally,” said Ottley. He said the two countries now have a mutual understanding, and it was agreed that WINAIR would continue its charter services to Dominican Republic and sell tickets there throughout August.
Airlines from the Dominican Republic can also fly to St. Maarten if their airlift agreement has not expired.
Based on this agreement, Ottley said WINAIR would also be allowed to apply for a Commercial airline service license in the Dominican Republic, which it will receive once the airline complies with the required regulations.
“It is important that we understand the need to protect our own, which I believe was the premise of the letter sent in the first instance. However, we must also recognize that at times our actions can harm more than help, and therefore diplomacy is sometimes a better avenue of travel,” said Ottley.
Ottley said the same reciprocity goes for airlines from the Dominican Republic whose service agreements are still valid for St. Maarten or are requesting new service dates.
Prime Minister tours PJIAE reconstruction project

Silveria Jacobs participated in an invited tour which further apprised her of an update on the Airport Terminal Reconstruction Project on August 2, 2022.
Spearheading the walkthrough tour of the terminal building were members of the PJIAE Management Board,
CEO, Brian Mingo, CFO, Ben van der Klift and the Project Management Unit (PMU).
The Prime Minister was guided through the former Check-In, Arrival, and Departure Halls of the airport to gain more insight into the themed
“Airport of the Future” project. The Management Board also gave a clear timeline of the reconstruction project.
“I was happy to see some development despite the challenges faced with adapting to some night work due to the excessive noise.
It’s good to see the interior taking shape, seeing the material on the ground ready for install. I’m looking forward to the official update and progress report.
However, getting a first-hand look from time to time, is always more comprehensive than a written report.” said Prime Minister Jacobs of the construction.

“It is significant to note that the Honorable Prime Minister has always prioritized the Airport Terminal Reconstruction Project and today’s tour was no different as she took a hands-on approach to view the construction site first-hand.
Our team will continue to be transparent with the phased-plan project and deliver the much anticipated “Airport of the Future”.
The Airport Terminal Reconstruction Project is an essential development that will modernize the 15-year-old terminal building, that encountered catastrophic damages by hurricane Irma in 2017.
The Princess Juliana International Airport Operating Company N.V. (PJIAE) and the National Recovery Program Bureau (NRPB) implemented the reconstruction project. Subsidization of the project is by the
St. Maarten Trust Fund, managed by the World Bank, and the European Investment Bank (EIB), through a loan from the Government of St. Maarten to PJIAE N.V. Noteworthy is the project is also funded through the Princess Juliana International Airport.

This Tuesday, August 2, 2022, the air masses crossing our territories bring less and less PM10 fine particles. The air quality is improving compared to the past few days.
The ATMO indices are still “degraded” for Saint-Martin.
The air masses arriving in our territories should carry few atmospheric pollutants.
Fine particle concentrations should be the highest tomorrow. Gwad’Air provides indices: “average” ATMO for Saint-Martin.
The ATMO index calculation method is defined by regulations at the national level and is based on observation data from background air quality monitoring stations (concentrations of nitrogen dioxide (NO2), ozone (O3),

Les masses d’air arrivant sur nos territoires devraient être peu porteuses de polluants atmosphériques.
Les concentrations en particules fines devraient être les plus importantes demain.

1st case of the Monkeypox, Latest From Health Minister Ottley
First case of monkeypox, has been identified on French, Saint Martin
On Monday , August 1st, the ARS informed the public that a patient infected with the monkeypox virus has been identified on the French side of the island and was placed in solitary confinement. Minister Ottley urges the public to remain vigilant of the precautionary measures of the virus.
Monkeypox can be transmitted from person to person by close contact with lesions, body fluids, respiratory droplets and contaminated materials.
During most contaminations, the symptoms are mild and can be treated at home. Symptoms of monkeypox can include; fever, headache, muscle aches and backache, swollen lymph nodes, chills, exhaustion, respiratory symptoms (e.g. sore throat, nasal congestion, or cough, a rash that may be located on or near the genitals or anus but could also be on other areas like the hands, feet, chest, face, or mouth. The rash can look like pimples or blisters and may be painful or itchy; they will go through several stages, including scabs, before healing.

Monkeypox symptoms usually start within 3 weeks of exposure to the virus. If someone has flu-like symptoms, they will usually develop a rash 1-4 days later.
The virus can be spread from the time symptoms start until the rash has healed, all scabs have fallen off, and a fresh layer of skin has formed. The illness typically lasts 2-4 weeks.
Collective Prevention Services (CPS), and the airport health workers are aware of the current situation and are prepared to take the necessary steps to ensure the best possible screening and precautionary measures.
