The Parliamentary factions of the National Alliance (NA) and United St. Maarten (US) party hereby inform the
WASHINGTON D.C. September 19, 2019 – The World Bank on Thursday approved the US$72 million Sint Maarten Airport Terminal Reconstruction Project. The project is designed to restore full service at the Princess Juliana International Airport in Sint Maarten, damaged during the 2017 Atlantic hurricane season.
The project will finance the reconstruction and purchase of equipment for the airportâs terminal and aims to return the airport to its pre-hurricane passenger handling capacity of 2.5 million passengers per year. It also focuses on enhancing Princess Juliana International Airportâs resilience to future extreme weather events.
The approved project will be financed by the Netherlands Government through the World Bank-managed Sint Maarten Reconstruction, Recovery and Resilience Trust Fund (Sint Maarten Trust Fund). Reconstruction will be co-financed by an additional US$50 million from the European Investment Bank and US$7 million from Princess Juliana International Airport Operating Company N.V., the airportâs operating company (PJIAE).
THE Project includes support to PJIAEâs operating expenditures should weather-related or other risks materialize during the reconstruction, as well as capacity building activities for the Government of Sint Maarten and PJIAE.
The 470 million euros (US$553.4 million) Sint Maarten Recovery, Reconstruction and Resilience Trust Fund is managed by the World Bank and financed by the government of the Netherlands. The Trust Fund provides financial resources and technical support to Sint Maartenâs National Recovery and Resilience Plan (NRRP) and its goals of restoring economic, community and governance infrastructure, as well as service delivery. Four projects amounting to US$134 million are under implementation by the Government of Sint Maarten.

Defense Minister Ank Bijleveld is visiting the windward islands in the Caribbean this week. In addition to visits to Dutch soldiers on Sint Maarten, Saba and Sint Eustatius, she also conducts discussions with the various authorities on the islands. On Thursday 26 September, Minister Bijleveld will visit the Royal Netherlands Marechaussee’s family day, the Pointe Blanche naval support point, the Belair location of the Royal Netherlands Marechaussee and the coast guard support point. There is also a conversation with the Governor of Sint Maarten, Eugene Holiday and with the outgoing Minister of Justice Cornelius de Weever. On Friday, September 27, talks are scheduled on Saba and St. Eustatius with the staff present at the Royal Netherlands Marechaussee and with Saba’s lieutenant governor and government commissioner on St. Eustatius. The minister makes the visits to Saba and St. Eustatius with the coast guard cutter Poema. The minister’s visit (26-28 September) falls during the hurricane season in the Caribbean. Earlier this month the Zr.Ms. Johan de Witt and the Zr.Ms. Snellius already provided assistance in the Bahamas. Sint Maarten was hit hard two years ago by hurricane Irma. The island is still rebuilding. Bijleveld wants to keep abreast of the work of Dutch soldiers, their living and living environment and the progress of the repair work since the hurricane has crossed the island.

PHILIPSBURG – The Council of Ministers has invoked Article 59 of the Constitution to dissolve Parliament and send voters back to the polls for new elections.
If elections were to be held it would be to elect the ninth Parliament in nine years since St. Maarten became a country within the Dutch Kingdom on October 10, 2010.
Caretaker Prime Minister Leona Romeo-Marlin made the announcement of invoking of Article 59 at what was called an urgent Council of Ministers press conference on Monday, the invitation of which was received by The Daily Herald three minutes before the conference was scheduled to start.
In a statement read during the live broadcast, the PM levelled a number of accusations against coalition and opposition MPs as well as of ministers within the Council. She alluded to statements she made last week that the current political impasse would have been addressed and clarity sought when Governor Eugene Holiday had returned to the country and she would have then informed the population.
She said a culture of fear increasingly governed the now former coalition and this created a toxic unworkable environment. âThe country became ungovernable, with many individual coalition members in Parliament who thought that they should dictate what the COM (Council of Ministers), or an individual minister, should do, with complete disregard to our constitution and in violation of the path of office they had taken,â the PM said.
âThe higher tenet of the Trias Politica was consistently at jeopardy. We were also all aware that there are influential people, outside of Parliament, actively attempting to take the countryâs driversâ seat, whilst comfortably sitting in the back and not being accountable. Unfortunately, we had to conclude and as the population can see, they have won.â
The PM said the Council was aware that there were Parliament coalition members secretly or even openly siding with the opposition, individually holding the entire coalition hostage or threatening to do so. âWe were quite cognizant of the tactics to dismantle the COM, one by one until a weakened COM was in place and they would in turn control the majority in COM. We were also cognizant of the sabotage within the COM.
âHaving these members move to the other side of the isle does not guarantee stability and unity the country needs. Therefore, On September 22, the Council of Ministers invoked article 59, allowing the voters of St. Maarten the opportunity to decide on the future of St. Maarten.â
She said the mandate was given to the Council in the governing programme to work with the Netherlands and the World Bank. âAs Prime Minister, I was given the mandate to bring home the US $580 million to help reconstruct and build back St. Maarten. That mandate was delivered. The same coalition that appointed us in the seats never, once stated to end the working relationship with the Netherlands and the World Bank, or came with a direct viable and executable alternative and so, the COM stayed on its course, despite the criticisms, the sabotage, the deliberate defamation and the spinning of many, we stayed the course.â
Romeo-Marlin said she has always acted in a transparent, open and integer manner. âI have secured the establishment of the Trust Fund, the Integrity Chamber and I have personally overseen the preparation of more than US $125 million worth of reconstruction and resilience projects that will be implemented in the coming years. The financing of the reconstruction airport is set to close in October unless the latest political turmoil results in the investors pulling back. It has been a sensitive dossier but we were almost there. The Council of Ministers worked hard, and has paved the path for the execution of the rest of the Trust Fund projects,â she said in her prepared statement.
St. Maarten is surfing on a high wave as a country and despite the challenges that Irma and Maria brought the country is âdoing better than expected. Despite the long time that it took to start the disbursements reconstruction funds flowing, we have made tremendous progress. Surfing on a high wave also means the possibility to crash down with great force. I sincerely hope that whoever takes over the helm to navigate this country forward will be able to stay the course and bring unity and stability to the country, because without that execution of policies is impossible.â
According to the PM, the line has been drawn and it is integrity or nothing. âI am very well aware that electorally I have no leg to stand on as I was entrusted the position of Prime Minister by default. I have accepted to take up this challenging role respecting the constitution and looking out for the best interests of our country. Moreover, I am proud to have been able to serve my country in this difficult period after Hurricane Irma. It has not been easy. This episode has been testing on my personal life, my health and my family. I have withstood extensive abuse, fake news, sabotage, bullying, threats and deceptions.â
Romeo-Marlin said she has nothing to gain from new elections, as she is not interested in continuing in politics at this current time and in this current environment. âWhat I would like to see is stability and integrity for this country. If no one is up to the task to do the right things and do them the right way, if none of us has the courage to choose for integrity, then we do not deserve to continue in power. So, regretfully, once again the time has come to let the people decide. I have to rely on the conscience of our people and I will urge them to carefully consider their vote and to have the courage to choose for the moral high ground. To vote for stability and integrity. Our people and our country deserve this.â
The move by the Council of Ministers on Sunday was done on the same day as the announcement of a new majority nine-member coalition which included the National Alliance (NA), United St. Maarten Party (US Party) and newly declared independent Members of Parliament (MPs) Dr. Luc Mercelina and Chanel Brownbill. The new nine-member coalition leaves the UD/SMCP coalition with five seats in the 15-seat Parliament.
The UD/SMCP coalition was placed in limbo when UD faction leader MP Franklin Meyers announced during the closing of the parliamentary year that he was pulling his support from the coalition. He later declared himself independent, but said he was open to talks with the coalition he broke ties with. He later issued a lengthy statement outlining his reasons for leaving the coalition, but gave no clear indication about what his next step would have been.
Chairperson of Parliament Sarah Wescot-Williams and Deputy Chair Claude âChachoâ Peterson on Sunday resigned from their chair and deputy chair posts.
Sint-Eustatius chooses another island council on October 21, 2020. State Secretary Raymond Knops of Kingdom Relations says this in a letter to the House of Representatives.
A return to full democracy is not yet on the agenda. The minister has drawn up a four-phase plan, whereby the Statians are given their own management step by step.
The Netherlands intervened on the island in February 2018, after a committee of wise people had concluded that there was lawlessness, financial mismanagement, ignoring other legal authority, discrimination, intimidation and the pursuit of personal power by the political group of Clyde of Putten.
The committee found that the St Eustatius administration had turned away from the existing legal and state order and was no longer prepared to let go of autonomous autonomy.
Four phases
According to Knops, much work has been done after the Dutch intervention and the issues have been clearly mapped out. It is also clear which improvements are needed. But a decision to fully restore democracy and the associated regular administrative relationships is not yet justified, according to the minister.
The four-phase plan aims at the final administrative standardization of the island. The first phase is the holding of elections for a new island council. In this phase there is no executive college and no lieutenant. Government Commissioner Mike Franco continues to perform the duties of these bodies, as well as the other powers not assigned to the Island Council.
In the second phase, the Island Council will again be given the authority to appoint and dismiss representatives. Financial decision-making and the official organization remain with the government commissioner. No governor is appointed in this phase either.
In the third phase, the Island Council and the Executive Council receive the budget law and other legal powers and the responsibility for the civil service organization. An Lieutenant Governor is appointed who will perform all his duties and powers. The government commissioner will remain as a supervisor for some time.
The fourth phase ends Knops’ administrative intervention and relieves the government commissioner from his position.

The Council of State finds its new role in the Dispute Settlement very undesirable. As far as the Council is concerned, the amendment to the Kingdom Act that is now before the Senate must be rejected.
That can be deduced from the official reaction of the vice-president of the Council of State, Mr. Thom de Graaf.
The National Dispute Resolution Act provides for an independent provision to assess legal disputes about the Statute. The outcome of this is not binding on the Council of Ministers of the Kingdom, but only on advice, which can only be deviated from on serious grounds.
Composition
In an amendment to the bill, the House of Representatives has opted for a new Kingdom Disputes Division to be set up, in which the Netherlands and the three countries Aruba, Curaçao and St Maarten take a seat.
According to the Council, that structure is not further substantiated and deviates from the existing dispute procedures within the Council of State.
According to the Council, the way in which the new department is composed entails that a dispute is transferred from the Council of Ministers to the Kingdom disputes department.
Authority
Members of the individual countries are in a difficult position because they are independent, but they are also appointed by their own. Which means that they still have to take into account the arguments put forward by their country in a dispute.
This puts the independent position of the Council of State at stake, and with it, its authority.
A 6.3 magnitude earthquake has been recorded on the north coast of Puerto Rico. The United States Geological Survey said the quake struck north of the province of Isabela.
There were no immediate reports of casualties or damage from the earthquake, which the agency reported hit at a depth of 10 km (6 miles) about 80 km (50 miles) from Isabela.
The San Juan National Meteorological Service tweeted: âAn earthquake with a preliminary magnitude of 6.3 occurred 44 miles north of Puerto Rico at 11:24 PM Atlantic Standard Time. There is no threat of a tsunami for Puerto Rico and the US Virgin Islands.
There were at least two aftershocks 30 minutes after the earthquake, one of 4.7 and another of 4.8, respectively.
There was no threat of a tsunami in Puerto Rico or the US Virgin Islands, according to the National Meteorological Service.
The spokeswoman for the Emergency Management Agency, Kiara HernĂĄndez, told The Associated Press that there are no immediate reports of damage. The United States Geological Survey says that, depending on its location and strength, there is a low risk of damage or casualties.

No major damage is expected because it is very far from the population centers, but depending on the buildings, you could see some damage from things that fall off the shelves.

PHILIPSBURG – De regering op Sint-Maarten is gevallen. Twee volksvertegenwoordigers van regeringspartij United Democrats (UD) zijn uit onvrede opgestapt en hebben zich onafhankelijk verklaard. Ze hebben een akkoord gesloten met twee oppositiepartijen.
Daarmee heeft de oppositie een meerderheid in het parlement. Het is maar de vraag of die ook daadwerkelijk kan gaan regeren of dat er verkiezingen komen. Helder is wel dat de huidige regering van minister-president Leona Marlin-Romeo niet meer op een meerderheid in het parlement kan rekenen.
