Town planning / PADSM: the population will once again be able to participate in the drafting of the document

Work related to the development of the Saint-Martin Planning and Development Plan (PADSM) has been underway since January last year. After the participatory workshops organized in October and open to the entire population, the Collectivity is proposing a new stage in the construction of this planning tool and invites the public to take part in workshops on the urban development of Saint-Martin, February 14 to 25.

The workshops will take place over a week of exchanges. Four working groups will be deployed in the main districts of Saint-Martin: Quartier d’Orléans, Grand Case, Marigot and Sandy Ground. The objective of these collective workshops, organized both outdoors and indoors, is to work at the neighborhood level on the creation of urban development plans.

The workshops will be open to the entire population, residents wishing to take part in the process, representatives of neighborhood councils, members of socio-professional federations and associations, subject to a gauge of 20 people per working group.

Due to health restrictions, prior registration for workshops is mandatory via the address: padsm@com-saint-martin.fr

Participants are informed of the need to attend workshops regularly, with each working group being invited to reflect daily, for a week, on the production of development plans.

Workshops from Monday 14 to Friday 18 February, from 3:00 p.m. to 7:00 p.m.

Due to the Covid-19 epidemic, the baccalaureate specialty exams, scheduled for March 14 to 16, have been postponed to May 11, 12 and 13, 2022, the Ministry of National Education announced last Friday.

The baccalaureate specialty exams, which account for 32% of the final mark, will take place from May 11 to 13, 2022, i.e. a two-month postponement, with two weeks of vacation in the middle. This will give students and teachers an additional six weeks of lessons to complete the program.

The specialty tests were initially scheduled for March 14 to 16, in order to count in Parcoursup. This new development will not make it possible to integrate specialty notes into Parcoursup: only continuous assessment will count.

“The program of events will be the same as that fixed for the month of March. The candidates will therefore not have more themes to revise, but only more time to work on the initial program, ”detailed the ministry.

In addition, “the two days preceding the tests will be devoted, in the establishments, to the revisions of the exams, the students of Terminale having only their specialty courses”, he added.

Third development of the ferry in three years

In its press release, the ministry underlines that the current health situation “has consequences, not only on the very organization of the examinations, but also and above all on the conditions of preparation of the candidates”, because “of the numerous and successive absences for illness “.

“Keeping the tests unchanged in March would therefore have led to breaches of equality between candidates depending on the territories or personal situations,” he added.

These written tests, which concern the two “specialties” chosen by high school students in Terminale, were born from the reform of the baccalaureate decided by Jean-Michel Blanquer. They count for 32% of the final grade for this exam. They have never been organized before, due to the health crisis.

In 2021 (first year of the new baccalaureate), these tests had been canceled and replaced by continuous assessment. This is the third time that the ferry has been fitted out, since the start of the pandemic.

JUSTICE: 500 euros suspended for stealing water from Saur

A resident of Cul de Sac, partly French, JB, was accused by Saur of having made an illegal connection to connect to the drinking water distribution network. The company filed a first complaint in 2019 but it was dismissed. A year later, she filed a second complaint that would lead to legal proceedings.

Accused of stealing water, JB appeared before the Saint-Martin local court in mid-January. The case had been enlisted in October 2020 but had been adjourned at the request of the defence.

In 2019 and then in 2020, JB made connections to the network because he needed water urgently. At the helm of the court, JB claims to have contacted Saur several times to have a new meter installed, his being defective. “It’s an obligation,” says his lawyer. But nothing is done. The court is surprised that JB did not bring any action against the company.

In his defence, JB insists on his multiple unsuccessful requests and that he paid for the water he stole. His lawyer also reveals that his client pays a subscription to Saur.

After deliberation, the court pronounced a sentence in accordance with the requisitions of the prosecution, i.e. a suspended fine of 500 euros. He received the civil party application from Saur but dismissed his claims for compensation due to the lack of supporting documents.

A Chinese restaurant victim of an armed robbery

Last Thursday evening, an armed robbery was committed in a Chinese restaurant located rue de Hollande.

According to our information, an armed and hooded individual burst into the establishment and forced the staff to hand over the contents of the cash box to him at gunpoint. The robber left with loot, the amount of which remained to be assessed.

As soon as the alert was given, a gendarmerie patrol converged on the scene of the robbery.

If no injuries are to be deplored, the restaurant staff were very shocked by what they experienced.

Les 20 et 27 mars, les Saint-Martinois seront appelés pour la quatrième fois à élire les 23 membres du conseil territorial depuis le passage en Collectivité. Il s’agit d’une échéance importante puisque les hommes et les femmes élus sont ceux qui gouvernent le territoire durant cinq ans et qu’ils disposent de pouvoirs plus élargis qu’un maire ailleurs en France, la Collectivité ayant davantage de compétences qu’une simple commune. Pourtant, ce suffrage local peine à attirer les citoyens.
En seize ans, Saint-Martin a gagné 5 873 nouveaux électeurs potentiels pour atteindre 18 905 personnes inscrites sur les listes électorales, mais seules 1 427 personnes supplémentaires ont voté au second tour en 2017 par rapport à 2001 (9 204 contre 7 777).
En 2007, lors des premières élections territoriales, quasiment le même nombre de personnes qu’en 2001 avait voté (de l’ordre de 7 800). Cependant rapporté au nombre de personnes inscrites sur les listes électorales, le taux de participation était en baisse de 10 %.
En 2012, le taux de participation a enregistré un regain de 5 points avec 9 871 votants, soit + 2 094 votants. Toutefois, il aurait pu être davantage élevé puisqu’entre 2007 et 2012, 4 877 nouvelles personnes s’étaient inscrites sur les listes.
Entre 2012 et 2017, alors que le nombre de personnes inscrites sur les listes électorales a progressé de 5,5 % (+996 personnes), le nombre de personnes ayant voté au second tour a baissé de 6,75 %. En mars 2017, 9 204 personnes ont voté, soit 667 de moins qu’en 2012. En cinq ans, le taux de participation a chuté de 10 points, passant de 55 à 45%.
Reste à voir si les candidats aux prochaines élections parviendront à mieux mobiliser.

Suspects arrested for possession of stolen vehicle.

On January 2, 2022, two tourists were robbed on Mullet Bay Beach by two culprits brandishing knives. They robbed the victims of their rental car.
In the follow-up investigation, two individuals were arrested for being in possession of this stolen vehicle.

In the course of this investigation, more supporting items were collected. Items that were seized and recovered from the vehicle point to other individuals believed to be involved in this incident, which may lead to more arrests in the near future.

The Special Unit Robbery (SUR) is requesting any information from persons, who may know the suspects connected to this investigation, to share this information with the investigating detectives.

The St. Maarten Police Force (KPSM) is currently in the process of implementing their action plan in the interest of safe traffic.

On January 31, 2022 between 07.00 and 08.00 AM, a control was carried out by the police at the intersection Lilly road and Gladiola road.
During the course of this action, a total of 13 cars were stopped and controlled and 12 fines issued.

KPSM will be continuously carrying out these controls, chiefly due to the fact that some road users are not respecting nor obeying traffic regulations of Sint Maarten. Their behavior has become a nuisance to the community and, more important, it endangers the lives of others.

Sint Maarten Police (KPSM) will be taking preventive and repressive actions in the interest of traffic safety in the coming period.

Personnel of the traffic department have dealt with several major accidents over the last 4 weeks which resulted in several persons being severely injured.
It is hard to imagine the amount of material damage that have been caused at the scene of some these accidents.

With this in mind, the police have deployed a plan of action with a view to first inform the public about their driving behavior and the consequences thereof. In addition, action will be taken against drivers not abiding by the rules set forth in traffic ordinance; and other legal regulations applicable on Sint Maarten.

These coordinated actions were implemented over the weekend with two controls focusing on the behavior of drivers and technical requirements of the vehicles.

The first control was carried out on Sunday January 30, 2022 in the morning hours at Union Road, Cole Bay whereby 47 vehicles were stopped and controlled. A total of 10 fines were issued for various offenses, several drivers were warned about their driving behavior and the consequences this may have on their own and/or others’ lives.

A second control was held shortly after on the Airport Road, whereby 53 vehicles were stopped, 12 fines were issued for various offenses and several drivers were warned about their driving behavior in traffic. Two scooters were stopped and taken confiscated. The riders were also given fines.
KPSM will be continuously carrying out these controls, chiefly due to the fact that some road users are not respecting nor obeying traffic regulations of Sint Maarten. Their behavior have become a nuisance to the community and, more important, it endangers the lives of others.

During the night from Friday to Saturday the police together with immigration personnel from TEATH and other government agencies conducted a control on several licenses establishments in connection with violations of the Covid-19 measures enacted by the Government of St. Maarten for the safety of the general public.

One such check was carried out at a licensed establishment located at Brouwers Road. This particular premises, have in the past, been issued several fines; yet the owner declined to comply with the stipulated conditions and frequently continued to operate after hours.
It became common that the proprietor would refuse to unlock the entrance for inspectors and then simply continued to operate after closing time.

Over the weekend another control was conducted on the mentioned venue. As custom, the proprietor refused to open the doors of the establishment.
Requests were made several times to open the business but he refused. Contacts were later made with the Public Prosecutor’s office and, with the necessary approval, the door of the establishment was opened.

It later emerged that the establishment had been opened after the closing time and was frequented by a number of patrons.
A general control was conducted by the team on the premises. This resulted in immigration arresting 8 persons for violation of the National Ordinance on Admission and Explosion.

The owner/license holder could not be located at that time but, again another fine was issued to the permit holder.
These inspections will be continued during the upcoming period.

The traffic department is still currently investigating the accident that took place early Saturday morning in which (5) five persons sustained injuries in a three-vehicle crash.

According to the personnel of the traffic department, the passenger of the Grey Audi has suffered serious injuries including broken ribs, a broken hip and multiple lacerations.
This victim is stable condition. Other victims have only sustained minimal injuries.

During this investigation, the police have reviewed several images that show the cause of the accident. This investigation is ongoing.
