So, what has been done?
MOTION
The Parliament of Sint Maarten, in its meeting of December 12, 2013,
Considering: the lack of economic growth and the outcry of hardship of the people of Sint Maarten due to same;
The need to promote sustainable growth of the island’s economy;
That the development of both local citizens and local businesses need to be encouraged and assisted as best as possible;
That it is necessary to provide relief and incentives to local citizens to start up as well as maintain their businesses and investments;
RESOLVES:
1. To ratify and approve the policy of the minister of Finance dated May 14, 2013 and as published in the National Gazette;
2. To urge the government of Sint Maarten, in particular the minister of Finance, to submit the announced draft ordinance referred to in the aforementioned policy, as soon as possible to Parliament for approval;
3. That the government of Sint Maarten, in particular the minister of Finance, to submit to Parliament before or together with the draft budget proposals for 2014, draft legislation that provides the following:
a. Tax relief for income and profit tax for the period 2006 through 2010;
b. Tax incentives to business and other institutions, particularly aimed at and focused on decreasing unemployment under the youth.
c. Defiscalization. This entails the postponement, write off or even forgiving of tax indebtedness for the period 2006 through 2010, of businesses and individuals, under certain conditions, such as investment in specific areas of the economy and society, determined beforehand by government, within a certain period, for a specific period and for amounts owed in taxes. This measure is intended to promote economic growth, investments and increased employment.
4. That government, in particular the minister of Finance, introduces a simplified, straightforward and costumer friendly tax collection system;
5. That the government, in particular the minister of Finance, gives to Parliament its opinion and advice on former Netherlands Antilles legislation regarding incentives and measures to promote youth employment.
6. That government, in particular the minister of Labor – in order to execute the contents and intentions of this motion – halt for a period of not less than two (2) years the issuance of all new work permits for unskilled, semi-skilled and skilled employees, with the exception of company directors and managers.
7. That as of the execution of all the required legislation to carry out this motion, the government, in particular the minister of Finance, shall institute a zero tolerance policy with regards to tax collection.
8. That the aforementioned tax relief and incentives shall not apply to members of Parliament and of the Council of ministers in office.
9. That the minister of Finance explore the possibility to move from direct to in-direct taxation thus creating a bigger disposable income for the working class.
