Plasterk: Sint Maarten antagonizes
The Hague/Philipsburg – Once again Minister Ronald Plasterk (PvdA) of the Interior and Kingdom Relations has publicly complained about the in his eyes little cooperative attitude of the government of Sint Maarten.
In a letter that he yesterday sent to the Second Chamber, the Minister makes accusations that after the era of Sarah Wescot-Williams also the new Cabinet of prime-minister Marcel Gumbs in a number of areas of cooperation is blocking things. One of the bottlenecks he mentioned is the emergency transport of patients out of Sint Eustatius and Saba through Sint Maarten to a hospital in the region possessing all necessities for hospital.
“The cooperation of the authorities of Sint Maarten leaves much to be desired. That’s why the helicopter remains stationed on Sint Eustatius, as such to guarantee at least medical emergency transport for the people of Sint Eustatius and Saba. Organizing of medical emergency transport by-passing Sint Maarten is almost impossible. In addition procedural opposition by Sint Maarten is still disturbing for transport of Caribbean Netherlands patients out of the Sint Maarten Medical Center to Colombia.”
Plasterk states that the recently inaugurated helicopter can turn out to be a significant improvement that diminishes the dependency on Sint Maarten.
“The old helicopter also remains as back-up and guarantees the 7×24 hours commitment to promptly deal with any medical transport from Saba and Sint Eustatius. Up to this moment the hangar for both helicopters is being transported by ship to Sint Eustatius and there are no expectations of problems with the installation at the local airport.”
Another sore point is the fact that Sint Maarten raises tax on goods that are transported through the island to Caribbean Netherlands:
“Though I at several occasions discussed this with the government of Sint Maarten, the international unusual indirect double taxes still remains a fact. The government of the Netherlands will continue to appeal to the government of Sint Maarten to this undesirable situation.”
The third problem the Minister mentions in his letter are the rates of Winair, the only airline that connects Saba and Sint Eustatius to Sint Maarten.
“The Ministry of Transport, public works and Water Management in October 2010 has taken over the shares to assure for as much as possible the reliable, safe and cost-efficient access to Saba and Sint Eustatius – a public interest. The equity interest of 7.95% gives the Dutch State the possibility to monitor well the developments and together with the Board of Winair and the majority shareholder Sint Maarten discuss matters concerning the durable connection to Saba and Sint Eustatius, including the ticket prices.”
Plasterk makes the remark that the expenses the Princess Juliana Airport charges its’ passengers form a substantial part of the Winair ticket prices for flights to Sint Eustatius and Saba.
“The Dutch government will continue to appeal to Sint Maarten to lower these expenses, acknowledging the fact that this is an autonomous affair of the Country Sint Maarten.”
It’s not all sole gloom and doom. With regard to the fiber connection that the Netherlands wanted to realize on behalf of Sint Eustatius and Saba the impasse has been broken.
“The government of Sint Maarten has issued the relevant permits so that the construction with Sint Maarten has been realized. Further discussions have yet to take place concerning the actual connection and the use of the cable.”
Plasterk in his letter also makes the remark that ‘Netherlands commitment is to improve the cooperation with Sint Maarten.’
It is doubtful whether the government in Philipsburg will explain in the same way his letter to the Chamber.

Plasterk: Sint Maarten ligt dwars
Den Haag/Philipsbrug – Opnieuw heeft minister Ronald Plasterk (PvdA) van Binnenlandse Zaken en Koninkrijksrelaties zich in het openbaar beklaagd over de in zijn ogen weinig coöperatieve houding van de regering van Sint Maarten.
In een brief die hij gisteren naar de Tweede Kamer heeft gestuurd, verwijt de bewindsman dat na het tijdperk van Sarah Wescot-Williams ook het nieuwe kabinet van premier Marcel Gumbs op een aantal samenwerkingsgebieden dwarsligt. Een van de knelpunten die hij ter sprake brengt, is het medisch spoedvervoer van patiënten uit Sint Eustatius en Saba via Sint Maarten naar een goed geoutilleerd ziekenhuis in de regio.
,,De medewerking van de autoriteiten van Sint Maarten laat nog te wensen over. De helikopter blijft daarom op Sint Eustatius gestationeerd, ten einde medisch spoedvervoer voor de inwoners van Sint Eustatius en Saba te garanderen. Het organiseren van medisch spoedvervoer buiten Sint Maarten om is nagenoeg onmogelijk. Bovendien is procedurele tegenwerking door Sint Maarten nog steeds hinderlijk bij vervoer van patiënten uit Caribisch Nederland vanuit het Sint Maarten Medical Center naar Colombia.”
Plasterk noemt de recent in gebruik genomen helikopter een aanzienlijke verbetering die de afhankelijkheid van Sint Maarten kan verminderen.
,,De oude helikopter blijft ook aanwezig als backup en garandeert daarbij de 7×24 uur inzet van acuut medisch transport voor Saba en Sint Eustatius. De hangar voor beide helikopters wordt momenteel per schip naar Sint Eustatius vervoerd en er worden geen problemen meer verwacht voor de installatie op het vliegveld aldaar.”
Een ander pijnpunt is het feit dat Sint Maarten belasting heft op goederen die via het eiland worden doorgevoerd naar Caribisch Nederland:
,,Hoewel ik de regering van Sint Maarten hier meermaals op heb aangesproken, is de internationaal ongebruikelijke indirecte dubbele belasting nog steeds een feit. De Nederlandse regering zal de regering van Sint Maarten blijven aanspreken op deze ongewenste situatie.”
Het derde probleem dat de bewindsman in zijn brief aankaart zijn de tarieven van Winair, de enige luchtvaartmaatschappij die Saba en Sint Eustatius met Sint Maarten verbindt.
,,Het ministerie van Verkeer en Waterstaat heeft de aandelen in Winair per oktober 2010 overgenomen om zo goed mogelijk de betrouwbare, veilige en kostenefficiënte bereikbaarheid van Saba en Sint Eustatius – een publiek belang – te borgen.
Het aandelenbelang van 7,95 procent geeft de Nederlandse Staat de mogelijkheid de ontwikkelingen goed te monitoren en met het bestuur van Winair en de meerderheidsaandeelhouder Sint Maarten (91,05 procent) te spreken over zaken die betrekking hebben op de duurzame verbinding naar Saba en Sint Eustatius, waaronder de ticketprijzen.”
Plasterk merkt op dat de heffingen die de Princess Juliana Airport passagiers in rekening brengt een aanzienlijk deel vormen van de ticketprijzen van Winair voor vluchten naar Sint Eustatius en Saba.
,,De Nederlandse regering zal er bij Sint Maarten op blijven aandringen deze heffingen te verlagen, in de wetenschap dat dit een autonome aangelegenheid van het land Sint Maarten is.”
Het is niet alleen maar kommer en kwel. Ten aanzien van de glasvezelverbinding die Nederland wilde realiseren ten behoeve van Sint Eustatius en Saba is de impasse doorbroken.
,,De regering van Sint Maarten heeft de benodigde vergunning afgegeven, waardoor ook de aanleg met Sint Maarten is gerealiseerd. Nadere besprekingen zijn nog gaande over de feitelijke aansluiting en de benutting van de kabel.”
Plasterk merkt in zijn brief nog op dat ‘Nederland zich blijft inzetten om de samenwerking met Sint Maarten te verbeteren’. Of de regering in Philipsburg zijn brief aan de Kamer als zodanig uitlegt, valt te betwijfelen.
