State Secretary Maarten van Ooijen of the Ministry of Health, Welfare and Sport (VWS) will pay a working visit to Sint Eustatius, Bonaire and Aruba from 20 to 25 June 2022. The care, youth care and tackling domestic violence in the Caribbean part of the Kingdom are, in addition to the annual four-country consultation, the most important themes of the planned visits and conversations.

St. Eustatius
The visit will start on Monday 20 June with a meeting with plv. Government Commissioner and Island Secretary of St. Eustatius. The next day, the State Secretary visits the St. Eustatius Healthcare Foundation and the Auxilliary Home and conducts a round table discussion with various parties about care for residents of St. Eustatius. Meetings are then planned with the Island Council and the Social Support Unit of the Public Entity. He will also visit the shelter for victims of domestic violence and an organization for after-school activities for young people.

Bonaire
On Wednesday 22 June, State Secretary van Ooijen will start the day with a meeting with the Executive Council of Bonaire. After this he will visit the new organization Sentro Akseso where the reinforcement of prevention and accessible help and support will be discussed. Residential youth care is the subject of a visit to the Project Foundation and the care for children in childcare during a visit to an after-school care location. During the visit to Fundashon Mariadal and Kas di Kuido, the State Secretary becomes acquainted with the way in which hospital and elderly care is organized on Bonaire. This day will be concluded with the festive opening of a youth baseball field at Ama.

On Thursday 23 June, the State Secretary will pay a home visit with the Zorg en Welzijn Groep and he will visit FKPD in Rincon and Playa to give the go-ahead for the renovation of the building for daytime activities for people with disabilities.

Aruba
In Aruba, the Secretary of State will be given a tour of the Horacio Oduber Hospital that same afternoon and will visit Governor HE Mr. A. Boekhoudt. In the evening, the State Secretary will dine with the ministers responsible for Public Health of Aruba, Curaçao and Sint Maarten. The next day, the four-country administrative meeting will take place, where the ministers involved will sign a conclusion document with agreements made in the field of Public Health. On the last day of the visit, the State Secretary will visit the Sostenemi office and talk to the Aruba Kindertelefoon about the collaboration for the establishment of a BES Kindertelefoon.

The Joint Court of Justice of Aruba, Curaçao, Sint Maarten and Bonaire, Sint Eustatius and Saba has ruled against the answers attributed to it in the investigative document of Investico/De Groene Amsterdammer, and the subsequent radio program Argos. The press judge wrote in the Antilliaans Dagblad that several judgments were incorrectly reproduced.

At the end of May it became clear that research platform Investico , together with De Groene Amsterdammer and radio program Argos , were working on a piece about the gambling sector in Curaçao. They tried to prevent publication of that document by means of summary proceedings , but the judge did not agree.

Three days later, the piece “ Roulette with the rule of law ” was published, followed a little later by the Argos radio broadcast . As a result of the investigation , the ChristenUnie submitted parliamentary questions , the trade association Coga in Curaçao called it exposé character assassination .

The Court itself has now also responded to the document. In an article on the front page of the Antilliaans Dagblad yesterday, press judge Sigmar Carmelia names various matters that she believes are incorrect:

“The Court has previously been in contact with Ms Kuijpers, who put a number of questions to the Court. It is striking that the answers are unfortunately not complete, and on some points have been incorrectly incorporated in the document. This does not do justice to the response of the Court to Mrs Kuijpers’ questions.”

In the article by Investico / De Groene Amsterdammer and the radio broadcast by Argos , ample attention was paid to the vicissitudes surrounding blogger Nardy Cramm. The Dutch journalist indicated in the documents that the gambling sector on the island is making her life miserable because she opposes the current system of master licensees and sub licenses. In addition, she continues to call that system illegal, which is against the sore leg of the sector, which indicates that it is fully legal.

In the article in the Antilliaans Dagblad, the press judge mainly opposes the documents relating to Cramm. For example, the documents of the Dutch investigative journalists stated that a judge had not excused himself in a case against Cramm. In the article in the Antilliaans Dagblad, the press judge nuances the comment in Argos that Cramm has lost three summary proceedings. According to the press judge, it should also have been mentioned for the balance of the piece that Cramm’s foundation SBGOK also wins lawsuits against the online gambling companies.

The Ministry of Public Health, Social Development and Labor (Ministry VSA) has finalized a new 10-year strategic plan for chronic diseases.

It is called the Multisectoral Action Plan for the Prevention and Control of Noncommunicable Diseases (NCD MAP) 2021-2030. The NCD MAP was presented to the Ministries of MECYS, VROMI, TEATT and Finance by the Minister of VSA Hon. Omar Ottley on ?

NCDs are chronic conditions that are caused by a combination of lifestyle, biological and environmental factors. They are the biggest cause of ill-health and death in the world.

In Sint Maarten, around a quarter of the population suffer from a chronic condition including high blood pressure, diabetes, asthma, cancer, stroke, and heart attack. Mental health related issues are also a prevalent but hidden condition.

The vision of the NCD MAP is a vibrant Sint Maarten society where health and wellbeing are the way of life for all people to achieve their fullest potential in a stigma-free, equitable and supportive community.

The mission of the strategic plan is to create and promote a supportive environment that enables and empowers people to make healthier choices that will prevent and reduce NCDs and their risk factors by 2030. This can only be achieved by multisectoral action and collaboration between the various Ministries.

The four NCD MAP strategic action areas are 1. Strengthen health systems for surveillance, research, monitoring and evaluation on NCD prevalence and risk factors; 2. Talks with the Netherlands about salaries of civil servants continue, ‘press conference in two weeks’

At the end of this month there should be clarity about the wage cut of 12.5 percent for civil servants in Aruba, Curaçao and Sint Maarten. According to insiders, the intention is to hold a press conference when State Secretary Alexandra van Huffelen (Kingdom Relations) is in Aruba.

Insiders in The Hague report that talks about this are continuing, with the aim of reaching an agreement in two weeks. “Good news” would then be reported on June 20, during a joint press conference of the Secretary of State and the three Caribbean Prime Ministers.

Civil servants have been handing in for two years

Civil servants, teachers and everyone who receives a salary on the islands through the government have already had to give up part of their salary for about two years. The ‘solidarity levy’ was one of the hard demands of the Netherlands to lend the islands hundreds of millions. They were short of money due to the corona crisis.

Prices rise sharply, purchasing power falls

Because prices have risen so fast, the islands are allowed to pay one hundred percent of the salaries again. The Netherlands again imposes conditions.

Aruba: another five percent next month

The islands must pay the wages themselves and are not allowed to borrow money again, is one of the Dutch requirements. Aruba wants their people to recieve five percent by the end of July. “We are working to meet the conditions to be able to pay out next month,” said Prime Minister Evelyn Wever-Croes.

Civil servants in Aruba will receive one hundred percent of their monthly salary next year. Curaçao and Sint Maarten are not yet completely settled.

The Netherlands wants civil servants who earn the least to be given priority over more money; the top earners through the government must permanently lose 25 percent.

Cabinet of Curaçao seeks support from parliament

Finance Minister Javier Silvania has collected money for Curaçao to pay at least 3 percent in holiday pay to civil servants. The expenditure is included in the adjusted budget for 2022.

However, Curaçao – just like Aruba and Sint Maarten – must first pass a law from the Netherlands that regulates top incomes. Those who receive a salary through the government cannot earn more than 130 percent of what the prime minister receives.

Whether the Curaçao officials will see more money on their payslips now depends on parliament. According to Minister Silvania, his cabinet has “kindly but urgently asked parliament to schedule an emergency meeting” and to provide “clarity” with a vote for or against.

Islands struggle in the wake of the corona pandemic

The islands believe that they are in a ‘very challenging situation’ due to all the strict conditions imposed by the Netherlands and the economic blows caused by the pandemic. There is a lack of money while life is getting more expensive, they say.

“Beware of framing in the media”

“The framing in some media surprises me,” says another insider from the islands. “We are not at all angry with Curaçao.”

“The documents must always be delivered within a certain period; the meeting of the Kingdom Council of Ministers will be carefully planned. Because that is the time to formalize the preparatory talks and agreements. Only when an agreement has been reached will it be scheduled.”

Philipsburg – The Sint Maarten Trust Fund Steering Committee members are currently in Sint Maarten for a working visit. The Honorable Prime Minister Silveria E. Jacobs hereby extends a warm welcome to the Steering Committee as they return to Sint Maarten to discuss the implementation of Trust Fund initiatives, opportunities for improvement, as well as plans of action for potential upcoming projects.

The Steering Committee is made up of former Sint Maarten Prime Minister, Mr. Marcel Gumbs (representing the Government of Sint Maarten), former Dutch State Secretary, Mr. Frans Weekers (representing the Government of the Netherlands), and World Bank Country Director for the Caribbean Countries, Ms. Lilia Burunciuc (representing the World Bank).

“The Trust Fund is assisting Sint Maarten to recover after the destruction of hurricanes Irma and Maria and has invested in the country’s long-term development and sustainability. While this government is happy to see progress with the work that has been completed thus far, there is still a lot to be done and this week’s meeting of the Steering Committee gives us the opportunity to, as the local idiom says, ‘hold one head’ on the path forward,” stated Prime Minister Jacobs.

The official Steering Committee meeting starts tomorrow, Tuesday, June 14. The Honorable Deputy Prime Minister and Minister of VROMI Egbert J. Doran will open the meeting on behalf of the Government of Sint Maarten. The Steering Committee will discuss the status of the portfolio, including the financial and operational outlook of the 10 projects currently under implementation. The Steering Committee will also discuss the projects under preparation, such as improving mental health care and wastewater treatment, as well as a housing project to increase the number of affordable homes in Sint Maarten.

The formal meeting will be followed by a grant agreement signing for the Fostering Resilient Learning Project (FRLP). This project will finance the reconstruction of Sister Marie Laurence Primary School, Charles Leopold Bell Primary School, and the Philipsburg Jubilee Library, as well as the embedding of (digital) programs within the Ministry of Education, Culture, Youth and Sport (ECYS) to improve the provision of education, particularly for students with special behavioral and learning needs. In collaboration with Ministry of ECYS, preparatory work has already started with this project, including important stakeholder consultation sessions.

During the visit, the Steering Committee will also interact with entrepreneurs who are beneficiaries of the Enterprise Support Project (ESP) and visit six multi-story apartment buildings of the Sint Maarten Housing Development Foundation (SMHDF). These buildings – locally known as “the towers” – are currently being repaired through the Emergency Recovery Project (ERP-1).

“I look forward to constructive discussions with the members of the Steering Committee, with the goal of continuing our fruitful cooperation in order to fully recover from Hurricane Irma, Hurricane Maria, and the COVID-19 pandemic,” concluded Prime Minister Jacobs.

The objective of this conference is to help mitigate the lack of sustainable airlift/seat capacity within the region, attract/increase international airlift/seat capacity, establish affordable fares, and regulate airport/departure taxes to name a few. The Government of Sint Maarten is pleased to continue the support of the CaribAvia conference and will facilitate where possible in the execution of the outlined objectives.
